Items Approved
The Southwest Independent School District Board of Trustees unanimously approved the 2022-2023 Compensation plan package for teachers and staff during the regular board meeting held on Tuesday, July 19, 2022.
The plan includes a 3% raise for all teachers, librarians, nurses, counselors, a 2% for all administrators, and a 4% raise for clerical and instructional support staff and all auxiliary staff.
Trustees also approved two retention stipends of $1,500 for all employees who meet the criteria. The compensation plan also includes the 2022-2023 stipend schedule for all district employees.
All pay increases for the 2022-2023 school year will be based on the midpoint for each pay grade.

The Board approved a two-year grant with Pre-K 4 SA for the 2022-2023 and 2023-2024 Academic School Years.
SWISD received notification in May that it had been awarded $494,787 to assist with personnel costs associated with a Pre-K instructional coach position, professional development for school principals, CDA Certification for Pre-K classroom aides, and contracted services.
With this funding, SWISD will continue improving the quality of instruction in Pre-K by providing professional development in best practice research-based methodologies for teachers, aides, and principals.
District-Wide Promotional Spirit Wear
The Board approve 4Imprint, AHI Enterprises, American Athletic Wear, Alamo Tees & Advertising, Bull Market, Gateway Printing & Office Supplies, River City, and TWS Screenprinting & Embroidery as awarded vendors for District-Wide Promotional Spirit Wear for the 2022-23 school year.
The awarding of eight vendors will allow the District flexibility if an awarded vendor is unable
to fill an order in a timely fashion due to any continuing manufacturing and distribution
effects caused by the ongoing COVID-19 pandemic. The procurement contract will be for
a one-year period from September 1, 2022 through August 31, 2023.
COVID Related Extended Leave Regulations
Trustees approved the resolution on COVID Related Extended Leave Regulations for the 2022-2023 school year.
The District developed Administrative Regulations permitting the use of up to a total of three days of paid leave (“COVID Related Extended Leave”) for only the following reasons: the employee is subject to Federal, State, or local quarantine or isolation orders related to COVID-19; or the employee has been advised by a health care provider to self-quarantine due to concerns related to COVID-19. Employees shall only be eligible for a total of three days.
2022-2023 Student Code of Conduct
The Board approved the 2022-2023 Student Code of Conduct. It provides information regarding the expectations for students’ behavior and consequences for misconduct. The Student Code of Conduct governs all behavior at school, at school-sponsored and school-related activities, and during school-sponsored travel. The Student Code of Conduct governs some designated behavior occurring within 300 feet of school property, some designated behaviors occurring off campus, and for any school-related misconduct regardless of time or location.
District Strategic Plan
Trustees approved the District Strategic Plan as presented and the targeted goals will be established in the 2022-2023 school year as a baseline for goal setting and monitoring.
In the Spring of 2021, the District approved JG Consultants as partners in beginning
the process of creating the new District Strategic Plan. Consultants and district leaders
engaged and solicited ideas from surveys, focus groups, and committees of community
members, board members, administrators, teachers, parents, and staff. Data and feedback
from these meetings was aligned to the District Commitments to ensure continuity and
clarity of our vision and goals. In the Spring of 2022, the refined Strategic Actions and
Targeted Goals were approved through the Senior Staff, District Improvement Team, Divisions, and annual public parent meetings.
The Board adopted the Southwest ISD District of Innovation Plan. The District developed an innovation plan that identifies requirements imposed by the Education Code from which it is seeking exemptions. A District of Innovation Committee was developed to create this new innovation plan to be implemented from 2022-2023 through the end of the 2026-2027 school year. The committee agreed upon a proposed draft and it was presented in open public meetings and to the Southwest Board of Trustees. The District of Innovation Committee and the District Improvement Team were presented with a petition to vote on the proposed innovation plan on June 13, 2022. The two groups voted in favor of the final proposed District of Innovation Plan. The final proposed plan was presented in a public hearing to the Board of Trustees on June 21, 2022.
