Jefferson, along with James Madison, agreed with Adam Smith about the relationship of government and religion. He shared Smith's inclination for good institutional design over direct attempts to foster virtue in the citizenry. Underlying this preference and their view of the way to foster both economic development and virtue was their general trust in ordinary people's intelligence and goodness, which he also shared with Smith.
