EBR Coaches and EBR School Teams

Please join the Allegheny Intermediate Unit's Training and Consultation Team for this virtual training series.

The Educational Benefit Review (EBR) training is provided to teams who are to ensure that students with IEPs are receiving educational benefit. Teams will be provided with the legal background on EBR and participate in a four-step process to analyze and compare three years of IEPs in order to determine if a student has received educational benefit. The intention of this two part series is not only to fulfill requirements for cyclical monitoring, but for districts to consider integrating EBR as a best practice when composing IEPs annually. For this two-part series, the EBR Coach (Special Education Administrator, Principal, LEA representative, or designee) will be asked to attend both sessions.


DESCRIPTION - This series will be offered in the fall and in the spring. EBR Coaches will attend two sessions and teams will attend one.

EBR Coaches Session #1

This session will provide an overview the process for facilitating an EBR, and coaching teams through the process. EBR Coaches will identify/target specific areas related to an elementary or secondary school age sample while identifying best practices and areas associated with improvement in their districts. Finally, EBR Coaches will be given the opportunity to discuss how to enhance the composition of their district’s IEPs that are intentionally centered around the EBR process. EBR Coaches will meet collectively as a professional network to answer essential questions: “How do we include EBR with annual IEP development?”, “How do we enhance IEP composition?”, and “What professional development or technical support does our special education department require to enhance the annual composition of IEPs to reflect EBR?”

EBR Coaches and EBR School Age Team Professionals Session #2

School age team professionals will be attending session #2 with their administrator/EBR Coach. Elementary & Secondary EBR Teams will be afforded the opportunity to enhance their knowledge of the EBR process and implications of educational benefit for elementary school-age IEP development and composition. While working alongside their EBR Coach for Session #2, EBR teams will compare 2-3 years of a student’s IEP to determine educational benefit, identify/target specific areas related to their school-age grade bands, and assist to identify technical support or professional development needs to support their knowledge and expertise of educationally beneficial IEP composition.

Intended Audience:


  • EBR Coach Sessions (Sessions #1 & #2)
    Special Education Administrator, Principal, LEA representative, or designee


  • School Age Team Professionals (Session #2 only): Teams must be comprised of at least 1 Special Educator, at least 1 general educator, and at least 1 Related Service Provider, and the EBR Coach


Educators who work for LEAs in the AIU3 region will have priority registration.


  • Act 48 hours will be awarded upon completion of the training series
  • There is no cost for this training

  • Each team member must register individually to receive the Zoom link
