Important Due Dates
- All Comprehensive Plans are to be submitted in the FRCPP.
- Phase 1 - Due November 30, 2022
- Phase 2 - Due November 30, 2021 (Extension granted by PDE).
- Phase 3 - Due March 30, 2022 (Extension granted by PDE).
Implementation of the Comprehensive Plan can begin as soon as it is approved by PDE but must begin by:
Phase 1 – July 1, 2020 (Plan covers July 2020 - June 2023)
Phase 2 – July 1, 2021, *Begin immediately if submitted after that date.* (Plan covers July 2021 - June 2024)
Phase 3 – July 1, 2022 (Plan covers July 2022 - June 2025)
To help organize your planning efforts, the PA Planning Team and IU contacts across the state, have developed suggested timelines for your reference. Feel free to use these to organize how your LEA will tackle the comprehensive planning process.

Special Education Plans:
- All Special Education Plans are to be submitted in the FRCPP.
- Phase 1 - Due May 1, 2022
- Phase 2 - Due May 1, 2023
- Phase 3 - Due June 1, 2021 *UPDATED*
School Improvement Plans (CSI and A-TSI)
- All CSI and A-TSI Plans are to be submitted in the FRCPP.
- The next submission date is June 30, 2021.
Title I Schoolwide Plans for Non-designated Schools
- All Title I Schoolwide Plans are to be submitted in the FRCPP.
- The next submission date is September 1, 2021.
Charter School Annual Report
- Charter School Annual Reports are submitted in Comp Plan application.
- The next submission date is August 1, 2021.
Helpful Hints for Submission of Plans Within the FRCPP
In order to complete, sign off, and submit plans in the FRCPP you will need to make sure that users have:
- created a Keystone login.
- migrated their MyPDESuite accounts if necessary.
- registered for the FRCPP in my MyPDESuite and chosen the appropriate role (LocalUser OR LocalUserAdmin). Not sure what role to apply for? Use the flowchart found here.
- have been assigned to the plans they need access to and given the permissions to the plans by the LocalUserAdmin for the FRCPP.

Use the checklist below for sign-off and submission issues:
Verify that the user only has 1 role assigned in MyPDESuite, LocalUser OR LocalUserAdmin at only 1 building or at the district level. Users can't have more than 1 role or be assigned to more than 1 location (district or school).
NOTE: If a user needs access to multiple plans or will need the ability to submit, he/she should have LocalUser at the district level (branch 0000) not the school level.
The email addresses on the "Profile and Plan Essentials" page in the FRCPP application under the “Ready” section of the plan should be an exact match to the person's email address in MyPDESuite. If it is misspelled in any way or if something is capitalized that shouldn’t be, it will not allow for sign-off.
Have the user attempt to use Microsoft Edge if experiencing issues or receiving error messages.
For Comprehensive Plans:
All items listed above, plus:
Make sure the Superintendent/CEO/Executive Director submitting is listed on the "Profile and Plan Essentials Page" (under Ready) AND has been granted permission to submit the plan in the Admin section of the FRCPP by the LocalUserAdmin.
Please be sure the assigned Superintendent/CEO/Executive Director is updated in EdNA. If updates need to be made, please send them to ra-edcertquestions@pa.gov.
The Board minutes or affirmation statement need to be uploaded prior to adding signatures and dates.
For Title I Schoolwide Plans (board approval not required):
All items listed above, plus:
In order to submit, the user will need at least LocalUser access to FRCPP at the district level (branch 0000).
The LocalUserAdmin will need to go to the Admin page in FRCPP and make sure the user (on the LEA level side) has access as Viewer, Writer, Sign-off, and Submitter.
The person submitting also needs to make sure they are listed on the "Plan Profile and Essentials" page of the plan. If the person submitting is not the Principal, they can then enter their name into the School Improvement Facilitator area.
For Other State Required Reports:
All items listed above, plus:
- Each State Required report must be assigned individually to users by the LocalUserAdmin in the "Admin" tab of the FRCPP.
- These plans include Academic Standards and Assessment Requirements (Chapter 4), Gifted Education Plan Assurances (Chapter 16), Student Services Assurances (Chapter 12), Induction Plan (Chapter 49), and Professional Development Plan (Act 48).
If a “Coordinator” is attempting to sign off on a particular report (i.e. Induction) he/she must be listed as the “Single Point of Contact” in the Profile section of the plan.
FRCPP Features
Plan Monitoring - Now Available!
- Once a plan has been submitted, the "Plan Monitoring" tab will become active.
- Within this section, you can monitor your progress toward your measurable goals, action plans, and action steps.
- You will not be able to adjust your measurable goals but you will be able to make adjustments to your action plans and professional development needs.
Print a PDF of your plan from the Portal
- This feature will allow you to easily create a report for the Comprehensive Plan, Induction Plan, and Professional Development Plan that can be posted for the required 28-day public review period.
- In the dark blue PDE banner that runs across the top of the portal, locate and click on, "Plan Reports and Print."
- You will be given the option to download a PDF or Word version of the plan.
- After you select PDF or Word, you will be able to choose: Full Report, Single Page Report, or Customized Report. The Customized Report will allow you to choose which sections are included and/or omitted.
Single-entity Plans for Charters, Cyber-Charters, CTCs/AVTS

Charters, Cyber Charters, CTCs/AVTS are not required to complete a Gifted Education Plan. In order to be able to submit your comprehensive plan, all of the "other state-required reports" within the portal must have green checkmarks beside them. Here's how to get the green checkmark to appear for the Gifted Education Plan for these entities:
- Locate the section labeled, "Other Required Reports."
- Click on the "Gifted Education Plan Assurance (Chapter 16)" link.
- Scroll down to the grey box and click where it says, "Check if Charter/Cyber Charter School or Occupational CTC and gifted services are not provided."
- A green checkmark will now appear for that report.

Creating Equitable School Systems: A Roadmap for Education Leaders
- As local education agencies (LEAs) plan for the 2020-21 school year and beyond, it is critical that educators use the planning process to honestly reflect on successes and challenges of local continuity of education plans in the 2019-20 school year and learn how to make instruction more engaging and effective for all students.
- A Roadmap for Education Leaders is now available that identifies six key processes essential for ensuring systems and policies are flexible and responsive to the needs of students and school communities, particularly in the rapidly changing environment of the pandemic.
