The Inner Party only cared about gaining and maintaining power. Big Brother manipulated the minds of the people, to make them believe Big Brother cared about the people when they didn't; Winston knew this throughout the whole book, until he was brainwashed at the end. The Party killed people and watched people 24/7 to see if they thought different of Big Brother. Since the people both loved and feared Big Brother, the Party gained more power than ever.
