I think the title means it can't stay fall forever.

Its talking about how the fall is going away and it is going from gold to green and all of the plants are changing.

I think the poet is sad that fall is going away so quickly.

The poet has a sad tone and you can tell because he uses words like grief and nothing can stay.

The shift happens in the 4th line but only so an hour and it is a shift from not much emotion to the tone being some what sad.

My idea about the title is still the same which is that the title means fall can't stay forever.
