Annual HOA BOARD MEETING MINUTES
Minutes of Annual HOA Meeting Tuesday, February 11, 2020

Meeting called to order at 7:12 p.m.
Agenda:
1. Welcome: Bob greeted and welcomed everyone in attendance and thanked them for taking time to attend. He also encouraged residents to provide their email address to Kaye Plitt so they can stay up-to-date with newsletters and any events or information in the neighborhood and to also sign up for the community’s Facebook page where reminders are also posted. If anyone is interested in the clubhouse rental, please contact Kaye at kaye.cphoa@gmail.com. The current fee for the rental is $50 during off season and $75 during peak season.
2. Introduction of Board of Directors: Bob introduced the current board members.
3. State of HOA and Year in Review: Bob shared with the residents neighborhood improvements completed during 2019.
A. Playground Improvements-new playground equipment installed along with rubber mulch, new benches and picnic tables;
B. Pool Restoration-pool resurfaced including new tiles to the main pool and kiddie pool;
C. Pool Parking Lot-parking lot at pool has been resurfaced;
D. Pool Clubhouse-the clubhouse has been renovated which included painting, installation of new floors and ceiling fans, and new blinds. In addition, to the renovation of the clubhouse, the pool has received new pool furniture consisting of chairs, tables and umbrellas;
E. Construction in Eagles Pointe-approval has been granted for the construction of new homes at the price range of mid to high 200’s;
F. Status of HOA-Covington Place is no longer an HOA but is now a POA (Property Owner’s Association).
4. Aston Hills Golf Course/Village Grille: Bryan Raines greeted everyone and shared with the residents information on the upcoming improvements and events scheduled.
1. Cart Path Renovation;
2. Bunker renovation-building burned down and renovations scheduled during August;
3. Cabana-will be completed and will be used for outdoor venues;
4. Jr. Camp-Ages 8-12, will be held Tuesday evenings; $15.00 for 1 1/2 hours;
5. Summer Camp-will be held the week of July 20th through 24th.
6. PGA Jr. League-information will be posted on the website;
7. Beginners Sessions-consists of 5 lessons each lesson if 1 1/2 hours;
8. Trivia Night-is held Saturday at 7:00 p.m..
5. Modifications Committee: Pat explained the following information concerning modifications to any residence:
A. Exterior changes (paint, roof, landscaping)- Colors the same—no approval needed; Colors Change—approval needed.
B. Procedure for approval—all requests must be emailed to Patrica Showalter at cparboard@gmail.com describing changes along with a drawing of proposed changes.
6. Social Committee: Brooke shared information on the events held in the community in 2019, which included the annual pool opening party, the annual Christmas golf cart parade followed by a party at the Ashton Hill Golf Club. Brooke also expressed that she is in need of volunteers to help with future events. If any resident is interested in volunteering, please join Brooke’s email (brookedwoodall@gmail.com) list for future events.
7. Financials: Bob discussed current finances:
A. Collections: the board has undertaken collection efforts rather than outsourcing to lawyers charging over what is actually over due. He also stated that any funds collected is in an interest bearing account;
B. Projects for 2020: no large projects currently scheduled for 2020;
C. Assessment Fees: assessment fees have been reduced from $720 to $480 effective
January 1, 2020 until large maintenance projects are needed.
8. Open Discussion (Q-Question; A-Answer; S-Statement):
S: Perri stated that modifications committee does not check with city concerning fencing. It is the responsibility of the homeowner to receive a survey for fencing.
Q: Where can resident obtain green parking decal:
A: Parking decals can be obtain from Shelley Wisner.
9. Election Results: Pat announced election results and they are as followed:
Bob Weir Re-Elected for 2 year term; Bill SanFelice Re-Elected for 2 year term; Monique Snow Re-Elected for 2 year term; Brooke Woodall Re-Elected for 2 year term
10. Introduction of new Board of Directors: Bob Weir introduced Board of Directors. Meeting adjourned at 8:15 p.m.

The Covington Place Homeowners Association has partnered with Flock Safety, an Atlanta, GA based company that specializes in neighborhood safety through the use of license plate reading cameras. The camera is entirely self-sufficient in that it is solar powered and sends its footage via mobile technology to a secure cloud-based storage that is maintained by Flock. The camera records footage but also has both day and night-time capability to read and record license plates that pass through the entrance. Several police departments across the country have started to add more license plate readers around their cities and encourage communities to do the same. In fact, any stolen or otherwise wanted vehicle that passes by a Flock camera has the ability to send an automatic alert to the local Police Department. Beyond making arrests, Flock’s ultimate goal is to eliminate crime, and according to the Marietta Police Department, communities with Flock saw a 34% reduction last year in crime.
Despite this technology, it is just a camera. The #1 way to deter crime is a responsibility we each own individually; lock your doors and keep your valuables out of sight. But, having video camera/ surveillance has been shown to deter mischief activity and also provides a valuable resource to help solve any crimes that may take place. We are fortunate to live in such a safe neighborhood, but we believe that this service will urther deter mischief crimes.
WHAT YOU NEED TO DO:
1) You have the ability to register on the “Safe List” established for our community. You don't need to give your actual name if you prefer, but by registering your license plate the police will know that your vehicle belongs to a resident and it will make sorting through data much faster in the event they need to research a criminal event. You can add any vehicle that you own or that frequently visits your home. The link to their secured site is:

2) If you are the victim of a crime please report it to the police department - -- - CALL 911.
3) Lock your house and car doors and keep your valuables out of sight.
4) Wave and smile to your neighbors, register for a community event, and continue to make Covington Place an incredible place to live.

2020 GENERAL ASSESSMENT REMINDER
Annual Assessments were changed from $720 to $480
As a reminder, here is the payment schedule for your HOA dues:
January 1, 2020 - $480 due

PLEASE NOTE: You will be REQUIRED to answer the 3 questions which ask for your street address (including house number) so that we can verify that you are indeed a resident of CP. If you do not answer the 3 questions, your request will be automatically denied.

We receive member requests every week from people all over the place and we only allow CURRENT RESIDENTS to be a member of our Page. As residents move away, they are removed from the list. Family members and friends who don't actually live in our neighborhood are not allowed to join our FB page. Our only exception is the Covington Police who are helping to keep our neighborhood safe.
OVERNIGHT VISITORS & CAMPERS/RVs PARKED IN THE STREET or AT POOL PARKING LOT - VISITOR PARKING PASS REQUIRED - NO EXCEPTIONS
Leaving unmarked cars parked in the Pool Parking Lot during the day or overnight is not allowed. If vehicles do not have a Green Vehicle Sticker on them then they MUST have a Visitor Parking Pass on them to keep from being towed. NOTE: If you see a non-resident vehicle parked at the Pool Parking Lot during the day or night, please call the Covington Police to come and check it out.
