Dear School District of Jefferson Families,
Happy "Friday," SDoJ! This is one of those fun short weeks when a Thursday is your Friday. Enjoy your long weekend. Our staff will be busy with professional development and training tomorrow (9/30/22) and will be ready to see you back on Monday. NOTE: If you see law enforcement vehicles at the high school, that is because all of our staff members are participating in Run, Hide, Fight Notify training. Thank you to the Jefferson Police Department and the Jefferson County Sheriff's Department for leading this vital professional learning.
Thanks for reading, and have a great weekend.
School Custodian Appreciation Day
This Sunday, October 2, is School Custodian Appreciation Day, which recognizes the hard work it takes to keep our public facilities in tip-top shape and the people who diligently work to ensure we have schools and workplaces that are spotless and sanitary.
Custodians are our first line of defense in the war on germs, and often, it's a thankless task. We want to show our appreciation to the custodians who clean our district facilities. They are rock stars!
Wisconsin School Board Week
October 2-8, 2022, is Wisconsin School Board Week!
This special week is a time to build awareness and understanding of the vital function an elected board of education plays in our communities. We, along with many other public school districts across the state, celebrate Wisconsin School Board Week and honor our school board members for their commitment to our communities and students.

Nominate an Educator for a Kohl Teacher Fellowship
The Kohl Teacher Fellowship program recognizes and supports teaching excellence and innovation in the state of Wisconsin, USA. Its goal is to support Wisconsin teachers in the pursuit of their unrealized goals for their classrooms or professional development. The 100 Herb Kohl Fellowship recipients and the 100 Wisconsin schools of those teachers will each receive a $6,000 grant. Nominations for the Herb Kohl Fellowship will only be accepted using the website's online nomination form. Nominations for 2023 Fellowships must be submitted by October 4, 2022.
Public school recipients of Herb Kohl teacher Fellowships automatically become candidates for the Wisconsin Teacher of the Year (TOY) program. A state selection committee selects five Teachers of the Year using the pool of Kohl Fellowship recipient applications.
State Assessment Data
The results from state tests administered in spring 2022 have been released. Statewide assessment results provide valuable data and can be used to modify improvement plans, deploy resources, and establish professional development planning. These large-scale assessments are only one measure of student achievement. To gauge student learning, they should be used with multiple criteria, such as interim and formative assessment data, classroom observations, and student grades. Parents and community members can assess Wisconsin data via WISEdash Public.

SDoJ Health Protocols
On August 11, the Centers for Disease Control (CDC) released their operational guidance for the 2022-2023 school year. The CDC suggests monitoring COVID-19 community levels and layered prevention strategies such as staying up to date on vaccinations, staying home when sick, quality ventilation, hand hygiene/respiratory etiquette, and facility cleaning. The School District of Jefferson's Health Protocol document aligns with the CDC guidance. As it turns out, COVID-19 is not the only infectious disease we need to monitor.
Over the summer, contractors and SDoJ maintenance crews cleaned ductwork and uni-vents in SDoJ buildings. This critical maintenance will improve air quality in all buildings. While masks are not required in schools, any individual who wishes to continue to mask, including those who face a higher risk from COVID-19, should be supported in that choice. Please contact our Health Services personnel if you have specific questions regarding your child.
2022 Referendum
The School District of Jefferson’s Board of Education authorized two facilities referendum questions at its meeting on Monday, August 8, 2022.
Acting upon the recommendation of its citizen-based Facility Advisory Committee, the Board of Education authorized a $34.0 million capital renovation and improvement plan. If approved by voters, the district-wide plan will focus on upgrading aging building systems, improving safety and security, and enhancing students’ learning environments. As an example of these enhancements, the referendum proposes to renovate and expand the agriculture and technical education wing at Jefferson High School to create more practical, hands-on learning opportunities.
“We look forward to talking to our community about our most significant needs,” said District Administrator Charlie Urness. “Our district has a lot of great assets, including one of the most charming elementary schools I’ve seen. The fact is, these buildings take a lot to maintain. Our facility maintenance needs far exceed what we’re capable of funding through our day-to-day operating budget.”
The second referendum question authorized by the Board of Education is $8 million for athletics site improvements and athletics facilities. Away from home, the Jefferson girl's softball team competes at the highest level. At home though, the team must practice and compete on a non-district-owned municipal field.
“The Board had a long discussion about whether to add a second question to the ballot,” said Board President Terri Wenkman. “At the end of the day, we added Question 2 to improve equity within our athletics program and improve our outdoor facilities. Adding Question 2 allows the community to make a choice.”
For more information about the two referendum questions please visit the district website or contact District Administrator Charlie Urness at 920-675-1000 or email referendum-2022@sdoj.org. Additional information will be provided to residents as the November 8 General Election draws near.

The Jefferson School District is reaching out to all District residents, including parents and staff, in the next few weeks to gather input regarding educational facility needs with a community-wide survey. We have hired School Perceptions, an independent educational research firm, to conduct the survey and ensure all responses are kept confidential. We are asking that all parents and staff respond to a survey that will be emailed out in the coming weeks from School Perceptions along with being mailed to all school district residents.
To ensure data integrity, each survey invitation/link code can only be used once. As such, you must access the survey through your email invitation, not a forwarded email or link. The survey access number will not identify you; it simply links you to the District's survey. However, the software is able to track survey completion via the link code and encourage participation of non-respondents. School Perceptions’ privacy policy guarantees your email address will not be used/shared for any purpose other than the contracted survey.
The survey will be open through May 18 at 5:00 PM. If you do not receive an email invitation to complete the survey please check your “spam/junk” folder and then contact me for assistance.

Vape Sensor Devices Installed at JMS & JHS
Vaping is increasingly becoming a health and discipline issue in schools across the state and country. Accordingly, SDoJ wants to be proactive and help educate students about the dangers of vaping and prevent the use of e-cigarettes among students as much as possible.
The negative health impacts of vaping are well documented. E-cigarettes can contain nicotine, heavy metals, and other cancer-causing chemicals. Some devices can deliver THC/marijuana. Vaping can cause harm to the development of the adolescent brain and damage the lungs.
The district purchased and is installing Halo Smart Sensors in our middle and high school restrooms and locker rooms. These devices can detect carbon monoxide levels, gas leaks, chemicals from vape pens and cigarettes and even send out an alert if it detects certain sounds or phrases.
Parents should do their research and serve as a resource for kids about the impacts and consequences of vaping. Today, many devices are hiding in plain sight and look like USB flash drives, pens, and other everyday items. For more tips on talking to your kids about vaping, visit talksooner.org.

Natural Gas Smell at JMS
Many of you are aware there was an isolated natural gas leak at JMS this week. Thursday morning, individuals at the middle school noticed a natural gas smell. Following our district crisis plan, administrators quickly and safely moved all students and staff from JMS to the JHS auditorium so professionals could evaluate the situation. The Jefferson Fire Department and We Energies located the source of the issue, took appropriate action, and later deemed it safe for students and staff to reenter the building and resume the school day. Professionals from EMC (Environmental Management Consulting) also came in to test the air quality. All test results were in safe and acceptable ranges.
We want to thank everyone involved in helping with this incident for their quick response and calm, along with the patience and understanding of our families.

JHS will continue using increased mitigation measures for high transmission through January 24. On the 24th, the high school number will be re-assessed to determine whether they will come down to Substantial or remain in High for an additional 14 days.

Dear School District of Jefferson Families,
Thank you for reading our weekly update. Here are a few areas of focus for the future.
Schedule For Next Week
This is a reminder that school will only be in session Tuesday, Wednesday, and Thursday next week. Staff Development will take place on January 17 and January 21, and there will be no school for students on those days. The high school has sent information with exam week schedule to families previously.
COVID Updates
The number of confirmed positive COVID-19 cases reported to us over the last 7-days has put the high school in the HIGH range of transmission.
As a result, we require a mask for everyone in the building. This includes all events in the building during AND after school hours. JHS will continue using increased mitigation measures for high transmission through January 24.
SDOJ COVID Dashboard to review the number of positive confirmed cases reported at each school over the previous 7-day period for a better understanding of the transmission rate at your child's school.
This updated flowchart details steps our students and staff should take for symptoms of illness, close-contact exposures, and positive COVID-19 cases. We want to continue to promote behaviors that prevent the spread of the novel coronavirus and other infectious diseases: hand hygiene, respiratory etiquette (including masks), physical distancing, staying home when sick, and vaccinations.
With the transmission rates we are continuing to see as a result of the Omicron variant, it is recommended that community members upgrade their mask to a high filtration mask or respirator for optimal protection. Jefferson County Health Department has put together information regarding the different types of masks and which offer the best protection. Click the button below to view their infographic.

January 7, 2022
Dear School District of Jefferson Families,
Happy New Year! There have been some significant changes made recently we want to thank you for reading our weekly update carefully. Here are a few areas of focus for this week.
New CDC Recommendations/ SDOJ COVID Policy Update:
This updated flowchart details steps our students and staff should take for symptoms of illness, close-contact exposures, and positive Covid-19 cases. We want to clarify these measures for exposure only apply to close-contact exposures (defined on page 2 of the new document).
- SDOJ will no longer be sending out notifications of possible exposures to families when a school is experiencing Low to Moderate transmission levels as quarantine is not required in those instances. The state, community, and schools are experiencing widespread transmission of COVID-19 at this time, and if your child is attending school, you should assume they could be exposed. Please visit the SDOJ COVID Dashboard to review the number of positive confirmed cases reported at each school over the previous 7-day period for a better understanding of the transmission rate at your child's school.
- When the school is experiencing substantial or high transmission levels, the district will do contact tracing to identify close contacts in school, and those students will be required to quarantine per the flowchart. *Household exposures are required to quarantine regardless of school transmission levels.
We want to continue to promote behaviors that prevent the spread of the novel coronavirus and other infectious diseases: hand hygiene, respiratory etiquette (including masks), physical distancing, staying home when sick, and vaccinations.
COVID-19 Testing Updates & Reminder
Free PCR testing is available every regular school day from 8:30 a.m. to 1:45 p.m. Registration and scheduling links are on the website.

Reminder: Students should be symptom-free for 24 hours before returning to school regardless of negative test results.

Dear School District of Jefferson Families,
Thank you for reading our weekly update. Here are a few areas of focus for today, this weekend, and next week.
- COVID-19
By now, we are sure you have heard or read the news about the omicron variant. We know we will have to deal with COVID-19 for the foreseeable future in our schools. So, as we enter the winter season, we want to continue to promote behaviors that prevent the spread of the novel coronavirus and other infectious diseases: hand hygiene, respiratory etiquette (including masks), physical distancing, staying home with sick, and vaccinations. Visit the COVID-19 Dashboard (button below) to review the number of positive confirmed cases reported at each school over the previous 7-day period.

- Head Start: Federal Masking/Vaccination Rules
The Administration for Children and Families published an Interim Final Rule (IFC) on November 30 that adds provisions to the Head Start Program Performance Standards to mitigate the spread of the COVID-19 in Head Start programs. This IFC requires universal masking for all individuals two years of age and older, with some noted exceptions, and all Head Start staff, contractors whose activities involve contact with or providing direct services to children and families, and volunteers working in classrooms or directly with children to be vaccinated for COVID-19 by January 31, 2022. The School District of Jefferson coordinates with Head Start to provide services for eligible families at West Elementary School.

Dear School District of Jefferson Families,
Thank you for reading this weekly update. Here are some areas of focus for today and next week.
COVID-19 update: East Elementary School entered the substantial range this week based on the metrics defined in the SDoJ thresholds document. East will continue to follow the substantial protocols until November 30, 2021.
You can visit the district’s COVID-19 Dashboard page to review the number of positive confirmed cases reported at each school over the previous 7-day period. There is no stigma associated with wearing a face covering at school. We recommend frequent hand washing, checking for symptoms each morning, staying home when ill, and wearing masks. All of these mitigation measures together can keep our COVID-19 numbers low and prevent the spread of other infectious diseases such as the common cold and influenza.

Dear School District of Jefferson Families,
Thank you for reading this regularly scheduled update. Here are five points of focus for your information.
You can visit the district’s COVID-19 Dashboard page to review the number of positive confirmed cases reported at each school over the last 7-day period. We have included a breakdown by day of each school’s total number of reported cases. We will continue to update this information on a daily basis and inform parents and students if a building passes 2.0% or 3.0%—because each number triggers different mitigation measures on the SDoJ’s Thresholds document.
The JCHD is holding a FREE childhood immunization and flu shot clinic at West Elementary on Wednesday, November 3 from 3:30 to 6:30 PM. The COVID-19 vaccine is not part of this clinic; however, that option should be available for 5 - 11-year-olds soon. It is pending final FDA approval. Stay tuned for more information.
From Athletic Director Mr. Gee: The Jefferson Eagles host the Lions of New Berlin Eisenhower on Friday, October 29. The kick-off is 7:00 PM. Please note that this is a WIAA playoff game. The WIAA does not allow conference passes or free entry for students. All persons ages six and over will need to pay the $6 admission fee. It would be greatly appreciated if you would have exactly $6 when entering to keep the line moving and to avoid having to make change. For those who are unable to attend, the game will be broadcast on 106.5 FM and be available via Livestream (https://justagamelive.com/clients/jefferson-high-school).
The School District of Jefferson’s Facility Advisory Committee’s second building meeting took place on Wednesday, October 27, at Sullivan Elementary School. You can keep updated on the FAC's progress on our webpage. The discussion focused on three main topic areas:
Modern Learning Environments: What are they, and why are they important to how students learn and teachers teach today and into the future?
School Finance: How are school districts funded? What is the School District of Jefferson’s current financial picture? How would a potential referendum impact the district’s finances?
Educational Adequacy Assessment: Eppstein Uhen Architects shared findings on educational space deficiencies after hosting staff meetings at each of the District’s five schools, along with observations at each building during the school day.
The Jefferson High School National Honor Society inducted 27 new members on October 27, 2021. Thank you to Ms. Steib and Mr. Fast for their excellent work as co-advisors and thank you to Dr. Rollefson for serving as a guest speaker at the event.

Dear School District of Jefferson Families,
On October 12, 2021, the Jefferson County Health Department emailed a letter to the School District of Jefferson’s School Board advising universal face masks for everyone in the School District of Jefferson. We feel it is important to pass this information on to parents so that you are aware of their actions and advice.
On October 5, 2021, our Board of Education passed thresholds and metrics for contact tracing and mask-wearing recommendations or requirements. You can visit the district’s COVID-19 Dashboard page to review all of our procedures and expectations and the number of positive confirmed cases reported at each school over the past week. I am happy to report that the number of cases at the middle school was lower this week; however, we still need to be proactive to prevent a large outbreak.
We realize the “possible exposure letters” we send after a student or staff member is confirmed to have COVID-19 may cause confusion for parents. First, they are reactionary because we have to wait for a confirmed positive. Second, they lack detail because of HIPPA and FERPA restrictions. That being said, we have an obligation to inform parents because we are still in the pandemic stage of COVID-19. We all should check for symptoms each and every day and stay home when feeling ill.
The SDoJ calendar page is a great reference for all district events. Check it out to view all of the many activities going on in the SDoJ. Tonight is the last home football game of the regular season.
And finally, the next meeting of the Board of Education is Monday, October 25, 2021, at 7:00 p.m. in the high school library. This meeting will also be live streamed through our website. All meeting agendas are available through BoardDocs, also on the district website.
Have a great weekend and Go Eagles!

Dear School District of Jefferson Families,
At the special School Board meeting on October 5, 2021, the Board of Education approved metrics/thresholds for the implementation of two situational mitigation measures—mask requirements and stricter contact tracing. You can read the full SDoJ Mitigation Measures Thresholds document by clicking on the link. In sum, if a building reaches a level where 3% or more of its student and staff population tests positive for COVID-19 over a seven-day period (confirmed cases from Friday 12:00 p.m. to Friday 11:59 a.m.) the district will require masks of everyone in that building as a mitigation measure to prevent further spread.
You can visit the district’s COVID-19 Dashboard to review the number of positive cases at each school. Right now, the middle school is experiencing a spike in confirmed positive cases. Accordingly, we highly recommend masks for students and staff next week at JMS to be proactive. If we reach the 3% mark, we will require masks.
A vital step we all can take every morning is monitoring for COVID-19 symptoms and staying home when feeling ill. You can access a flowchart that describes this process by clicking here. We have experienced situations where students complain that they are not feeling well shortly after the start of the day. Parents then have to drive to school to pick them up—as early as 8:00 a.m. sometimes. We know how hectic mornings can be; however, we ask that you complete the daily symptom checks for everyone’s well-being.
In April 2021, the SDoJ Board of Education formed an Ad-Hoc Facility Advisory Committee (FAC) that is charged with seeking solutions to our District's facility and site needs over the next 10 years. This past Wednesday, October 6, marked the first of 12 meetings the FAC will have through June 2022. Here is some general information about the FAC and how to learn more information about their work. (a) The FAC is made up of 20 community members including parents, non-parents, business owners, and civic leaders. (b) They will learn about current facility maintenance needs, explore options/solutions on potential improvements to our schools, and provide a facility recommendation to the Board of Education for consideration. Look for regular updates on the FAC's progress on our webpage. We will continue to update our staff and community as we navigate facility planning.
The SDoJ calendar page is a great reference for all district events. Check it out to view all of the many activities going on in the SDoJ.
And finally, the next meeting of the Board of Education is Monday, October 11, 2021, at 7:00 p.m. in the high school library. You can access Board agendas here.
Have a great weekend and Go Eagles!

Dear School District of Jefferson Families,
Each Friday, we plan to send a “Friday Focus” to provide School District of Jefferson (SDoJ) information. Here are some things to be aware of today and throughout the next week.
We recently created a COVID-19 Dashboard to track our student and staff COVID positive numbers from week to week. We will update this information each Friday with our data as of noon that day. Click here to view our current data.
We appreciate everything students, staff members, and parents are doing to prevent the transmission of COVID-19 in the community and at school. Our hope is that we can keep numbers low and provide safe and effective in-person learning throughout the entire school year. Currently, masks/face coverings are optional in the SDoJ; however, we strongly encourage masks/face coverings for people who cannot receive the COVID-19 vaccine. Additionally, we recommend the vaccine for everyone who is old enough and medically eligible. A vital step everyone can take every morning is monitoring for COVID-19 symptoms and staying home when feeling ill. You can access a flowchart that describes this process by clicking here.
What about COVID-19 rates in our county and the surrounding area? Click here for the Wisconsin Department of Health Service’s website. You can view COVID-19 transmission levels by county, city, school district, or zip code on that resource.
The School District of Jefferson School Board will hold a special meeting in the high school library on October 5, 2021, at 5:30 p.m. You can access the agenda 3 days prior to the meeting through BoardDocs. More information about our Board meetings can be found on our district website.
The SDoJ calendar page is a great reference for all important district events. Check it out to view all of the many activities going on in the SDoJ.
And finally, October 3 - 9, 2021, is Wisconsin School Board Appreciation Week. Please join me in thanking a SDoJ School Board member for their service. Our group of dedicated individuals spends countless hours to ensure we have high-quality education in the SDoJ.
Have a great weekend and Go Eagles!
