Because gold pans were inexpanpive and could be easily used by one person.
The Gold Rush's Impnet on California's Landscape
" In 1900 a single farmeer made $800,000 on his wheat crop. That decade the value of the state's agriculture production exceeded the value of it's miners. On January, 7 1845, state court judge Lorenzo Sawyer finnally ruled in favor of farmers, bringing an offical end to hydraulic minning."

It was important for two reasons: because California relized that agriculture was more imporant than minning and it brought an end to hydrulic minning.
