Changes to OMB Circulars

On December 26th, new “Uniform Grants Guidance” from the Office of Management and Budget (OMB) will replace the various OMB circulars that currently govern TEA grants. This change is being made in an effort to increase efficiency of federal grant administration at all levels, strengthen state and federal oversight, and to bring consistency to federal grant rules.

This new guidance will apply to all grants issued on or after December 26th. Grants issued prior to that date will continue to be governed by the OMB Circulars that were in effect when the grant was issued.

TEA will be providing messages and updates via the Grants Administration and Federal Program Compliance listserv.

Changes to TEA Email Address System

Last month, the Texas Education Agency (TEA) officially launched a revised version of our agency website. This launch brought with it a new and shorter website URL:

As part of the next phase in this transition, the agency will be moving to utilize that shorter URL within every agency email address.

Beginning Monday, Dec. 15, TEA email addresses will transition from the current format of to the shorter

Please note that any email you receive from TEA staff will begin coming from “” on that date. While both the old email format and new email format will still work in communicating with TEA staff, we strongly encourage changing to the new and shorter format as soon as possible.

In addition, please alert your IT department of this transition to allow the new domain of “” through any spam filters you may have.

Highly Qualified Interventions

In the event a campus in your district did not meet the Highly Qualified requirements and are required to complete an intervention document, the deadline is December 15th for having the document completed. Please note that these are not to be submitted to TEA but must be readily available to submit in the event TEA ask for them. Documents can be found here. Should you need assistance or have questions, please let us know.

Title I Comparability Reporting

If you are one of the lucky districts that must complete the Comparability of Services Computation Form and submit to TEA, that deadline is coming up on January 16th. Should you be exempt from having to submit this document, an exemption form must be completed and submitted to TEA. If you are exempt, I have completed and sent this form in for you. Should you have questions or need assistance, I will be glad to help out.

NCLB Documents, Tools, and Online Courses

Through a grant from TEA, Region 10 ESC is providing a variety of NCLB documents, tools, and online courses that pertain to the programs and requirements that we are responsible for on a daily basis. I am attaching a flyer from Region 10 that outlines the various documents, tools, and online courses. The courses are not available yet but will be in the very near future. I would encourage you to review these documents in an effort to broaden your knowledge of the Title I program and the requirements pertaining to this program.
