Black History Facts: What is an HBCU?
When I came to visit MA in October, when speaking to students most did not know what an HBCU is. This is alarming especially when they were built for the exact same students we are appealing to for Early College, students that were under privilleged and underrepesented.
HBCUs are a source of accomplishment and great pride for the African American community as well as the entire nation. The Higher Education Act of 1965, as amended, defines an HBCU as: “…any historically black college or university that was established prior to 1964, whose principal mission was, and is, the education of black Americans, and that is accredited by a nationally recognized accrediting agency or association determined by the Secretary [of Education] to be a reliable authority as to the quality of training offered or is, according to such an agency or association, making reasonable progress toward accreditation.” HBCUs offer all students, regardless of race, an opportunity to develop their skills and talents. These institutions train young people who go on to serve domestically and internationally in the professions as entrepreneurs and in the public and private sectors.

What's Next? Phase 2!
- Conduct a reflection and outreach analysis to project pilot goals and progress from SY 2023-24.
• Assessing student demographics to ensure alignment with Massachusetts designation criteria, particularly around equitable access.
• Reviewing current staffing and additional staffing required based on projected critical mass cohort size.
• Evaluating current outreach and recruitment practices and materials to improve upon current practices and identifying new strategies to intentionally recruit, enroll, and serve underrepresented students who have faced systemic barriers to high education to reach projected critical mass cohort size.
• Analyzing projected costs for pilot and planning for program sustainability.
- Guide the development and prioritization of planning goals to be accomplished by the end of the fiscal year (June 30, 2023).
- Collaborate with the leadership team to develop SMART (specific, measurable, achievable, relevant, time-bound) goals and a well-defined action plan with specific tasks/steps, the person(s) responsible for each task, required resources, milestones/deadlines, and measures to evaluate progress. Provide expertise on increasing scale and equitable access to Early College Program.
- Ensure the developing plans for the pilot meet Early College Principles and Criteria.
- Continue weekly & bi-weekly virtual coaching sessions/meetings with the leadership team to assess progress, provide feedback, and align direction.
- Continue monthly meetings and regular communication with statewide Early College Incubator Collaborative Planning sessions to allow the NS4ed team to seek clarification on pilot plans and alignment with designation criteria.
