What is in a Name?
From English Learners to Emergent Bilinguals
Due to the passage of Prop 58, the California Department of Education has developed and approved new policy known as the California English Learner Roadmap replacing proposition 227 language. Within this policy, the term Emergent Bilingual will replace the term English Learner. The Mission of the California English Learner Roadmap is “to affirm, welcome and respond to a diverse range of English Learner strength, needs and identities.” This mission is inclusive of the following four principles:
· Principle 1: Assets-oriented and needs responsive schools
· Principle 2: Intellectual quality of instruction and meaningful access
· Principle 3: System conditions that supports effectiveness
· Principle 4: Alignment and articulation within and across systems
Title III Annual Parent Notification Letter
Each year, LEAs, aka Districts, are required to assess your child and notify you of your child’s proficiency level in English. We must also describe available language acquisition program options from which you may choose the one that best suits your child. This letter also contains the criteria for a student to exit the English learner program. Furthermore, California Education Code 313.2 requires local educational agencies to annually notify parents if their child is identified as a Long Term English Learner (LTEL) or At Risk of Becoming a Long Term English Learner (ARLTEL). (20 United States Code [U.S.C] Section 6312[e][3][A][i],[vi])
If your child is an English Learner, please be on the lookout for a letter outlining your child’s English Learner status and their progress towards reclassification. For questions about the parent letter, please contact the English Learner department at (951) 571-7500, ext. 17219 or 17342.

Hello families! My name is Jason Ramirez, and I am the Executive Director of the Moreno Valley USD Special Education Local Plan Area (SELPA). I joined the MVUSD family last year, and It has been a pleasure to serve alongside so many dedicated students, families, and professionals, all working together to help our MVUSD students ‘focus forward’ with Excellence on Purpose!
Please accept our invitation to get involved and join our Special Education Community Advisory Committee (CAC). The CAC is open to all who have an interest in special education. The purpose is to provide education and support to parents, encourage community awareness of children with special needs, improve communication between parents, district administrators and the Board of Education, and to enhance the quality of special education in the MVUSD SELPA. It provides participants opportunities to share ideas, raise questions and express concerns, network with other parents, community members, and SELPA Staff, specifically regarding special education services and supports within the District. Please consider joining us for one of the meetings listed in this publication or contact the District office for further information. Our first meeting is September 30, 2020 at 6:00 p.m. via Zoom and the link will be posted on the District website; we hope to see you there!

ABOUT THE AFRICAN-AMERICAN ADVISORY COUNCIL (AAAC) DISTRICT ADVISORY
The African-American Advisory Council (AAAC) is a collaborative effort among key stakeholders and is committed to creating “safe learning environments that meet the cultural, academic and socio-emotional needs of all students.” The AAAC brings stakeholders of the village together to establish strong partnerships to implement strategies that more effectively engage and support the unique social, educational, emotional, and cultural needs of African-American students.
The purpose of the AAAC is to involve and engage parents, families, students, educators and community members in the decision-making process at the local, district and regional level to improve the quality of education for African-American students by raising the level of awareness in our community about cultural learning differences, and promoting an understanding among parents, educators and others about culturally sensitive issues relating to the education of African-American students.
AAAC is committed to ensuring that all students achieve “Excellence on Purpose.”
