What is Going On with the CCPS FY25 Budget?
At the Wednesday evening meeting, the following programs and positions were suggested to be eliminated or reduced in order to balance the CCPS FY25 budget:
These extensive cuts will impact all of our students and families in some form next year. It is important to understand that this budget impasse is the result of the district anticipating a fourth year of Maintenance of Effort (MOE) level funding (the bare minimum required by law) combined with the expiration of two large federal grants (ESSER and Maryland LEADS). MOE has enabled our county to provide $88 million dollars a year to the school system for the past several years (the number rises and falls slightly based on enrollment). In addition, these large grants enabled CCPS to cover costs that would not have been funded under the MOE level of funding for the past three years.
Due to the Maryland Blueprint, the State of Maryland now calculates two options for minimal funding for schools, MOE and Local Share (LS) and requires the counties to provide districts with the higher of the two calculations. This year, the calculation of Local Share is $5 million higher than MOE, so that is the amount that the district will receive. While this additional $5 million will certainly help, it will not cover the entire amount required to sustain our school system with the reduction of the federal grants. Previous CCPS budgets which planned for the expiration of these funds were not approved as funding remained at the bare minimum levels. This is one reason we are feeling the pain of this larger need all at once. In a nutshell, the two federal grants were able to help us absorb the cost increases from many areas including the rising prices from inflation over the past three years.
The time to make an impact on the County Executives decisions around funding our budget are now, not next year when the students arrive at our schools. This is why you will see so many events and activities about building understanding for the budget and advocating for our students and the system as a whole.

As we enter into the yearly budget season for both CCPS and Cecil County, it is important for our families to understand the effect both county and CCPS budget decisions will have on your child's classroom. In this session, we will share how CCPS develops classroom learning expectations for all students based on state curriculum from Mr. Jim Zimmer, Instructional Coordinator for Social Studies at CCPS. We will also share how differences in funding impact the programs that your child(ren) has access to in each school. Please join us! Light refreshments will be served.

Student Led Conferences ~ 2/2/2024
Join us on February 2nd for our end of semester Student Led Conferences. Students across the building have been working hard all year and are excited to share with you their accomplishments and to show you how they use their AVID binders to organize their materials and school work. Please make sure to let us know if you are able to join us for the morning. Volunteers from the Cecilton Lions Club and Town Hall will be here to meet with children whose family members are unable to attend. This ensures that all students have a dedicated time to share their success. Copies of the RSVP were sent home las week and are available in both English and Spanish at the download below. We hope to see all of our families on the 2nd!
Due to the change in the end of the second marking period, awards will not be distributed until a later date. Thank you for your understanding. (We chose to not adjust the date due to the large number of working families who have already made arrangements to attend Student Led Conferences.)
