Information and Programs to Support Families
Food Resources
You can apply for food, cash and child care assistance from home. Apply online at https://govstatus.egov.com/or-dhs-benefits. The online application does experience heavy traffic from 11am – 3pm. Please try to use the online application in the early morning or late evening hours. You can also apply for benefits over the phone. Find the number for your local DHS office by calling 2-1-1 from any phone.
Grab and Go Meal Sites
Lunch and breakfast for the next day, can be picked up from 11-12:30, Monday through Friday at the school entrance. During the lunch pick-up, students will also be given a cold breakfast for the next day.
These meals are available to any child from the ages of 1 to 18. Parents, guardians or family members are permitted to pick up meals for students. Monthly meal menus will be posted on Nutrition Service website.
When coming to school sites to pick up meals, please follow signs and staff directions for social distancing and safely entering and picking up meals. You do not have to go to your child’s school of enrollment to pick up the food - you can go to any school location.

In addition to serving meals at the sites above, our buses will be dropping off meals in neighborhoods and at various locations in the more rural part of our school district. Please see the routes below for times and locations.

Delivery: Groceries are currently available by delivery to those with a personal address. Individuals wanting delivery will call (503) 560-6178 during the hours of 9:00am-5:00pm Monday-Thursday. Please leave a voicemail in your preferred language stating your name, zip code and return number. Someone will call you back to complete your order. Deliveries go out Monday-Thursday between the hours of 11am-2pm. A driver will inform you when they are on the way. Metropolitan Family Services Food Pantries (MFS Hunger Relief Team).
The types of foods you can expect at these distributions will vary from day to day, but will include some combination of oil, margarine, meat, 3-6 fresh produce items, canned fruit and vegetables, canned and dry beans, cereal, shelf-stable milk, rice, pasta, applesauce, etc. There are no restrictions to shop- everyone is welcome! All sites will be held outside and are "shopping-style" (with very specific parameters set to keep clients apart and volunteers and staff safe) unless otherwise noted. Sunshine Division Delivery Service
A “no contact” home delivery model of one box per week for anyone who is homebound, medically fragile, and/or unable to leave their home. Boxes are delivered by Portland Police Bureau officers.

Housing Resources
Statewide Eviction Moratorium – House Bill 4213 extends. Tenants will have until March 31, 2021 to pay rent owed for April through September 2020, and extended the eviction ban through October 31, 2020. Read more here. Landlords cannot evict, impose late fees or report delinquency to credit reporting agencies due to failure to pay during this time. Multnomah County Restriction on Evictions: Multnomah County residents cannot be evicted for not paying rent during the entire time the county and city are under a state of emergency. This applies to anyone with substantial loss of income due to COVID-19 by way of job loss, job closure, reduction in work hours, missing work due to a child’s school closure, and missing work due to sickness or the illness of a family member. Rent owed to a landlord will continue to accrue during the state of emergency, but without late fees. There will be a six-month repayment grace period, which will begin as soon as the state of emergency ends. As of right now, this is in effect until December 31, with possible extensions. Renters must notify their landlords the day before rent is due. The Governor has also issued a moratorium on foreclosures until December 31.

Homeless Shelters – Here is a directory of homeless shelters in Portland. Individuals experiencing homelessness can access these shelters and other services during this time including additional space being opened up at the Oregon Convention Center, Mt. Scott Community Center, and many shelters are issuing hotel vouchers for homeless individuals who are experiencing symptoms of Coronavirus.

Multnomah County COVID-19 Rent Relief Fund Program | Website

The COVID-19 Rent Relief program may be able to provide assistance to households who have experienced a loss of income, or who have increased health risks or needs, due to COVID-19. Income-eligible households can receive up to 3 months of assistance in past, current and future rent payments. JOIN – has opened the first of 3 temporary outdoor emergency shelters. Each location has 45 tents on platforms with cots and will be able to store their belongings while staying at the camp. Two shelters are located at SE Main St. and SE Water Ave, and one is located at NW Broadway and NW Hoyt St. More information and help is available through Blanchet House

Multnomah County Energy Assistance Program Website. This program may be able to provide home energy assistance for low-income households for heating and electric costs. Energy Assistance Stability Coronavirus Relief Program (EASCR). 503-988-5910
The EASCR program provides assistance to help low income households who have been impacted by COVID-19 cover their electric (PGE/PPL), natural gas, oil and/or propane costs. Comcast/Xfinity is offering wifi free of charge to new customers for the first 60 days. They are also waiving late fees during the outbreak. Internet- Comcast also offers Internet Essentials for $9.95/month (prices subject to change). For qualifying customers who apply before 6/30/2020, they are offering two months free.
