On March 6, 1961 President John F. Kennedy signed an executive order that required government contractors to make sure that potential employees and people already employed are treated fairly, with no regard to their race, ethnic background, or color.
Established on July 2, 1965


The mandate is specified under Title VII of the Civil Rights Act of 1964
