Program Update

This summer is going by fast! We are working in every building in the district. By the end of summer, each school will have received security upgrades and visitor management systems. Additional security upgrades will be installed during renovations. STEM/makerspace equipment will be installed at each elementary school and middle school. Technology upgrades throughout the district are in progress and we are seeing dramatic improvements in internet speeds. We are confident in the work occurring this summer even with the constraints we face. Our major renovations at Westridge, Uplands, Oak Creek, River Grove, and Lake Oswego Junior High are in progress. Each has challenges and will be completed at the last minute. In August, we will begin to see framing at Lakeridge Middle School. We will also be improving the frontage on Jean Road. Some work on our renovation projects will continue into the school year. We will coordinate with staff to eliminate impacts on student education. We appreciate the community’s patience as we perform the work. We know that construction can cause noise and traffic issues and we continue to work to minimize these impacts.

Lakeridge Middle School Replacement

  • Building permit was received on June 28
  • Footing concrete pour started July 2
  • The public works pre-construction meeting was held on June 21 for the Jean Road improvements and city water line loop. The City granted Notice to Proceed for Jean Road improvements the third week of July
  • Gym/lockers/kitchen: cement amendment was completed, footings were formed and rebar was installed. Under-slab plumbing was installed and electrical mains were started
  • Music wing: the sanitary sewer line was installed and the elevator pit prepared. Footing excavation is in progress
  • Science wing: subgrade preparation was completed and footings were formed. Rebar installation and under-slab plumbing are in progress

IBI Architecture – Design Team


This project is planned for construction during the summer of 2020. The work includes deferred maintenance and repair with architectural improvements, including safety and security, makerspace, and seismic upgrades. The bond team has selected IBI Architecture for design and engineering services. IBI Architecture will be under contract and begin early design work with the bond team and Principal Patrick Shuckerow this month.

Soderstrom Architects – Design Team


Schematic Design Phase meetings with design advisory team, Hallinan stockholders, senior project manager, David Lageson, project coordinator Debbie Hansen, and Soderstrom Architects occurred in June, with 100% schematic design delivered. Soderstrom Architects will continue work on design development through the summer months, working with the bond team and Principal Melissa Griffiths.

The work includes deferred maintenance renovation with architectural improvements, including safety and security, STEM space, and seismic upgrades. The bond team has selected IBI Architecture for design and engineering services. IBI Architecture will be under contract in July of 2019. Design work will commence in early 2020 with the bond team and Principal Rollin Dickinson.

Oak Creek Elementary School and Uplands Elementary School Renovations

Uplands:

  • The site-work and structural permits for the modular have been received
  • LOSD received a conditional use permit for the Oak Creek Elementary principal and secretary to occupy the front office area at Uplands on June 28
  • Seismic upgrades are underway in the gym
  • Drywall taping was completed in classrooms and is wrapping up in corridors. Painting is underway in classrooms
  • Corridor ceiling grid is underway, with lighting and carpeting following this work
  • Kitchen plumbing has been completed
  • The lower roof is complete. The roof membrane on the covered play structure is complete
  • Mechanical and electrical rough-in is nearing completion. New toilets were installed in the restrooms
  • Modular building: new flooring and the entry ramps/stairs need to be installed. The acoustic ceiling will be finished after the new communications wiring is installed
  • Technology upgrades: wiring has been pulled for the east half of the building

Oak Creek:

  • Building permit is still in review by the City
  • Scope of work includes complete re-cladding of the building (new siding, windows, and roofing), secure vestibule, a new makerspace, and several interior modifications to allow for better space utilization
  • Contractor installed construction fencing around the site, along with tree protection and erosion control measures
  • Construction began on July 8, 2019
  • Project is planned to be completed in the summer of 2020 and reopened for the 2020-21 school year

Safety and Security Improvements

True North Security Consultants – Planning and Development Consultant


The Bond provides upgrades of safety and security features district-wide, including secure vestibules and controlled entryways, access control, security camera systems, security communications and facilities control systems, intruder locks, and improvements of exterior doors. True North Security Consultants are assisting the district with development of security plans, programs, policies, and procedures.


  • True North Security Consultants' full report and recommendations will be presented to the LOSD School Board on July 15, 2019
  • Technology-related recommendations (cameras and access control) have begun implementation during summer renovations
  • Raptor Technologies Visitor Management System implementation continues with training and installations. Full active operations are expected to commence in August 2019

Phase 2 of technology infrastructure upgrades began in June and will continue across the district during the 2019-20 school year, including the following:


  • Upgrades to all existing network cabling to high-speed CAT 6a
  • Procurement of STEM and makerspace technology equipment
  • Procurement and installation of new emergency communications and classroom communications paging systems for all LOSD facilities
  • Procurement of additional staff technology equipment
  • Procurement and installation of select classroom media equipment

River Grove and Lake Oswego Junior High Renovations

Lake Oswego Junior High:

  • Pre-engineered gymnasium building
  • Land use for gym was approved at the public hearing on June 17
  • INLINE Construction is active in completing environmental work, demolition, framing, and mechanical, electrical, and plumbing work


River Grove Elementary:

  • Modular system allocated for makerspace
  • Plans for Creative Learning Systems makerspace are complete and scheduled for installation in modular addition in August/September

This project includes deferred maintenance, safety and security improvements, seismic remediations, accessibility improvements, code plumbing requirements, and educational programming. Construction began June 11, 2019 and is scheduled for completion August 19.


Updated Activities:

  • Demolition is 90% complete; all trades on site and active throughout the facility
  • Mechanical, electrical, and plumbing rough-in proceeds on schedule
  • Rough carpentry proceeds with seismic improvements
  • Roof work proceeds on schedule and all utility rough-in is complete
