Public Safety - Positive Outcomes - Youth Accountability
Youth Leadership Program Kicks Off in September
During this first pilot year, graduate level interns from Benedictine University will be trained to deliver lessons from the Lions Quest curriculum to approximately 100 youth in three Neighborhood Resource Centers (NRC) in DuPage County. These NRCs provide youth with academic support, life skills, and structured recreational activities throughout the school year and over the summer.
The Lions Quest program is an evidence-based curriculum with solid roots in youth development, violence and substance abuse prevention research, and social emotional learning.
Pilot sites for 2016-17 include:
Henry Hyde Neighborhood Resource Center in Addison
Outreach Community Center in Carol Stream
Puente del Pueblo (Timberlake and Main Park) in West Chicago
Behind the Scenes
Thank you to Lisle Police Officer Sean McKay and Bloomingdale Police Officer/County Board member Sean Noonan for assisting the JJC and NAMI-DuPage shoot a new roll call video for law enforcement. This video will be used as a primer to more in depth training on youth mental health issues.

SB 320 is awaiting Governor Bruce Rauner's signature. This bill creates the Mental Health Opportunities for Youth Diversion Task Force within the Illinois Department of Human Services. This task force will research evidence-based programs and best practices for law enforcement diversion of youth in need of mental health treatment. An action plan with recommendations on how to implement these types of programs in Illinois will be presented to the Governor.
Public Act 99-0456 will go into effect on September 15, 2016. This law places restrictions on student suspensions and expulsions and eliminates zero tolerance discipline policies. It also requires that teachers, administrators, board members, school resource officers, and other staff be trained on the adverse consequences of school exclusion and justice system involvement.

The International Association of Chiefs of Police, the National Council of Juvenile and Family Court Judges, and the Office of Juvenile Justice and Delinquency Prevention will host a webinar on August 25th. The webinar will discuss:
- The importance of Memorandums of Understanding (MOUs) between schools and police departments to establish roles and responsibilities
SRO selection and training and the impact on the quality of student interactions
The roles of SROs in reducing school pathways into the juvenile justice system
