Important Due Dates
- Phase 1 - were due by June 30, 2020. The next submission is November 30, 2022.
- Phase 2 - due March 30, 2021 in the FRCPP.
- Phase 3 - due November 30, 2021 in the FRCPP.
To help organize your planning efforts, the PA Planning Team and IU contacts across the state, have developed suggested timelines for your reference. Feel free to use these to organize how your LEA will tackle the comprehensive planning process.
Special Education Plans:
- Phase 1 - May 1, 2022 (FRCPP)
- Phase 2 - were due by June 15, 2020 in the CP Web Application. The next submission is May 1, 2023 (system to be determined).
- Phase 3 - May 1, 2021 (system to be determined)
School Improvement Plans (CSI and A-TSI)
- Were due by June 30, 2020 (FRCPP)
Title I Schoolwide Plans for Non-designated Schools
- Extension granted by Federal Programs until October 5, 2020 (FRCPP).
Charter School Annual Report
- Were due by August 1, 2020 (CP Web Application)
Helpful Hints for Submission of Plans Within the FRCPP
For any issues with submitting plans, please:
Verify that the user only has 1 role assigned in MyPDESuite, Local User OR Local User Admin. Click here to find out how to access the FRCPP from MyPDESuite and how to assign roles within the portal.
In the FRCPP application, users who need to sign-off should have the following roles for the school: Viewer, Writer, Sign-off and Submitter.
The email addresses on the Profile page in the FRCPP application under the “Ready” section of the plan should be an exact match to the person's email address in MyPDESuite. If it is misspelled in any way or if something is capitalized that shouldn’t be, it will not allow for sign-off.
Have the user attempt to use Internet Explorer if experiencing issues or receiving error messages.
For Comprehensive Plans:

Only the Superintendent/CEO/Executive Director can submit the plan. Please be sure the assigned Superintendent/CEO/Executive Director is updated in EdNA. If not, they can send the update to Ra-edna-admin@pa.gov or calling 717-787-2644.
The Board minutes or affirmation statement need to be uploaded prior to the sign-off.
For Title I Schoolwide Plans (board approval not required):
All items listed above, plus:
In order to submit, the user will need at least LocalUser access to FRCPP at the District Level (Branch 0000).
The LocalUserAdmin will need to go to the Admin page in FRCPP and make sure the user (on the LEA level side) has access as Viewer, Writer, Sign-off, and Submitter.
The person submitting also needs to make sure they are listed on the Profile page of the plan. If the person submitting is not the Principal, they can then enter their name into the School Improvement Facilitator area.
For “Other State Required Reports:"

The “Coordinator” attempting to sign off in the plan must be listed as the “Single Point of Contact” in the Profile section of the plan.
FRCPP Features
From the top navigation bar, click "Outcome-based Reports". Click "Full Report" and a PDF version of your plan will populate. This is especially useful to share with others and post your plan for public review.

Single-entity Plans for Charters, Cyber-Charters, CTCs/AVTS
For additional information regarding Single-entity plans, please click here.
Charters, Cyber Charters, CTCs/AVTS are not required to complete a Gifted Education Plan. In order to be able to submit your comprehensive plan, all of the "other state-required reports" within the portal must have green checkmarks beside them. Here's how to get the green checkmark to appear for the Gifted Education Plan for these entities:
- Locate the section labeled, "Other Required Reports."
- Click on the "Gifted Education Plan Assurance (Chapter 16)" link.
- Scroll down to the grey box and click where it says, "Check if Charter/Cyber Charter School or Occupational CTC and gifted services are not provided."
- A green checkmark will now appear for that report.

PVAAS Updates
Access to PVAAS projections will be updated later this month. As part of these updates, student projections to Keystones, AP, PSAT, SAT, and ACT may be removed and replaced with new projections based on the addition of the most recent year (Winter 2019-20) Keystone assessment data. Current Custom Student Reports will also be removed.
If you would like to save student projection data from the 2018-19 reporting, you must print or export that data prior to August 18. A release date has not been announced, but we recommend you export data before this date to ensure you have saved it before updated projection reporting is released.
PVAAS users are reminded to follow all local data policies when exporting or printing confidential data. The district admin account holder for each LEA/district has access to export data and may also grant export access to school admins and district users as needed when appropriate.
The PVAAS online Help, accessible throughout the application, provides detailed information about each report in the system, including clear explanations of how the reports are generated and guidance for interpreting and using the data effectively.

Additional offerings will be added to this page as they are developed.
All virtual learning sessions are being held in a virtual meeting format. Participants will hear from PVAAS consultants and have an opportunity to reflect and share with other participants in our virtual platform.

PIMS data collections have a powerful impact on the ability of district and schools to use PVAAS reports. The discussion will also include strategies your LEA/district can use to improve the quality of that data. PVAAS Child Success Summary - Key Data You Have Now

The PVAAS Child Success Summary is expanding with additional data and updated PVAAS projections. Educators need student learning data to inform decision-making regarding student supports, scheduling, and risk levels now more than ever. Join this meeting to learn more about how the PVAAS Child Success Summary provides key data on students’ achievement histories and probabilities of reaching benchmarks on future state and college readiness assessments (PSSA, Keystone, AP, PSAT, SAT, and ACT).
