President's Message
Recent studies have focused on the disparities of out of school suspensions among students of color. In a study conducted by the Brown Center Report on American Education (March 2017) campus types were identified where suspensions rates for black students were more prevalent. Among high-suspension-rate schools, those with black suspension rates five percent or higher, three school characteristics stood out as associated with higher rates:
- Middle schools (as opposed to elementary or K-8 schools)
- Large schools (especially if enrollment exceeds 1,300 students)
- Schools with a higher percentage of African-American enrollment
So how does one balance quality instruction with school safety? The study revealed that discipline reform should not be limited to the impact on students who are at risk of being suspended but also assess the impact of school safety and the quality of the instructional environment. Solutions involve a change in school culture where restorative practices, understanding social justice to include student voice and implementing systemic interventions are alternatives to suspensions. Such practices encourage inclusiveness, relationship-building among campus staff and students as well as promote problem-solving situations for students. These practices can change a campus’s academic and social culture. We know that a sense of belonging and pride in school are related to academic performance and dropout rates. The more involvement in school and positive peer groups the less likely students are to engage in risky behavior (Porter, 2007).
