What is EUSD NETs Induction?
The New EUSD Teacher Support (NETs) is the name of our Induction program. NETs Induction is an accredited two-year program for employed teachers needing to clear their preliminary or Level 1 credentials. If hired by EUSD, there is no fee to participate in our Induction program! Escondido Union School District (EUSD) demonstrates their support by offering this service free to all qualifying teachers. NETs Induction is individualized for each teacher candidate.
Those entered into the program will receive:
- Two years of ongoing support by an experienced, trained NETs mentor
- Individualized, job embedded system of mentoring and support to build a reflective teaching practices based on the candidates professional growth goals and evidence collected on the Individualized Learning Plan (ILP)
How will EUSD NETs Induction help me clear my credential?
The New EUSD Teacher support (NETs) is a two-year California State Commission approved professional teacher induction program designed to provide job-embedded, individualized support and opportunities for eligible first and second-year teacher candidates to complete California state requirements for attaining a clear credential.
The NETs Induction program supports teacher candidate development and growth in the progression by building on the knowledge and skills gained during the preliminary preparation program and supporting teacher candidates with a robust mentoring system that helps each candidate work to meet the California Standards for the Teaching Profession.
Through inquiry-based action research, teachers will develop an Individualized Learning Plan (ILP) that includes professional growth goals and a description of how the candidate will work to meet those goals, defined and measurable outcomes, and planned opportunities to reflect on progress in their practice, as well as modify the ILP as needed.
NETs Induction aligns to the Commission on Teacher Credentialing (CTC) induction guidelines and standards. The professional teaching standards (CSTP) provide the foundational expectations for the NETs two-year teacher induction program beginning in the first full time teaching year. The teacher candidates progress towards mastery of the CSTP during their participation in NETs induction.
Teacher candidates will demonstrate their growth, ability to reflect, and successful execution of in the California Standards for the Teaching Profession (CSTP). Upon successful completion and demonstration, candidates will be recommended for a clear credential.
Program requirements include:
- Possession of a preliminary or Level 1 credential that has Induction as a renewal requirement.
- Current employment in EUSD and work with a core group of students. Induction is a condition of employment for EUSD teacher candidates with preliminary credentials. This support is a valuable part of your continued success.
- Teacher candidates will receive on average of not less than one hour per week of individualized support/mentoring coordinated and/or provided by the NETs mentor.

How does EUSD & EUSD NETs Induction support opportunities for professional growth?
As a California State Commission accredited Induction district, Escondido Union School District (EUSD) will provide Induction to probationary and returning temporary teacher candidates who participated in NETs Induction or received “out of program” support from a NETs mentor during the prior school year. EUSD is also obligated as a district to honor its intern contracts and provide necessary supports. NETs Induction will continue to provide mentoring and support for qualified year 1 & year 2 teacher candidates and interns.
Per the Governor’s Executive Order, EUSD will provide flexibility, resources, and support to teacher candidates with pending credential requirements due to COVID-19 school closure (ie. TPA, RICA, CBEST). NETs Induction mentors have broadened their understanding of the TPA models in California (CalTPA & EdTPA) and use the preliminary credential program Individual Development Plan (IDP) as a tool to inform successful completion of program requirements delayed by the COVID-19 school closures.
EUSD will provide professional development opportunities to ALL EUSD teachers, as well as provide ongoing information and access to resources to support teacher candidates, including those needing to meet Executive Order (EO) and PS-VTW credential requirements.
EUSD NETs teacher candidates are offered a range of professional development choices to support their Individualized Learning Plan (ILP) goals. Additional information and resources will be provided at the orientation.
The Individualized Learning Plan (ILP) addresses the California Standards for the Teaching Profession and provides the road map for candidates’ Induction work during their time in the NETs Induction program along with guidance for the mentor in providing support. The ILP is collaboratively developed at the beginning of NETs Induction by the candidate and the mentor, with input from the principal regarding the candidate’s job assignment, and guidance from the program staff. The ILP must include candidate professional growth goals, a description of how the candidate will work to meet those goals, defined and measurable outcomes for the candidate, and planned opportunities to reflect on progress and modify the ILP as needed. The candidate’s specific teaching assignment provides the appropriate context for the development of the overall ILP; however, the candidate and the mentor may add additional goals based on the candidate’s professional interests.
The NETs program assists the candidate with accessing resources necessary to accomplish the ILP and ensures dedicated time for weekly mentor and candidate interactions, observations of colleagues and peers by the candidate, and other activities contained in the ILP. In addition, the mentoring process supports each candidate’s consistent practice of reflection on the effectiveness of instruction, analysis of student and other outcomes data, and the use of data to further inform the repeated cycle of planning and instruction. Within the ongoing mentoring interactions, the mentor encourages and assists candidates to connect with and become part of the larger professional learning community within the profession.
NETs mentors also supports candidates by:
- Providing “just in time” support for candidates, in accordance with the ILP, along with longer term guidance to promote enduring professional skills
- Facilitation of candidate growth and development through modeling, guided reflection on practice, and feedback on classroom instruction
- Connecting candidates with available resources to support their professional growth and accomplishment of the ILP
- Periodically reviewing the ILP with candidates and making adjustments as needed

The Year In Review - What to Expect
The following outline provides a brief overview of your first year of new teacher induction. Please note that the time frames are approximate. Also, note that we have modified and integrated some of the work based on the feedback of our new teacher candidates. The main purpose of providing this information is to provide a general overview or "roadmap" so that you know what to expect.
Your mentor will be assigned and you can expect to be contacted by a NETs mentor. They are looking forward to meeting and assisting you. Mentors are matched based on credentials. The mentors are talented and highly skilled full released Teachers on Special Assignment (TOSA). We work as a team and oftentimes you will receive support or resources by various mentors based on your goals and needs.

- This day will consist of district training specific to your current placement. If you are new to NETs Induction, one of your choices will include a NETs Introduction meeting with the NETs Leadership team to learn more about your 2-year Induction journey.
- If this is your first year in NETs Induction, we will all be meeting for an introduction to our program. You will learn more about the benefits and requirements of our program. You will receive specific information regarding the development of your Individualized Learning Plan (ILP) and your participation in cycles of inquiry to further your professional growth. This NETs Induction ILP will be connected to your preliminary program Individualized Development Plan (IDP). Your mentor will help you make connections and support your continued growth. You will be informed of your mentor within the first 30 days of enrollment in the program. Your NETs mentor will arrange a time for an informal meeting. Per CTC guidelines, you will be meeting regularly with your NETs mentor for an average of one hour per week. In the meantime, please call or e-mail me with any questions/comments. Our commitment to supporting you begins the first day you are hired.

SEPTEMBER - OCTOBER:
You will develop your NETs Induction Individualized Learning Plan (ILP). The ILP must be designed and implemented solely for the professional growth and development of the participating teacher and not for evaluation for employment purposes. ILP goals will be developed before 60 days of your enrollment in the program. Your mentor will observe you based upon an area of focus you have determined specific to your reflections as you review the California Standards for the Teaching Profession. Professional development opportunities and resources will be offered to support you on your Induction and teaching journey. Your NETs mentor will guide you through your first CYCLE OF INQUIRY (COI), using the Plan-Teach-Reflect-Apply cycle. This cycle will support your professional growth to improve your practice and impact student learning.
NOVEMBER/DECEMBER: You will continue your Individualized Learning Plan and work with your mentor to choose and attend a variety of professional development workshops to best support your professional growth goals and reflections. We offer a professional development choice board to provide a variety of opportunities to best support your growth. Others are specifically planned to support you in planning and implementing the activities that assist you in focusing on district goals. Your NETs mentor will be visiting your classroom often. Professional Learning Networks (PLN) will be once a month to encourage and assist you in connecting with and becoming a part of the larger professional learning community within the profession. You will also be invited to attend optional "collaborative support sessions" throughout the entire year. These sessions provide a quiet place to collaborate with your peers and your NETs mentor as you share ideas for your individualized and job embedded experiences.
DECEMBER/JANUARY: Your NETs mentor will meet with you regularly and guide you through your second CYCLE OF INQUIRY (COI) process in order for this experience to be successful and meaningful for you. You will also have the opportunity to share your reflections with your principal during a "triad" meeting around this time of year. Your principal will support your inquiry work by recommending resources and materials that support your plan.
JANUARY/APRIL: You will continue with the planning and implementation of your ILP and reflections. Your NETs mentor will observe a lesson that relates to your reflections. You will be creating and analyzing student work samples and learning more about formative and summative assessments. You will also continue to have the opportunity to attend various professional development opportunities that have been designed based on your feedback.
IMPORTANT: CTC NETs INDUCTION ACCREDITATION SITE VISIT & INTERVIEWS — April 29 - May 1, 2024
MAY/JUNE: It's Celebration Time! You will complete a final reflection. This reflection takes a look at your progress in relation to the California Standards for the Teaching Profession. You will have an opportunity to share your inquiry project/reflections with various administrators and community members at our end of the year "Colloquium" scheduled for May 29, 2024.
How is competency for the clear credential recommendation determined?
To earn a clear credential recommendation, the NETs Induction program must assess candidate progress towards mastery of the California Standards for the Teaching Profession. The documentation of candidate progress must reflect the learning and professional growth goals indicated within the Individualized Learning Plan and evidence of the candidate’s successful completion of the activities outlined in the ILP.
Prior to recommending a candidate for a Clear Credential, the NETs Induction program must verify that the candidate has satisfactorily completed all program activities and requirements, and that the program has documented the basis on which the recommendation for the clear credential is made. The program sponsor’s verification must be based on a review of observed and documented evidence, collaboratively assembled by the candidate, the mentor and/or other colleagues.
NETs mentors are fully trained to support this process and help candidates demonstrate progress toward their ILP goals and CSTP growth.
What Can You Do Now to Prepare?
You can get a great "jump start" by researching and reviewing the links provided including, the California Standards for the Teaching Profession along with CSTP descriptors,. Much of our work is designed around Aida Walqui's 5 Principals for Scaffolding for Second Language Learners. We will also focus on developing Cultural Proficiency. Our program is based upon the "Plan, Teach, Reflect, and Apply" cycle. You will use this researched-based approach to professional growth throughout your two-year experience...and beyond!

Our New Teacher Colloquium was SWEET!
The Colloquium "How Sweet It is!" theme was a big hit! Our new teachers were treated like the stars they are, as they shared what they learned (from their inquiries and and ILP reflections) to principals, community and board members.
