Budget and Financial Updates: Draft Fiscal Year 2023 Budget and Financial Projection 1
At the Board's February 8, 2022 meeting, Mr. Kevin Mizikar, Town Manager, provided a presentation on the Fiscal Year 2023 preliminary budget. He noted that increases in State Aid, Excise Tax revenue has also increased and the utility revenues are evolving. Mr. Mizikar noted the alignment of the budget with the Board of Selectmen Goals. He highlighted part so the budget aligning with goals of the Board related infrastructure, quality of life, economic growth, and effective government. At the Board's February 22, 2022 meeting, Mr. Mizikar noted that there were no significant changes from his February 8, 2022 presentation, but wanted to let the Board and residents know that the Town has a digital budget book this year. The digital budget book can be found HERE and the print copy can be found HERE. It provides a more interactive experience while viewing the budget and allows for more transparency with the public as well. This modality will increase accessibility to the budget as well. The Budget Hearings this year will take place March 24, 2022 and March 26, 2022.

2022 Annual Town Meeting
Annual Town Meeting will be held, Saturday, May 21, 2022 at 8:30 AM at Oak Middle School. Please see the various action dates HERE.
The Board is still in the process of reviewing the draft warrant.
Housing Choice Designation Application
Ms. Kristen Las, Assistant Town Manager of Community Development and Human Services, summarized the Housing Choice Designation Program and Application, noting that if a municipality meets the criteria for this program they get extra perks on state revolving fund loans and different grant programs. The Town did not meet the criteria in the past, but this year we do meet the criteria. Ms. Las noted that the Planning and Economic Development Department reviewed this criteria in the past as well.

DEI Process Update
Mr. Samia summarized the process after the Diversity, Equity, and Inclusion Task Force presented their final report to the Board back in October 2021. He summarized the search process thus far and the purpose of the consultants in this process. He noted the two consultants that responded, Tangible Development and VISIONS Inc. The Board members discussed their preferences and agreed that VISIONS Inc was the best fit for the Town and noted their extensive experience. The Board thanked both groups for their time and noted they were both excellent candidates.

Coronavirus (COVID-19) Information
Effective Friday, February 18, 2022, the Town no longer requires face coverings to be worn inside of Town Hall. The Town of Shrewsbury will adhere to the Massachusetts Department of Health’s (MDPH) ongoing Mask Advisory that encourages (but does not require) all residents, regardless of vaccination status, to wear a mask or face covering in an indoor setting outside of their home.
