The Board voted on the following recommended action items:
- The opening negotiations proposal from Walnut Creek School District (WCSD) to the Walnut Creek Teachers Association (WCTA) was Approved 4-0
- The Second Interim Budget Report for 2021-2022 was presented for approval with positive certification and revision to operating budget by Chief Business Official, Vince Morales - Approved 4-0
- Vince Morales, Chief Business Official, presented the Consolidated Application and Reporting System (CARS) on-line submission for federal categorical programs to the California Department of Education - Approved 4-0
- Milissa Banister, Principal of Indian Valley, presented the Site Safety Plan for Indian Valley, which is representative of all seven School Site Plans - Approved 4-0
- Director of Innovation & Technology, Ruben Fernandez, requested award of the design contract for the District's HVAC project to H&M Mechanical Group - Approved 4-0
- Ruben Fernandez, Director of Innovation & Technology, presented for approval the final cost and change order for projects at WCI - Approved 4-0
- Superintendent Morgan recommended approval of updates and additions to Governing Board Policy, Administrative Regulations, and Board Bylaws as based on the most recent legal recommendations from the California School Boards Association (CSBA) - Approved 4-0
REPORTS FROM GOVERNING BOARD MEMBERS
The Board Members reported the following activities since our last Board meeting:
- Sarah Talach: toured Murwood, Parkmead, and Tice Creek sites with Superintendent Morgan and Aimee Moss on 2/11; toured Buena Vista and Indian Valley sites with Superintendent Morgan on 2/14; met with CBO, Vince Morales, for a budget overview; attended the Contra Costa County Wellness Call

- Zetta Reicker: attended the Tech Mentors Group on 2/3; attended the District Safety Committee session on 2/10
- Aimee Moss: toured Murwood, Parkmead, and Tice Creek sites with Sarah Talach and Superintendent Morgan on 2/11; attended the WaLaMOrinda President's meeting on 2/5; had an agenda planning meeting with Superintendent Morgan on 3/3, and a President's meeting later that day; had a Zoom conversation with Sonia Sharma about her emPOWER idea

- California School Board Association (CSEA), Chapter 202, presented their opening negotiations proposal to the Walnut Creek School District (WCSD)
- The opening negotiations proposal from Walnut Creek School District (WCSD) to California Board Association (CSEA), Chapter 202, was Approved 5-0
BOARD STUDY SESSION - BUDGET
- Vince Morales, Chief Business Official, went over the Budget Review Committee's guiding principles - Student-Centered, Equitable, Fiscal Prudence & Innovation.
- Mr. Morales introduced the Covid Budget Phases, Pandemic and Endemic, and what each of those entails. Pandemic part one projected a 10% cut to LCFF and included one-time dollars (CRF, GEER, ESSER) and new expenses (devices, digital curriculum, health & safety, and staffing). Pandemic part two saw better than expected revenues and included more one-time dollars (ESSER III, In-person Instruction, ELO Grant) and more new expenses ($2500 bonuses, Summer Jumpstart, Wellness Program, Health & Safety).
- The Endemic phase is showing a surplus, including ongoing dollars for new ongoing initiatives (Universal TK, Universal Meals, 9-hour Day [ELO-P]), an enrollment cliff soft-landing (3-year average ADA), and a 10% reserve cap. As part of this phase, Mr. Morales discussed the 3-year average ADA which, combined with 5.11% COLA, keeps us as an LCFF funded district.
- Recruitment and Retention of Highly Qualified Staff: Thanks to conservative & responsible budgeting, strong position control, enrollment & staffing projections, and retirement & attrition savings, WCSD has consistently been one of the few districts to be able to give raises each year.
- Mr. Morales addressed ongoing funding and universal programs. Universal TK will be implemented, the rollout starting in the 2022-23 school year. Universal PK is not something we will participate in, but the one-time grant for UPK & UTK will be used for the Universal TK program. The Expanded Learning Opportunities Program (ELO-P) provides a 9-hour school day for TK-6th students through before/after-school enrichment programs.
- The next topic was Universal Meals. Discussion was had on how we can make the breakfast provision, provided through the Seamless Summer Option waiver, better received & better functioning. There are petitions throughout the state to extend this program past this school year. With the balance of our Food Services budget, the CBO recommends 1) follow recommendations from the Chefs' Brigaid Child Nutrition Study of a full-time chef for one year to train food services staff, decentralize the kitchen, adjust staff hours, and a full-time driver (Efficiency), 2) continue to pursue our Eat Real Certification (Quality), and 3) have a Food Services Supervisor (Support).
- Budget Roadshows are scheduled for the end of March. Staff Roadshows will be 3/21 in the Tice Creek MPR at 3:30p, 3/23 in the WCI Library at 3:30p, and 3/24 via Zoom at 3:30p. A Community Roadshow will be held on 3/29 via Zoom at 5:00p.
- The Board requested that the following be brought back for future discussion: Demographic Study from School Works, Chef's Brigaid Child Nutrition Study, TK and ELO-P Grants.
