Demokrasi ve İnsan Hakları için Avrupa Aracı (DİHAA)

Avrupa Komisyonu tarafından Demokrasi ve İnsan Hakları için Avrupa Aracı (DİHAA) Ülke Bazlı Destek Programı kapsamında 2016 Türkiye Teklif Çağrısı yayınladı.

Teklif çağrısının genel amacı sivil toplum kuruluşlarının desteklenmesi yoluyla, insan hakları ve temel hakların korunması ve geliştirilmesine destek olunması ve hukukun üstünlüğü, adalet ve insan haklarının korunması ve geliştirilmesi için uluslararası çerçevenin güçlendirilmesine katkı sağlanmasıdır.

Teklif Çağrısı kapsamında iki Lot yer almaktadır.

Lot 1: Yerel ve ulusal düzeylerde sivil toplumun insan hakları politikalarının oluşturulması, uygulanması ve izlenmesine katılımlarının güçlendirilmesi ve insan hakları savunucularının desteklenmesi.

Lot 2: Göçmenler, mülteciler ve sığınmacıların insan haklarının korunması.

Programın Toplam Bütçesi 5 Milyon Avro’dur.

Lot 1: 3 Milyon Avro

Lot 2: 2 Milyon Avro

Lot 1 ve Lot 2 için hibe miktarı,

Asgari: 60.000 Avro

Azami: 300.000 Avro

OBJECTIVES OF THE PROGRAMME AND PRIORITY ISSUES


The global objective of this call for proposals is to contribute, through supporting civil society organisations, to the promotion and protection of human rights and fundamental freedoms and to contribute to the strengthening of the international framework for the promotion and protection of human rights, justice and the rule of law.

There are two lots under this call for proposals.


Lot 1: Strengthening civil society's involvement in the making, implementation and monitoring of human rights policies at local and national levels and supporting human right defenders


Lot 2: Promotion and protection of human rights of migrants, refugees and asylum seekers


Lot 1

There are two specific objectives in this lot. Proposals for this lot shall cover only one specific objective. The chosen specific objective shall be indicated clearly in the application form.


The specific objectives of Lot 1 are:


1. Strengthening civil society's involvement

Civil society can play a crucial role in ensuring the respect, promotion and protection of human rights in the making, implementation and monitoring of policies at local and national levels.

In addition, proposals can address any situation where violation of human rights is observed or where there is a need for promoting and protecting human rights in Turkey and for monitoring the respect of human rights in the making and implementation of government policies and human rights commitments.


Under this specific objective, examples of priority areas are:


· women rights, gender based violence;

· LGBTI rights;

· prevention of torture and ill-treatment;

· freedom of expression, conscience, religion, media, assembly and association;

· access to justice, right to fair trial and due process;

· rights of children;

· improvement of prison system and human rights in prisons;

· fight against impunity;

· anti-discrimination, cultural rights, minority rights;

· social rights and equal opportunities (including but not limited to people with disabilities, trade union rights, right to education, health, housing, environment).

This is only an indicative non-exhaustive list.


2. Supporting Human Rights Defenders

Supporting civil society organisations that work for the defence of human rights including by supporting Human Rights Defenders.


Supporting human rights defenders in their efforts to promote and strive for the protection and realisation of human rights and fundamental freedoms at the local level.

The goal of this specific objective is to contribute to the development and consolidation of democracy and the rule of law and respect for all human rights and fundamental freedoms.

Proposals under this specific objective can address any situation where defenders fight for the promotion and protection of human rights at national and local level as well as in case of human rights violation.


Under this specific objective, examples of priority areas are:

· actions for the protection of defenders;

· enhancing technical knowledge and skills of human rights defenders;

· strengthening capacities of human rights defenders organisations for carrying out their activities, including but not limited to monitoring and documenting violations, seeking remedies for victims of human rights violations, fighting against impunity;

· strengthening capacities of human rights defenders to operate in post-disaster situations;

· financial support to human rights defenders could also be included in project proposals (but not a mandatory requirement).

This is only an indicative non-exhaustive list.


Lot 2

The specific objectives of Lot 2 are:

To address any situation where there is a need for promoting, protecting and monitoring of the rights of migrants, refugees and asylum seekers in the making, implementation and monitoring of policies at local, national and international levels or where violation of their rights is observed.

Under this specific objective, priority areas are:

· respect the principle of non-refoulement;

· provision of psychosocial support;

· rights of children;

· access to justice and legal counsel/aid, right to fair trial and due process;

· prevention of torture and ill-treatment;

· social rights and equal opportunities (including but not limited to people with disabilities, right to education, health, housing, employment).

This is only an indicative non-exhaustive list.


FINANCIAL ALLOCATION PROVIDED BY THE CONTRACTING AUTHORITY

The overall indicative amount made available under this call for proposals is EUR 5 000 000. The Contracting Authority reserves the right not to award all available funds.

Indicative allocation of funds by lot:

· Lot 1: EUR 3,000,000

· Lot 2: EUR 2,000,000


For both lots, a reserve list will be established. Additional projects might be funded depending on the availability of additional funding.

If the allocation indicated for a specific lot cannot be used due to insufficient quality or number of proposals received, the Contracting Authority reserves the right to reallocate the remaining funds to an another lot.


Size of grants

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:


For both Lot 1 and Lot 2:

· minimum amount: EUR 60,000

· maximum amount: EUR 300,000

Any grant requested under this call for proposals must fall between the following minimum and maximum percentages of total eligible costs of the action:

· Minimum percentage: 50% of the total eligible costs of the action.

· Maximum percentage: 95% of the total eligible costs of the action.


Eligibility of applicants (i.e. lead applicant and co-applicant(s))

Lead applicant

In order to be eligible for a grant, the lead applicant must:

· be civil society organisation and

· be a legal person and

· be non-profit-making and

· be non-governmental organisation (see "Non-governmental organisations" section below) and

· be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary;


Non-governmental organisations

For the purposes of this call for proposals, a non-governmental organisation or a confederation or federation of such, should be understood as NOT a state, national or international institution/ intergovernmental institution/International organisation or an organisation effectively controlled by such an institution. Whether a potential applicant is likely to be considered as effectively controlled by such an institution will depend on the extent to which an applicant can demonstrate that it is independent of the state as regards decision-making, budgetary control and the appointment of staff (including members of its controlling body).


Rules of Origin and Nationality relevant to eligibility

As from 15 March 2014, pursuant to Commission Implementation Rules (CIR) Article 11 "Eligibility under EIDHR and the Instrument Contributing to Stability and Peace", participation in the award of procurement contracts or grants, as well as the recruitment of experts, shall be open without limitations.


Duration

· Lot 1: The initial planned duration of an action may not be lower than 12 months nor exceed 36 months.

· Lot 2: The initial planned duration of an action may not be lower than 18 months nor exceed 36 months.


Sectors or themes

Eligible actions are to address one specific Lot. If lot 1 is addressed, one of the two specific objectives listed above shall be chosen. The chosen Lot and the specific objective for Lot 1 shall be indicated clearly in the application form.


Location

Actions must take place in Turkey, except for specific activities related to study tours, participation in events, and attendance of NGO representatives to platforms, meetings and conferences, etc. as long as they clearly contribute to the achievement of the project’s overall objectives. Activities related to exchange of knowledge and experience from Member States, Candidate and Potential Candidate countries can be supported only if part of a broader action. This applies also to actions with eligible partners from countries sharing a border with Turkey.
