President's Welcome - Dr. Darlene Davis welcomed everyone to the meeting. Dr. Davis also thanked the Board members who participated in PSBA's Advocacy Day.

Community Input - The following topics were addressed during the first community input:
- Return to five day in-person learning at SRMS and UDHS
- Health and Safety Plan

- Cardinal Academy for SY 2021-2022
Minutes - The following minutes were included in the agenda:
- The Board approved the minutes from the February 22, 2021, Legislative meeting.
- The Board affirmed the minutes from the February committee meetings.
Education Committee/Curriculum Recommendations - The Board reviewed and approved the following:
- March 2021 Enrollment Report
- Purchase of LEGO Education Essential Hybrid Learning Classroom starter pack for elementary STEM activities
- Professional development conferences
Finance Committee Recommendations - The Board approved the following:
- Disposal of excess, obsolete. and non-repairable equipment
- Bus purchase bid certification
- Payment of bills, monthly Treasurer's reports, and budget transfers
- PlanCon-K General Obligation Bonds 2021AA for bond refinancing
- Settlement Stipulation for 1531 Fulton Drive
- Agreement with Valbridge Property Advisors for District-initiated assessment appeals
- Renewal of Symantec Endpoint Protection & Support
- Agreement with Wisler Pearlstine for Solicitor Services for the 2021-2022 school year
- Agreement with Sweet, Stevens, Katz, and Williams for Special Education and Technology Pool Counsel legal services
Personnel Report/Recommendations - The Board approved the following:
- Personnel Report inclusive of appointments, resignations, retirements, terminations, leaves of absence, changes of status, and extracurricular assignments
Policy Committee Recommendations -
The Board approved the following second readings of policies:
- 907 School Visitors
- 907.1 Classroom Observations
- 910 Community Engagement
The Board affirmed the following first readings of policies:
- 908 Relations with Parents/Guardians
- 909 Municipal Relations
- 912 Relations with Educational Institutions
- 914 Relations with the Intermediate Unit
- Repeal of policies 518, 432, 532, 440, and 540
Other Business - The Board nominated Darlene Davis for a seat on the Montgomery County Intermediate Unit (MCIU) Board of Directors with a term beginning July 1, 2021.

Solicitor's Report - Mr. Diasio reported that the Board met in Executive Session prior to the meeting 6:00 PM to 7:00 PM to discuss personnel matters, staffing for next school year, and a special education litigation matter.
Community Input - The following topics were addressed during the second community input:
- Health and Safety Plan vote
- Student mental health
- High school and middle schools sports
Comments from the Board and/or Superintendent - The following topics were addressed in response to community input:
- Upcoming Touch Base Tuesday communication and District newsletter
- Health and Safety Plan vote clarification - non-substantive changes
