RECOGNITIONS
Anoka-Hennepin Schools, Destination Imagination Teams - Global Finals Team Participants
Lynn Montgomery, Destination Imagination (DI) coordinator for teams in the Anoka-Hennepin School District, presented achievements with this program in 2023. Montgomery said 150,000 K-12 students from around the world compete in one of six challenges through the DI program. The top one percent are invited to global finals. Out of 14 Minnesota teams, five of them represented Anoka-Hennepin Schools. Montgomery said the teams typically strive to be scored among the top 50 teams at Global Finals. The teams include:
- Northdale Middle School: Garrett Bower, Weston Finco, Gabby Fournier, Gratia Foxx and Aiden LePage. This team earned third in the world in the Community Service Challenge High Stakes and first place in the Instant Challenge.
- Madison Elementary: Elise Burroughs, Jens Hiti, Payton Huntington, Alivia Moores, Riley Munion, Audrey Nutter and Nicole Thompson.
- Rum River Elementary:
- Improvisation team: Megan Christensen, Millie Cimenski, Brittan Koosman, and Isla Nelson.
- Engineering team: Blayke Chastanet, Amia Chittenden, Nora Hendrickson, Adelyn Hruby, Josephine Peterson, Lila Peterson, and Lincoln Peterson.
- Improvisation team: Brynn Bartsais, Hailey Dempsey, Dylan Olson, Maddy Olson, Mason Olson, and Isaiah Whitney.
Dr. Kate Maguire, Interim Superintendent
Interim Superintendent Kate Maguire will complete her service to Anoka-Hennepin Schools on June 30. School Board Chair Marci Anderson joined school board members in recognizing Maguire’s service to the school district, commending Maguire’s leadership and character.
COMMUNITY EDUCATION
No community members provided testimony for School Board consideration.
EMPLOYEE SERVICES
The School Board took actions regarding employees and positions in the district in relation to a reporting timeline needed to comply with contracts and state requirements. Dr. Jennifer Cherry, executive director of human resources, presented items for approval and one item for information only. All items were approved on a unanimous vote.
- Resolution relating to the termination and non-renewal of teaching contracts or probationary teachers.
- Resolution relating to the termination and non-renewal of special education supervisors.
- For information only: Long term substitute teacher tier 1 teachers re-employed retired teachers.
- Proposed resolution to rescind the inclusion of certain teachers’ names in resolution terminating probationary teachers.
COMMUNITY AND GOVERNMENT RELATIONS
2023 Population certification resolution
Michelle Trelstad, executive director of community education and government relations, presented the 2023 population certification resolution which set the district population at 248,411. This number, which was established by the State of Minnesota Demographer, is used to set formulas for some district funding programs and it was approved on a unanimous vote.
ELEMENTARY AND SECONDARY EDUCATION
Long term facility maintenance (LTFM) 10-year-plan
Greg Cole, chief operations officer, and Michelle Vargas, chief financial officer presented $15.9 million of facility maintenance projects for board approval. The projects include $7.2 million in ventilation/dehumidification projects at four elementary schools including Eisenhower, McKinley, Hamilton, and Sand Creek elementaries. Champlin Park High School is also undergoing a complete cooling system piping replacement and a new generator system is being added at the Educational Service Center to support uninterrupted support of the district’s broadband network infrastructure. The long-term facility maintenance program, formerly known as alternative facilities, allows school boards to protect the taxpayer investment in facilities through replacement of aging building components. The School Board approves a 10-year plan each year, but also updates the planning documents as new projects emerge or priorities change. Funding through this program cannot be used for new facilities or components of facilities. The recommendations were approved on a unanimous vote. Watch the presentation.
FINANCE
FY24 Proposed Budget All Funds
Michelle Vargas, chief financial officer, presented the proposed fiscal year 2024 budget for the School Board consideration and approval. The district is projecting a general fund revenue increase of $45.2 million, or 7.9% percent, for the next fiscal year with an enrollment increase projected at 168 students. General Fund expenditures are projected to increase by $25.9 million, or 4.4% percent. Other major factors impacting the budget include increasing transportation expenses, utilities, and liability and property insurance rates at a time when revenue from one-time federal COVID relief funding will be expended by the end of the school year. The School Board has been engaged in developing the budget since December 2022 and has taken an active role in shaping the final proposal. Total expenditures are set at $687,856,657 with revenues of $688,511,932. This budget total maintains the district’s fund balance above the School Board goal of 10 percent, providing stability and ensuring financial stewardship of the resources provided. The budget was approved on a 5-1 vote with Audette voting no.

The meeting was closed for discussion of attorney-client privileged information regarding matters related to D. Huizenga v. ISD #11 as provided for by Minnesota Statutes Section 13D.05, subd. 3(b).
