Welcome Student Board Reps
Our new student board representatives were sworn in during the Board meeting. PSD is proud to welcome the following students to the Board:
- Emily Iniguez-Hernandez, Senior at Pasco High School
- Sydney Stenson, Junior at Chiawana High School
- Logan Stroup, Senior at New Horizons High School

Annual District Objective: Definition of Equity Belonging Through a Culture of Dignity
Omar Escalera, PSD’s Executive Director of Equity, Partnerships, and Family Engagement, presented an update to the Board on PSD’s continued work with John Krownapple and his book Belonging Through a Culture of Dignity.
Mr. Escalera reviewed how creating a culture of belonging leads to student achievement and the steps the district is taking to collect data from students. The district introduced Belonging Indicators at four pilot schools in spring 2022 where they collected data from students using empathy interviews. Once the data from the surveys was analyzed, Principals and teachers could identify belonging challenges and success strategies, which could be shared with their peers to help create a culture of belonging in Pasco classrooms.
The next steps of the implementation plan include launching Belonging Through a Culture of Dignity district-wide and onboarding additional sites for data dives and empathy interviews to drive goal seeking for the district’s Outrageous Outcome #5, which states 100% of students will experience meaningful connections and hope for their future. The district also plans to engage schools in belonging workgroups starting in October. The first 6-site cohort will be opt-in and run in 13-week iterations.
2022-23 Budget Hearing and Adoption
Kevin Hebdon, PSD Executive Director of Fiscal Services, presented the Board with the 2022-23 budget for the district's five funds in accordance with RCW 28A.505.050. A public hearing was held to collect and consider community input on the budget was held. Mr. Hebdon then requested the Board’s adoption of Resolution No. 1019, which sets expenditure limits on district funds for the fiscal year 2022-23.
The Board moved to approve the 2022-23 budget.
Policy #1630 Evaluation of the Superintendent and Policy #1260 Board Progress Monitoring and State of the School Reviews
Michelle Whitney, PSD’s Superintendent, requested board members review District Policy #1630 Evaluation of the Superintendent and District Policy #1260 Board Progress Monitoring and State of the School Reviews.
The next steps include bringing Policy 1630 to the Board for Action on August 22, 2022 and for the Board to schedule time to review and refine the Board Progress Monitoring process and report in Board Policy #1260.

First Reading of District Policy 2161 Special Education and Related Services for Eligible Students; Second Reading of District Policy 3116 Social Emotional Climate
Sarah Thornton, PSD’s Assistant Superintendent of Legal Services, presented a first reading of revised policy 2161 Special Education and Related Services for Eligible Students, and a second reading of revised proposed policy 3116 Social Emotional Climate.
These policies are being presented in accordance with changes to state law. Policy 2161 is being revised consistent with changes in state law and the WSSDA model policies. The revision to policy 3116 Social Emotional Climate for second reading deletes the unnecessary reference to the state committee.
