HB 581 UPDATE AS OF 6:30 AM THIS MORNING
House Bill 581 contains a provision which permits open enrollment for charter schools. This means that a charter school can enroll nonresident students from anywhere in the state. It also means that they may enroll students virtually from any district in the state. Thus, while the bill would prevent "brick and mortar" charter schools from opening in locations other than St. Louis County, the fact that a charter school could enroll a student from any district via virtual instruction means that every single district is still impacted by the bill. As we have discussed in the past, virtual charter school open enrollment will likely increase the call to the formula by tens of millions of dollars, money the state does not currently have. Failure to provide the funding for this additional cost would result in reduced revenue for school districts in the state.
Further, this seems to be a ploy to simply move the bill out of the House where it has met significant resistance. Once the bill is out of the House, it can then be "loaded back up" in the Senate.
