Parents and Guardians,


Welcome back to the 2019-20 school year! We are excited to welcome our Explorers back to school! Please take a look at this entire newsletter to find important dates. We will continue to update the newsletter as we receive current information for you and your student(s).


Our office will open on August 5th. If you are new to the district we encourage you to stop in the week of August 5th to enroll your student(s). Enrolling early will help us in placing students for upcoming year.


We will post our class lists on August 16th at 4:30 p.m. Unfortunately, due to the changes in enrollment this is the soonest we can make the lists available.


Monday, August 19th will be our first day of school and will be an early release day.

  • Kindergarten
    • 8:45AM - 10:30AM
    • 11:30PM - 1:15PM
  • Grades 1 - 6
    • 8:45AM - 1:15PM (lunch served)


Back to School/Parent Night will be held on August 27th from 5:30-7:00. Teachers and staff are prepared to share with you details regarding curriculum, special events, classroom procedures, and important school information. We are offering two sessions per classroom to help accommodate parents' schedules. We encourage a parent or parents to attend without their child(ren). No supervision will be provided.


In addition, Horizon will no longer meet the federal criteria to provide all students with free meals. However, the district is able to continue with our "Breakfast in the Classroom" program. For the 2019-20 school year, all Horizon students will be eligible to receive breakfast at no charge. Lunch will continue to be fee based. Those that qualify for free and reduced meals will need to fill out an application in August. We will have computers available for you to use prior to school starting for you to complete this process. Please contact the main office with questions or if you need assistance completing the application. More information is included below.

Free and Reduced Meal Procedures

Breakfast, Lunch and Supper Served in Boise School District!

Boise School District participates in the USDA National School Breakfast, National School Lunch and Child and Adult Care Food Program’s At Risk Supper Programs. Breakfast and lunch are served at all Boise schools. Suppers are provided at 9 schools with Boise Parks & Recreation after school programs including Garfield, Grace Jordan, Hawthorne, Jefferson, Morley Nelson, Whitney, Whittier and William Howard Taft elementary schools, as well as South Jr. High.

Free & reduced price meals are available to students who qualify and are free to all students who attend a Community Eligibility Provision school. Breakfast is provided at no cost to all students attending a school with Provision 2 breakfast. Free & reduced price meal applications are now being accepted. Eligibility is determined based on:

Ø Submitted Meal Application: Household income and number of household members (see below for information on meal application process).

Ø No Meal Application is necessary to receive free meals for students who:

· Qualify through Direct Certification. These include students who receive food stamps-SNAP, Temporary Assistance for Families in Idaho-TAFI, Food Distribution Program on Indian Reservations-FDPIR, who are migrants or foster children.

· Are homeless or runaway (see Homeless Liaison at your school).

· Attend a CEP school.

Garfield, Hawthorne, Hillcrest, Jefferson, Koelsch, Morley Nelson, Whitney, Whittier, William Howard Taft, Frank Church High School, Marian Pritchett School and the ASCENT Program.

Meal Application Process

Ø Apply on-line at https://foodservice.boiseschools.org or fill out a 2019-2020 meal application, available at schools or the District Service Center, and return to the address listed on the meal application (Spanish applications are also available.)

Ø Meal applications may be submitted at any time during the year.

Ø Only one meal application per household.

Ø Households must list the name of all household members, each household member’s income and the source of income (foster children can be included on the household meal application).

Ø An adult signature is required along with the last 4 digits of the adult’s social security number. If a social security number is not available, that information must be indicated on the meal application.

Ø Boise School District Food & Nutrition Services officials will review the meal applications and determine eligibility. Parents or guardians dissatisfied with the ruling of eligibility may discuss the decision with the determining officials(s) on an informal basis. A formal appeal can be made either orally or in writing.

Ø The information provided on the meal application may be verified at any time during the school year by the District, other program officials, auditors of State programs and law enforcement officials to look into violations of program rules.

Horizon Pick-Up Procedures

Please use the Horizon pick-up line when dropping off or picking up your students. We ask that you DO NOT use the Emerald Street Kennels parking lot. It is a place of business and is not a designated school pick up and drop off location. Additionally, we have had several students and parents cross Mitchell without using the designated crosswalk. Please remind your students to use this adult-supervised crossing area so we can prevent accidents.

Free and Reduced Breakfast/Lunch

For the past number of years, our school has been eligible for a federal program that allows us to provide meals free-of-charge to all students. Due to overall improving economic conditions among many of our families, next year our school will no longer qualify for this free school-wide meal program.


Of course, free or reduced meals will still be available on a student-by-student basis. However, families must apply individually to determine if your student(s) will qualify under Federal guidelines.


No action is needed by you at this time. Our free school-wide meal program will continue through the rest of this school year and (if applicable, the 2019 summer program). Applications for the individual student free or reduced meals for the 2019 - 2020 school year will be available in late July 2019. At that time, you will receive more detailed information on how and where you can apply.


For budgeting purposes, families who will pay for breakfast and lunch, and who don’t qualify for the federal program, the meal costs for the 2019-20 school year are provided below:

News from the Nurse’s Office

Horizon’s health office would like to remind parents of immunization requirements.


The Idaho Immunization Law requires that children of grades pre-school through 12 shall provide proof of immunization or sign an exemption at the time of initial enrollment in an Idaho school. Parents or guardians should provide a copy of the student's immunizations to the school at the time of registration, before the student attends school.

Parents may choose to exempt their child from the state school immunization requirements for personal, medical or religious reasons. If an exemption is submitted, and there is an outbreak of the disease for which the exemption is signed, the exempted student may be excluded from school for the period deemed necessary by public health officials.

Please visit with your child’s healthcare provider about these requirements. If your child is in need of immunizations contact your physician or Central District Health Department.

Central District Health Department provides all types of vaccines year-round to children ages 0-18. Anyone needing to get their child caught up on immunizations can call 327-7450 to make an appointment. More details are available on the Central District Health Department website.

Horizon Secured Access

Parents and Guardians,


Horizon recently installed a controlled access entry at the main entrance to the building. The controlled access entry assists us in monitoring visitor access in a centralized and consistent manner, increasing campus security. When visiting Horizon please make certain that you proceed to the main entrance and utilize the video door buzzer to request admittance. Included in this email are directions for the use of this new system. In addition, these same directions will be posted by the buzzer. We thank you for your patience as we adjust to this new system.
