TEACHER FEATURE
Mrs. Hand
Mrs. Erica Hand is the choir director and is in her 11th year of teaching. She has always had a passion for music, and she wanted to become a teacher from a young age. In high school she was a yearbook editor and a Majorette. She was also in band and show choir. She saw how music could make a difference in people’s lives. Choir and band gave students a place to belong and a family to depend on, She wanted to share that with her students one day. She attended college at the University of North Alabama. Her favorite part of being an educator is making a connection with students and helping them throughout their lives. Her hobbies outside of school include camping with her family, reading an interesting book, and practicing yoga.

AHSAA “BYLAW OF THE WEEK”
“BYLAW OF THE WEEK”
Scenario: The baseball coach at an AHSAA member school (School A) just received a phone call from Billy’s dad. The dad stated that Billy had been living in School A’s attendance zone “all of his life” but has been attending AHSAA member school (School B) since the 7th grade. Billy wants to play baseball at school A and plans to finish the semester at School B before enrolling on January 3rd, 2020 at school A. It is Billy’s dad’s understanding that Billy will be eligible to play this year at his “home school”. Question: Under AHSAA rules, will Billy be eligible to compete at School A, the school he is zoned to attend (home school) for the 2019-2020 baseball season?
Rule I, Section 12. Transfer Rule: A student that enrolls in one school and later transfers to, or enrolls in, another school shall not be eligible immediately to represent the latter school in an athletic contest.
Note: For eligibility purposes a student is normally considered enrolled when the student has attended school and class on the third day.
Exception 4: Home Rule: If a student attends a member school that does not serve the area where the student’s parents reside, the student may return to his/her home school and be eligible following the last day of the school year or first day of school if all other requirements are met. If the change of schools is made after the school year has started, the student will not be eligible until the beginning of the next school year.
Eligibility Status: Due to the fact that Billy started at School B and will transfer to School A after the school year has started, he is not eligible to participate in athletics at School A until June 1, 2020. If Billy competes in any contests during the 2019-2020 school year at School A, he would be competing as an ineligible athlete. As a result, the school would be assessed a monetary fine and would have to forfeit all contests that Billy competed in during the year. In addition, once Billy became an eligible athlete, he would serve restitution equal to the number of contests he participated in as an ineligible athlete. Furthermore, because Billy does not live in School B’s attendance zone, he will break his eligibility “chain” when he withdraws and is enrolled at School A. Therefore, if he decides to transfer back to School B, he would be ineligible at School B for one year from the date of enrollment unless a bona fide move is made into School B’s attendance zone.
Proactive Measures: The principal of the receiving school (School A) is ultimately responsible for evaluating all transfers and new enrollees. Each case is unique and must be thoroughly investigated to ensure the school remains compliant to AHSAA transfer rules. To be proactive, the principal and athletic director should assume all transfers are ineligible to compete immediately. Thereafter, they should analyze the exceptions under the transfer rule to determine if the student is eligible to compete. If the school has questions, the principal or athletic director may contact the AHSAA for an interpretation.
