Description of government
The government owns and makes all the decisions concerning the economy, holds all political power, and determines the distribution of goods and services.

A country that has this government is Cuba.
Types
"Socialism" is sometimes used interchangeably with "communism" but the two philosophies have some stark differences. Most notably, while communism is a political system, socialism is primarily an economic system that can exist in various forms under a wide range of political systems.

Description
command economy - production of goods and services is determined by a central government, which usually owns the means of production. Production does not necessarily reflect the consumer demand.
