Coronavirus Prevention and Response Measures
There has been a lot of attention in the news and on social media related to the 2019 Novel Coronavirus, or COVID-19, a new respiratory virus first identified in Wuhan, Hubei Province, China. This is an evolving situation, and HCPSS will follow the guidance of the Howard County Health Department who will continue to provide updated information and guidance to HCPSS leadership as it becomes available.
The school system has posted information on the website related to the Coronavirus.
Mostly, it is important that we are all doing everything that we can to keep our children and classrooms healthy. The Howard County Health Department officials have shared several recommendations to ensure that we are taking appropriate and effective actions to stay healthy and prevent the spread of all person-to-person viruses. These precautions also have been shared by the CDC, and include:
1. Washing your hands often with soap and water for at least 20 seconds. If soap and water are not available, use an alcohol-based hand sanitizer
2. Avoiding touching your eyes, nose, and mouth with unwashed hands
3. Avoiding close contact with people who are sick
4. Staying home when you are sick
5. Covering your cough or sneeze with a tissue, then throw the tissue in the trash
6. Cleaning and disinfecting frequently-touched objects and surfaces
If you have concerns regarding your child’s health, please contact the school nurse. Thank you for all of your efforts to help us maintain a safe and healthy school.
Kindergarten Registration
Registration for students entering Kindergarten in Fall 2020 starts on Monday, March 9th and runs through Friday, March 13th from 9:00 a.m.-2:00 p.m. at Lisbon Elementary. An evening registration will be held on Wednesday, March 11th from 4:00-6:00 p.m. Kindergarten is mandatory in Maryland, so if your child turns 5 by September 1, 2020, you must register your child for the 2020-21 school year. Parents or guardians are to register students at the school serving the address where the child’s parent or guardian resides. Information on neighborhood schools can be found through School Locator http://hcpss-gis.maps.arcgis.com/apps/webappviewer/index.html?id=06528401636a4a48b1ef681c66a61a07 on the school system web site or by calling the Public Information Office at 410-313-6682.
The following documents are needed for registration:
- Child’s evidence of birth
- An authorized record of immunizations
- Proof of residency in the form of a signed lease or deed and a current utility bill
- Photo ID of parent/guardian
- Proof of custody (if applicable)

Online Registration is now open to enroll new HCPSS K-12 students for the 2019-2020 and the 2020-2021 school year.
Note: Parents/guardians without access to a computer may complete the entire registration process at your child’s school.
Finalize Registration
After beginning the registration process online or upon completing the paper-based registration form, parents/guardians will need to contact the front office and schedule a registration appointment.
This final step confirms area residency, guardianship of the child and ensures that the registration process is completed correctly.
If you have a child currently attending an HCPSS PreK program, there is no need to re-register your student for Kindergarten.
HCPSS Budget Process
The BOE will now submit its budget requests to Howard County Executive Calvin Ball in early March. Dr. Ball is scheduled in April to submit his proposed budget to the County Council, which will then adopt the Howard County budget in May. Either the County Executive or the County Council may not fully fund the request made by the Board of Education.
If you would like to share your opinions about the HCPSS 2020-21 budget, such as maintaining class size, ongoing support for all academic and operational areas or continuing instructional programs at current levels, please contact the County Executive and the County Council.
Please consider testifying before the County Executive to share your opinions about the HCPSS budget. Registration opens February 27; details linked below. If you can’t attend the hearing, you can submit written testimony.
A reminder that the County does not fund specific programs (music, G/T, etc) so it’s important that any testimony relates to County’s overall funding of the Board of Education’s requested budget, not support for specific programs.
COUNTY EXECUTIVE: Save the date to come to the County Executive public hearing on the budget. March 12 at the George Howard Building 6 pm. Access online sign-ups available on February 27th, by clicking here.
COUNTY COUNCIL: The first public hearing on the operating budget will take place on April 22. More details on registration will be available soon.
Have You Moved???????
If you have it is very important you contact the front office as soon as possible. Otherwise, you may not receive the year-end report cards, testing results and/or summer notifications. It is crucial as soon as you encounter an address change that you inform the front office. If you move out of the county, it is possible that when it becomes apparent to the school system that you will incur tuition charges from the day you left. Students who start the year and move out of the school district but within the county, can be allowed to remain in the school unless there are behavior or attendance issues. If you move over the summer you must register with your new school. You may request an out of district placement that are approved on a case by case basis if there are extenuating circumstances.

Families of Fifth Graders
This past Friday, February 21st, a notification letter, CogAT score report, and a “GT Course Placement Review Form," was mailed to your home. If your child meets the eligibility scores or was recommended for one or more G/T content class placements, please return the permission slip by March 6th indicating whether you grant or withhold consent for your child’s participation. (Note that you need to circle the courses at the bottom for which you are granting permission.) Meeting the cutoff score does not necessarily indicate the best placement for your child, as other factors should be considered as well. You, as parents/guardians, may choose to opt-in or opt-out your child from any G/T course.
If the Placement Committee did not make a recommendation for a G/T placement for your child, yet you believe your child would be successful in the class, you may complete the “GT Course Placement Review Form” and return it to Mrs. O’Connor at Lisbon no later than March 6th. This form will allow you to place your child in one or more G/T courses that are different than the recommendations of the school-based placement committee.

Healthy Heroes Thursdays in March!
March is National Nutrition Month. To encourage healthy eating habits, we are asking students to eat a R A I N B O W of fruits and vegetables of their choice during their lunchtime. Beginning Thursday, March 5th, students are asked to pack in their lunch or select a fruit or vegetable from the school lunch menu that matches the color of the dates below. Students who choose to eat fruits or vegetables that match our rainbow color for the day will receive a Lisbon Roar Coupon. Suggestions for food choices are listed below.

Learning Together Program – Pre-school and Prekindergarten
The Bushy Park Regional Early Childhood Center (RECC) pre-school and prekindergarten programs are making preparations for classes for the 2020-2021 school year. These classes include children with and without disabilities. The program’s focus is helping all children develop communication, literacy, math, problem solving, motor, and social skills. Parents of children who will be 3 by September 1st or 4 by September 1st may obtain an application packet by contacting Ginny Price in the school office for an application package beginning (the last Monday in January).
All applications must be returned by (the last Friday in February). A limited number of openings are available for children without disabilities. Children are selected based upon screening information given on the application form, completion of the “Ages and Stages Questionnaires,” and observations of the child’s participation in a playgroup.

FATHER DAUGHTER DANCE
The PTA sponsored Father Daughter Dance is TONIGHT! Attendees will enjoy hors d’oeuvres, a family friendly DJ and dancing, professional photos, fun, and priceless memories. We will see you soon! The event runs from 6:30-8:30.
THE PTA NEEDS YOUR HELP!!!
· We are looking for a Walking Wednesday chairperson and committee members. Help the students stay healthy and active when the weather is nice! Chairperson duties include minor set up of supplies on weather-permitting Wednesdays during recess hours (from 11:00 am-2:00 pm) in the spring and fall, and coordinating committee members and/or volunteers to run the program in which students walk to earn foot charms. Committee members should be able to commit to helping out during one or more recess shifts. If interested, please contact Ellen Bockelman at meabbock@gmail.com.
· Casting Call! The Talent Show Committee is looking for interested Moms and Dads to join the team! Curtains are open and welcome to parents looking to get more involved and help provide stage time for our talented LES Lions! Committee member duties include assisting the committee chairpersons, as needed, with managing rehearsals and orchestrating the evening event. This event is always a crowd pleaser! · Nominating Committee members - Most of the PTA's Executive Board members' terms are ending in June. We are looking for three (3) volunteers to form a nominating committee to field a list of interested candidates for each of the open positions (which will include President, 1st Vice President, 2nd Vice President, Treasurer, Recording Secretary and Corresponding Secretary, and one of the two PTA Council Representatives). Nominating committee members are persons who are not interested in running for a PTA Board position themselves. At least one committee member should attend the May PTA meeting to present the candidates for elections, and preferably also either the March or April PTA meeting as well. This is a temporary committee whose duties will conclude with the elections at the May meeting.
