What is a mountain barrier?
A mountain barrier is the process In which cold, moist air forms up a mountain, then warm, dry air goes down the other side.

This example shows how in a mountain barrier, air rises up the mountain, creating a dew point on the side of a mountain. This blocks any wind from going to the leeward side of the mountain.
