SEBB Annual Open Enrollment
Annual Open Enrollment is right around the corner!
October 26, 2020 – November 23/2020
This Annual Open Enrollment is for 1/1/2021 insurance coverage changes for benefit eligible Wenatchee School District employees. Please visit the SEBB Annual Open Enrollment website for complete details.
**NOTE** If you are happy with your insurance choices, you do not need to make any changes during Open Enrollment.
Changes you can make during Annual Open Enrollment:
- Change your medical, dental and vision plans.
- Enroll your eligible dependents.
- Remove a dependent from medical, dental or vision plans.
- Reattest to the spouse or state-registered domestic partner coverage premium surcharge.
- Waive medical coverage.
- Enroll in medical insurance after previously waiving coverage.
- Enroll in a Medical Flexible Spending Arrangement (FSA) or Dependent Care Assistance Program (DCAP). (You must re-enroll in the Medical FSA or DCAP every year.)
- Enroll in Supplemental Long-Term Disability Insurance with The Standard.
New Changes for 2021
Kaiser Premiums - increased
Premera Premiums - increased
United Medical Plan Premiums - no change
United Medical Plan Plus - adds Chelan and Douglas counties and adds Confluence Health to their network. (**Employees interested in this plan may only choose it if they live in the county serviced by the plan.)
Premera has added a virtual Diabetes Prevention Plan and Bariatric Surgery. Questions = contact Premera at 1-800-807-3710.
All plans - have added one hearing instrument per ear per every five years.
No Changes for EyeMed or MetLife Vision plans.
Davis Vision has added progressive lens benefit and anti-reflective coating benefit.
HSA contribution stays the same. IRS maximum employe contribution increases.
- Individual $3,600 per plan year
- Family $7,200 per plan year
- If an employee chooses a non-High Deductible plan for 2021 they will need to stop their payroll deduction for their HSA.
FSA maximum contribution increases to $2,750.
DCAP maximum contribution $5,000 annually single or married filing jointly. Or $2,500 annually for each married participant filing separately.
Supplemental LTD rates will stay the same.

How do I make changes?
**Please make sure you can log into your SEBB My Account before Open Enrollment begins. You will need your username and password that you set up during our first annual open enrollment or if a new hire, during your benefit eligible window.

REMINDERS
Benefit Eligible Employees:
- Are not required to make changes to their health plans during open enrollment.
- Pay no monthly premiums for dental, vision, basic life insurance, basic accidental death and dismemberment insurance, and basic LTD insurance benefits.
- Must enroll in dental and vision coverage.
- Can enroll in a medical plan during open enrollment after previously waiving coverage.
- May not enroll in a FSA and HSA at the same time.
- May need to reattest to the spouse surcharge during Open Enrollment and will be notified by SEBB.
- Must update MetLife with Beneficiary Designations through their website or through their paper form submitted directly to them.
DENTAL Providers:
DeltaCare and Willamette Dental Group are managed-care plans.
- Employees must choose a primary dental provider within the network.
- These plans will not pay claims for providers outside of their network.
Uniform Dental Plan (UDP) is a preferred-provider plan.
- Employees may choose any dental provider and will usually have lower out-of-pocket costs if they see network providers.

Through SEBB there are also additional supplemental benefits offered if you would like to take advantage of them.
Medical Flexible Spending Account or Dependent Care Assistance Program
(administered by Navia Benefit Solutions)

IMPORTANT FSA or DCAP REMINDERS
- You must enroll every year that you want a Medical FSA or DCAP. Even if you were enrolled for 2020, you must enroll again if you want to continue for 2021.
- You can enroll in these benefits only during SEBB’s annual open enrollment, or if you have a special open enrollment during the year.
- Unlike most of your SEBB benefits, you sign up for a Medical FSA or DCAP on Navia’s website at sebb.naviabenefits.com — not in SEBB My Account.
Supplemental Life Insurance (administered through MetLife)
The SEBB Program provides basic life and accidental death and dismemberment (AD&D) insurance at no cot to SEBB benefit eligible employees.
You may choose to purchase additional Supplemental life and AD&D insurance through MetLife. Enroll online using MetLife's MyBenefits portal.
Supplemental Long-Term Disability Insurance (administered by The Standard)
**One time opportunity during Annual Open Enrollment to purchase supplemental (employee paid) LTD insurance. Enroll online using your SEBB MyAccount. The advantage of this one time opportunity for employees who have not already enrolled is there is no evidence of insurability required.
UMP High Deductible Plan subscribers ONLY - Health Savings Account
United Medical Plan subscribers who are enrolled in the UMP High Deductible plan may also enroll in a Health Savings Account managed by Health Equity.
SmartHealth Wellness Incentive
SmartHealth Wellness Incentive
This incentive is available fo all benefit eligible employees enrolled in a medical plan. If you waived coverage you may still complete SmartHealth Wellness tasks, but will not be eligible for the incentive.
Follow the steps below to qualify for the $125 wellness incentive that will be applied to your annual deductible (applied January 2021) unless you have a high-deductible plan in which your incentive will be a one-time deposit into the subscriber's HSA account in January 2021.
1. Visit SmartHealth.
2. Complete the SmartHealth Well-being Assessment.
3. Join and track activities to earn at least 2,000 points by:
- New SEBB medical subscribers with medical effective date in January - September 2020 = deadline is November 30, 2020.
- New SEBB medical subscribers with medical effective date in October - December 2020 = deadline is December 31, 2020.
SEBB Changes You Can Make Anytime
- Change your name and/or address by notifying your benefits administrator.
- Make changes to your tobacco use premium surcharge attestation.
- Apply for, cancel, change coverage amounts, and update beneficiary information for supplemental life and accidental death and dismemberment (AD&D) insurance.
- Remove dependents from coverage due to loss of eligibility (this is required) within 60 days of the qualifying life event. Must be done in SEBB My Account and proof of ineligibility must be provided.
- Enroll in or cancel supplemental long-term disability insurance in SEBB My Account or with the Long-Term Disability Enrollment/Change Form. **For the 2020 plan year you may enroll in this benefit without providing evidence of insurability. **Starting January 1, 2021, if you apply supplemental LTD coverage after 31 days of becoming eligible for SEBB benefits, you must provide evidence of insurability and The Standard Insurance Company must approve your request before your insurance becomes effective.
- Start, stop or change your contribution to your Health Savings Account (HSA) with the Employee Authorization for Payroll Deduction to Health Savings Account form or through SEBB My Account.
Benefit eligible employees pay no monthly premiums for dental, vision, basic life insurance, basic accidental death and dismemberment insurance, and basic LTD insurance benefits.
