Highlights from the August 12 & 13, 2019 Meetings

Opening Day for the 2019-20 School Year

All staff members participated in an Opening Day event today (Monday), and are preparing for the first day of school on Wednesday, August 21. The Board of Trustees welcomes new and returning students, parents, and staff, and we look forward to all of the exciting events and activities to come in the 2019-20 school year.

Interviews and Appointment of New Trustee

A Special Meeting was held on August 12 to fill the vacant trustee seat for the remainder of the term which expires in November 2020. The six applicants (Frank Gold, Tammy Kornfeld, George Landau, Karen Loebakka, Jill Seman, and Jennifer Silva) were interviewed by the board at the public meeting. The Board appointed Karen Loebbaka and expressed appreciation to all the applicants for their interest in serving the community.

Parcel Tax Citizens' Oversight Committee

Corbett Elsen, Chief Financial Officer, presented a Resolution to establish an Oversight Committee for the Measure J Parcel Tax, as well as the corresponding Bylaws and application. The Board adopted the Resolution and staff will proceed with the application process. Mr. Elsen reiterated that this is not a decision-making body, but will provide oversight to ensure the use of Parcel Tax funds aligns with stated purposes from Measure J ballot language. You may also pick up an application and other materials in the Business department of the District Office, 395 Doherty Drive, Larkspur, during business hours.

Financial Advisory Services with Keygent

Mr. Elsen proposed a contract with Keygent Advisors, LLC, to assist with debt obligations. This service will assist the District in refinancing existing bonds to realize estimated savings of $2 million for taxpayers. The District is not pursuing a new bond campaign. Mr. Elsen provided back-up materials, explained the process of interviewing firms, and answered trustee questions about why this firm was chosen over other firms. The board voted unanimously to approve the contract with Keygent.

Board Assignments, Self-Evaluations, and Goal Setting

Ms. Loebbaka replaces Trustee Owens, and therefore the Board had to re-assign duties. Cynthia Roenish is the new Clerk, and a list of assignments can be found on the District website. The Board may use a CSBA online tool for self-evaluation, and will work on defining District goals. The District Mission Statement and Vision have not been updated since 2009. The Board scheduled a governance workshop on September 3 to begin focusing on this work.
