Our Path Note Topic
A PA school district budget is a little more complicated, though. The process includes building-level budget development from the level of the classroom, grade levels and departments to the district's divisions as Curriculum & Instruction, Business Office, Transportation, Custodial/Maintenance, Technology and Special Ed. The Food Service is included, but has funded itself independently in WASD for some time. . This is the part of the process that districts should align the budget with the district’s strategic plan and vision.
During this time, the District budget goes through the school board's Budget Committee. At that time, the business manager, superintendent and assistant superintendent work with the board to balance the budget over the course of the current school year.
Expenses are scruntinized, tax increases are discussed and a review of the funding from the state is contemplated. In PA, it is a very difficult process for schools and school boards, because schools are in a guessing game to what funding from the state they may receive. The reason is that the State of PA budget is not usually completed before the school district budgets are required to be submitted. Therefore, it is difficult for districts to know what state subsidies will be provided.
Typically, expenses outgrow revenue. In that case, school boards must take action by using money from the district's fund balance (sort of a leftover money savings account), cut expenses and/or raise taxes. Pennsylvania Code provides that school boards must pass a balanced budget.
Once the board passes a Preliminary Final Budget, the budget must be avaiable for public review for 30 days. At that point, the school board can pass the Final Budget. The final budget must be passed no later than June 30th. Usually, schools like to pass the budget prior to that date in order for business offices to submit the official budget on time.
Districts can make some changes to the budget between the preliminary and the final budget as long as the final budget is approved by June 30th.
On July 1, the new budget goes in to effect and into action, and the process begins again.

Piece of the Puzzle
This Week's Piece of the Puzzle is Chris Ritter. Chris is the high school band director and music teacher. Lights, camera, action...and sound? Mr. Ritter saved the day at Summitview's recent concert. Chris answered the call to run over to the middle school, after hours, to help fix the sound system. Chris has always been a great team player and does whatever he can to help our students and our district.

The board of school directors may, during any fiscal year, make additional appropriations or increase existing appropriations to meet emergencies, such as epidemics, floods, fires, or other catastrophies, or to provide for the payment for rental under leases or contracts to lease from the State Public School Building Authority or any municipality authority entered into subsequent to the date of the adoption of the budget. The funds therefor shall be provided from unexpended balances in existing appropriations, from unappropriated revenue, if any, or from temporary loans. Our WellSpan Clinic (Soon Reopening)
Located at the high school in the new Early Learning Center, the WellSpan Walk-In Clinic.
Hours : Clinic is now open every Monday and Friday from 7:00 to 9:00 AM. A nurse practitioner will be present on those days and this schedule will run until school ends
