The people are starting a riot because the mayor says that there are solutions and no one thinks there are. These people are making a stand because they want to live and thrive.
Conclusion
People are empowered by knowing and believing what is right. They decide to fight for it because they want to help. Empowerment is important because if people weren't empowered, we wouldn't know what the other people were thinking. This would be a problem because we could not be a democracy. People would keep their thoughts to themselves and wouldn't vote or think by themselves.
