As you know from the bulletin sent on June 3, 2016, TEA will conduct a validation of certain amounts reported on Schedule BS6016-Financial Compliance Requirements. TEA will contact a randomized sample of LEAs to provide documentation.

LEAs on the selected sample list will be contacted by e-mail within a few days of the submission of the 2016-2017 Special Education Consolidated Grant Application in eGrants so the time period will vary for each LEA depending on when the submission is completed. Please note that the LEA should be able to respond quickly (within two days) with the following support documentation:
BS6016 # 1) Amount of special education expenditures for the most recent prior year in which complete expenditure data are available and the LEA was in MOE compliance

BS6026 # 2) Budget for special education for 2016–2017
- [Source documentation: general ledgers and budget reports] The amount entered should only include budgeted amounts in MOE functions: 11, 12, 13, 21, 23, 31, 33, 34, 36, 41, 51 and 53 for PIC 23 (SPED) and PIC 33 (PreK SPED)
*** You and your staff will be entering 2016-2017 budget amounts in the 2016-2017 Special Education Consolidated Grant application through the summer. If your budget will not be finalized soon, take care to assure that the reported budget is close to what is finally adopted by your boards.

Validation Alert: Schedule BS6016 of the 2016–2017
Special Education Consolidated Grant Application
The purpose of this bulletin is to notify LEAs applying for the 2016–2017 Special Education Consolidated Grant that TEA will conduct a validation of certain amounts reported on Schedule BS6016–Financial Compliance Requirements.
The Division of Federal Fiscal Compliance and Reporting will contact a stratified random sample of LEAs to provide documentation, such as general ledgers and budget reports, to support the following amounts reported in the LEA MOE for Eligibility section of the BS6016:
- Amount of special education expenditures for the most recent prior year in which complete expenditure data are available and the LEA was in MOE compliance
- Budget for special education for 2016–2017
The Division of Federal Fiscal Compliance and Reporting will conduct outreach after applicants submit the 2016-2017 Special Education Consolidated Grant Application. Superintendents and special education directors of selected LEAs will receive an e-mail from email@example.com with instructions to attach documentation within two business days (TEA will use e-mails listed in the Texas Education Directory, ASKTED).
