Tam District Earns Top Credit Rating and Saves Taxpayers $4m
On September 19, 2019, Tamalpais Union High School District successfully locked in savings of approximately $4,472,743 for local taxpayers by refinancing existing bonds, previously approved by voters on Measure A in 2001 and 2006. These are existing bonds, not new requests.
Prior to the sale, the District secured the highest possible credit rating of ‘Aaa’ from Moody’s. Moody’s noted the following credit strengths of the District:
Community-funded school district with a large and growing tax base
Very strong resident wealth and income measures
Low net direct debt and moderate pension liability
Strong and conservative management
With the Aaa rating, the District remains in an elite group of only 18 school districts in California to be assigned the highest rating.

Potential Parcel Tax Renewal
The current parcel tax:
- Provides $16.8 million annually
- Accounts for 17% of annual budget
- Provides funding to attract and retain high-quality teachers, support academic programs, provide excellent instruction and art/music programming, and prepare students for college and careers.
The Board is considering a renewal of the existing parcel tax with an increase of $190 per year, which would generate an additional $6 million annually (starting in 2020-21), for a 10 year term. This amount was derived from budget analysis and would maintain the programs our community values, maintain a balanced budget, and provide reserve levels at the board approved amount.

LCAP Update and Survey
This year, the Tam District is updating our Local Control and Accountability Plan (LCAP). The LCAP is a 3 year plan that includes the district's goals for student learning and wellness, as well as goals for parent engagement and climate and culture on our campuses. Along with goals, the District must identify specific action steps we will take to make progress towards each goal and metrics we will use to measure that progress. The committee will be sending out a stakeholder survey in January.
