Alabama High School Athletics Association Bylaw Of The Week
AHSAA BYLAW OF THE WEEK GRADES 7-12
Scenario: Jim and his family live in the city limits of Montgomery, and Jim is zoned to attend Park Crossing High School. However, Jim has always attended Saint James HS and participated in athletics and is now a sophomore playing baseball. Unfortunately, in early October 2018 one of Jim’s parents became ill and will be retiring in December. Because of the loss of income, Jim’s family will no longer be able to pay the tuition at Saint James HS, so Jim will have to enroll in Park Crossing at the beginning of the second semester. Question: In accordance with AHSAA bylaws, will Jim be able to play baseball at Park Crossing this season?
Rule 1, Section 12. Transfer Rule:
A student that enrolls in one school and later transfers to, or enrolls in, another school shall not be eligible immediately to represent the latter school in any athletic contest.
Exception 4: Home Rule: If a student attends a member school that does not serve the area where the student’s parents reside, the student may return to his/her home school and be eligible following the last day of the school year or first day of school if all other requirements are met. If the change of schools is made after the school year has started, the student will not be eligible until the beginning of the next school year. (This does not change the existing rule concerning transfers within overlapping school zones in which both schools serve the area where the student’s parents reside.)
Overlapping School Zones: A student whose parents reside in an area served by more than one school lives in the school zone of each school, thus in overlapping school zones. A student who changes schools within these overlapping school zones is ineligible for one year at the new school.
Note: A student that transfers from a school within these overlapping school zones remains ineligible for one year at any of the other schools within these overlapping school zones:
Interpretation: Although Jim’s family resides in Park Crossing’s attendance zone, because both schools are within the city limits of Montgomery, the schools are “overlapping”; therefore, Jim is ineligible to participate in athletics at Park Crossing High School for a period of one year from the date of enrollment.
Penalty: If Park Crossing allows Jim to participate in baseball for the 2019 season, all games in which Jim participated in would have to be forfeited because he participated as an ineligible athlete. In addition, the school would be assessed a monetary fine and placed on probation for a period of one year. Furthermore, once Jim becomes an eligible athlete, he would be required to serve restitution for the games in which he participated as an ineligible athlete.
Proactive Measures: The principal of the receiving school is ultimately responsible for evaluating all transfers and new enrollees. Each case is unique and must be thoroughly investigated to ensure the school remains compliant to AHSAA transfer rules. To be proactive, the principal and athletic director should assume all transfers are ineligible to compete immediately. Thereafter, they should analyze the exceptions under the transfer rule to determine if the student is eligible to compete. If the school has questions, the principal or athletic director may contact the AHSAA for an interpretation.

STUDENT EXAMS AND EXAM EXEMPTIONS
Athens Middle School - Examinations
1. Fall Semester Exams will be required by all students in all subject areas.
2. Any student may be permitted to exempt Spring Semester examinations based on the following criteria which is calculated from Jan. - May:
- Students’ receiving an in-school suspension assignment voids all exemptions.
- Students who have the following cumulative grade at the end of the 4th 9 weeks grading period may be exempt for that class; 92 with no more than three (3) excused absences; 85 with no more than two (2) excused absences; 80 with no more than one (1) excused absences.
3. Students who receive an unexcused tardy three times (3) to any class will void exemption for that class.
4. An unexcused absence to any class voids examination exemption for that class.
