Open Enrollment is May 1 to 17
Participation is MANDATORY
Active Participation is REQUIRED
Per legislation, employees of the State of Delaware are required to actively participate in the Open Enrollment process each year. Our priority this year is for every benefit-eligible employee to complete the Open Enrollment process by making or confirming their selections in State of Delaware Employee Self-Service and clicking “Submit.” This includes completing the online Spousal Coordination of Benefits (SCOB) Form if they will be covering their spouse under a Highmark Delaware or Aetna health plan as of July 1, 2024.
Please be sure to use the Open Enrollment Checklist to ensure that you have not missed any steps.
EMPLOYEE SELF-SERVICE
First things - First. Employee Self Service
Effective July 1, 2022, State of Delaware Employee Self-Service will only be accessible through my.delaware.gov.
Make sure you can access Employee Self Service via my.delaware.gov Keep in mind, initial set up will take up to 48 hours due to the verification process. Please remember to use your Personal Email address to establish this account.
If you cannot access Employee Self-Service please use the 2024 Open Enrollment Help Desk Support Chart; it directs you to the proper group for help.

HELP IS HERE - ATTEND A WORKSHOP
Information Sessions
- Benefits Plans Comparison Workshops. This ZOOM workshop is designed to review and compare all benefits plans. This workshop will be useful for employees looking for information about various plans and may consider plan changes due to the rate increases. This workshop is scheduled for Wednesdays (May 1st, 8th and 14th) at 3:00 to 4:30 pm. Employees can sign up for one of the Zoom Workshop via DSC:
- Wednesday, May 1st at 3 pm (117968)
- Wednesday May 8 at 3 pm (117969),
- Wednesday May 15th at 3 pm (117970),
- Open Session for Open Enrollment Questions. Feel free to drop in this ZOOM Session to ask general questions about Open Enrollment. This workshop is scheduled on Mondays and Thursdays from 3 pm, to 4;30. Employees can register for this workshop via DSC:

- Computer Help. Employees who do not have a computer or looking for assistance navigating through the Open Enrollment Portal, should attend the Computer Help Workshop. This in-person meeting will be held at the Colonial Administrative Office on Tuesdays April 23rd and April 30th from 1:30 pm to 4 pm.
Please note, none of the workshops are designed for password assistance. Employees who cannot access Employee Self Service via my.delaware.gov should use the 2024 Open Enrollment Help Desk Chart to locate proper group for assistance.
Don't Miss Out on This Perks
- State Life Insurance (Securian) with no health assessment - Although you can enroll and/or make plan changes throughout the year, during Open Enrollment you can enroll and/or increase your coverage in the State Group Universal Life (GUL) Insurance plan without having to provide proof of good health. This is sure to save you money!
- This is a good time to enroll into the DEFER program. This program is similar to the 401(k) plan. Delaware DEFER program offers a 403(b) and 457(b).
