February Break is quick approaching!
Dear HCS Students, Families, Staff and Community Members:
I hope this note finds you well and enjoying February. It has recently felt like spring will be right around the corner... fingers crossed we continue to experience blue skies, sun, and warmer temperatures. It is difficult to imagine that we are well into the third marking period of the 2023-24 school year and already planning for 2024-25! In the spirit of calendar conversations, please be certain to bookmark important dates noted below for upcoming events at HCS.
February Recess
School is closed February 19-23 for February Recess.
School will reopen for all students on Monday, February 26.
2024-25 Budget Development
As I shared in a community communication on February 2, schools across the state are navigating a budget landscape that includes unanticipated and significant reductions in aid for many districts across the state. While the proposed executive aid runs indicate an overall increase across the state, for many schools - including Honeoye - we see elimination of the "save harmless" feature in the foundation aid formula and a CPI data input reflecting ten year average, not current CPI rate. The impact of changes to these two variables in the state aid formula results in significant reduction of approximately $1.2 million in Foundation Aid for Honeoye in the 2024-25 school year if the 2025 New York State Executive Budget is approved in its current state.
We continue to organize around advocacy efforts to communicate around the negative financial impact on school districts under the recently released executive aid proposal. Senator Helming has shared a video message and call to action for constituents to contact Governor Hochul directly about school funding. As inclined to do so, you may support advocacy efforts by reaching out to local politicians and sharing your concern(s) about the executive budget.

Maintaining and enhancing student programming remains a top priority at HCS. We will share more information about the 2024-25 school budget as the budget picture becomes clearer in the weeks ahead. In the meantime, please mark your calendars with these important budget development dates:

2024 Capital Improvement Project
Our facilities set the stage for teaching and learning at HCS. To this end, the District is committed to providing the safest and most comfortable learning environment for our staff and students. As such, the maintenance and preservation of this campus is a vital district priority and a facet of district operations that must be attended to with intentionality around its continuous improvement.
Over the last two+ years, our CIP Facilities Committee has worked with Architect and Educational Planner, Joe Kosoriek, from SWBR to conduct a comprehensive line by line review of our Building Condition Survey (BCS) and to meet with user groups - internal and external stakeholders - to identify the most pressing needs around the reconstruction, renovation, and improvement of the campus.The 2024 CIP proposal addresses the maintenance, upkeep, safety, health & wellness of our facility as outlined below:
- District Wide: Roof, Door and Window Replacement/Repair, Clock & PA System, Emergency & LED Lighting, Chimney Repair, Air Handling Unit Replacement, Ventilation, Sidewalk Repair, Mechanical, Electrical, Plumbing & Technology Repair and/or Replacement
- Elementary: Playground, 4th & 5th Grade Restrooms, Covered Entry, Replacement of Gymnasium Floor & Bleachers
- Secondary: Replacement of Auditorium Dimmer Rack, Covered Entry, Replacement of Gymnasium Floor
- Transportation: Near Term Bus Garage Needs

Information about the CIP proposal - including a meeting recording of the CIP Community Forum held on February 8 - is also available on the district website. Spring Recess
School will be closed March 29 - April 8 for Spring Recess. We will reopen on Tuesday, April 9, 2024.
2024-25 Instructional Calendar
The Board of Education adopted the 2024-25 Instructional Calendar during a Regular Meeting of the Board of Education on February 14. The 2024-25 calendar will be available on the district website soon - accessible via District - Publications, Reports & Resources - Instructional Calendars.
Coming Soon: NYS ELA and Math Testing in Grades 3 - 8
School districts in New York State are required to annually administer tests in English Language Arts (ELA) and Mathematics in Grades 3–8. The Grades 3–8 ELA and Mathematics NYS Testing Program has been designed by the state to measure student proficiency levels against grade-level New York Next Generation Learning Standards (NGLS) in ELA and Mathematics. Student proficiency on these assessments is captured in one of four performance levels:
- NYS Level 4: Students performing at this level excel in standards for their grade. They demonstrate knowledge, skills, and practices embodied by the Learning Standards that are considered more than sufficient for the expectations at this grade.
- NYS Level 3: Students performing at this level are proficient in standards for their grade. They demonstrate knowledge, skills, and practices embodied by the Learning Standards that are considered sufficient for the expectations at this grade.
- NYS Level 2: Students performing at this level are partially proficient in standards for their grade. They demonstrate knowledge, skills, and practices embodied by the Learning Standards that are considered partial but insufficient for the expectations at this grade. Students performing at Level 2 are considered on track to meet current New York high school graduation requirements but are not yet proficient in Learning Standards at this grade.
- NYS Level 1: Students performing at this level are below proficient in standards for their grade. They may demonstrate limited knowledge, skills, and practices embodied by the Learning Standards that are considered insufficient for the expectations at this grade.

Co-Located Mental Health Services
Colocated mental health services provided by the Ontario County Mental Health Center will launch at HCS when we return from February Break. The district has reached a Memorandum of Understanding (agreement) with OCMHC to enter into this partnership and which allows for intensive, therapeutic counseling support to be provided onsite for referred students at HCS. This counseling service will be delivered by a mental health professional employed by Ontario County Mental Health. It is anticipated that our colocated site based mental health services will be available 1 day a week initially. All OCMHC services will be coordinated by the county.
Board of Education Visits to HCS
On Thursday, February 8, the Elementary School faculty and staff welcomed Board of Education members to their building for a visit. These visits create an opportunity for our BOE to see firsthand the incredible teaching and learning happening here AND to see district priority work in practice. Huge shout out and thank you to each of the teachers and support staff who opened up classrooms/special areas for the Third Annual ES BOE Visit. BOE members noted and commented on the following during their visit:
- Notable self direction of our PreK students
- Student independence
- Small group work with teachers and "station rotation" activities
- Teacher support and positivity
- Concept: "Making mistakes is learning forward."

From Coach Stewart, "We went to Nazareth College on Friday night for the Wayne Finger Lakes Division 1 and Division 2 Championships. 26 total schools. The kids did great.”
Danny Gawel broke the school record in the boys' 300-meter dash, beating HIS OWN record of 38.40 with a quick 38.32, placing 3rd overall. He also finished 4th overall in the boy's weight throw with a PR of 48 feet 10 inches.
Alyssa Bailey won the girls' pole vault with her personal best of 7 feet 9 inches. She also ran a PR in the 55-meter hurdles.
Henry Sherman also won the boy's weight throw on his last throw of 50 feet 1 inch. Henry also completed his night, placing in the TOP 8 of both long jump and triple jump!
Record Breaking!
Michael Jordan? Lebron James? Kobe Bryant?….. NOPE it’s our VERY OWN-FRESHMAN Landon Washburn with record breaking status!! One year after obliterating John Marble’s HCS 8th grade scoring record of 130 points in 2013-2014 by scoring 241 points, Landon is at it again. Last night, in the regular season finale at Bradford, Washburn broke Honeoye’s school record for the most points scored during a season by a Freshman. The previous mark was set by Ralph Angelo in the 1987-1988 season when he scored 362 points. After last night’s game Landon Washburn now sits at 369 points on the season with Sectionals still ahead of him. Keep shooting #21! We cannot wait to see what the future holds for you on the court!

COMMUNITY GROUP "OPT IN" TO PARENTSQUARE COMMUNICATIONS
HCS is proud to partner with ParentSquare as a tool for consistent and ongoing communications between the district, schools, students, families, and now - the community at large.
Effective January 2024, community members may "opt in" for inclusion in the ParentSquare HCS Community Group for access to information about school elections/votes, capital improvement projects, special events, and other communications that would benefit community members outside of the district or individual schools.
The ParentSquare Community Group feature offers a self-serve sign-up. Interested community members must simply access the Community Group self-serve sign-up link and complete the registration.

Pre-register for UPK and Kintergarten
If you have a child to enroll in UPK or a new to our school Kindergarten aged child, please notify Kathy Hoertz in the elementary office to pre-register your child for the 2024-2025 school year.
*Important to note: if your child will be 4 years old on or before December 1st, 2024, he/she will be eligible for UPK. If however, they are 5 years old on or before December 1st, he/she will be eligible to enter Kindergarten (and not UPK).Feel free to call the office anytime with questions.

February is a month centered around relationships. This month we are going to focus specifically on how students can build relationships and navigate those relationships with their peers. Socializing and peer interactions make up much of our day in and out of school. It’s important to understand and practice healthy skills involved with navigating both peer interactions and relationships.
In order to build healthy relationships, children need to be able to clearly communicate, actively listen, and seek or provide help when needed. These foundational skills help to teach children how to negotiate through conflict, collaborate, problem solve together and adapt to social situations they may encounter.
Communicating clearly can be challenging as there may be times where we think we are being clear but may make assumptions or don’t check for understanding about the topic we are discussing. Communicating clearly also means being willing to talk about issues that may be challenging or uncomfortable to discuss. It is important to take the time to make sure others understand what you are saying, especially if it is a difficult topic.
Active listening is another key skill in helping to build healthy relationships. This means taking the time to listen to others, without interjecting, and really focusing on hearing them out. It involves checking for understanding and making sure the other person understands exactly what you are saying.
Being able to seek out or provide help allows us to be vulnerable in the moment. It is important to be comfortable to ask for help when it is needed or to recognize when others might need it.
These skills, like all other skills, require ongoing work to maintain them. By working on these skills, it helps students to build, maintain and navigate a variety of social situations students may encounter throughout their day.

LifePrep@Naz 2024 Open House
For Parents/Students - A LifePrep Tour/Open House is scheduled to occur on:
Thursday, February 29, 20024 from 10:00 AM – 12:00 PM
LifePrep@Naz is an innovative program designed to provide students with intellectual and developmental disabilities with a college experience, strengthening their life skills, vocational skills, self-sufficiency, and independence. Created through the collaborative relationship among Nazareth, Victor Central School District, and The Arc of Monroe, the LifePrep@Naz program thrives on the passion and commitment of everyone involved.
Information sessions begin in the Shults Forum Community Center. Parking
is available in front and to the right side of the building. Enter through the
awning at the right side of the building and proceed to the ground level.
Also, please be aware that we are unable to honor requests for individual
information sessions, in order to minimally disrupt the educational setting for
our students.

Wayne Finger Lakes BOCES hosting monthly ACCES-VR lunchtime series, where we bring together dynamic speakers and talented youth from a wide range of career clusters. This is a fantastic opportunity to gain insights into various professions and engage the next generation of leaders.
The series aims to inspire, educate, and connect individuals with disabilities across different career paths. Each session will feature speakers who are employed in their respective fields, along with talented young individuals who are already working in the field.

2024 Happenings at HCS: See below for some highlights of initiatives that are new this calendar year, or slated to continue!
- Ontario County Mental Health: We could not be more proud and excited to host a co-located satellite clinic of Ontario County Mental Health on HCS Campus! While our school’s mental health team works tirelessly to support our students, there are some mental health needs that extend beyond the continuum of care that we can provide in a school. We are so excited to welcome OCMH on a weekly basis to be able to provide more intensive mental health interventions for our students.
Mosaic Health, School-Based Dental: Last year, HCS launched our partnership with Mosaic Health, offering dental screenings and cleanings to students. Mosaic will be back in the building this month to complete fluoride varnish treatments for registered students ages 6 and under. Stay tuned for more info on Mosaic’s next clinic dates for screening and cleanings!
Teen Mental Health First Aid- HCS is proud to have integrated Teen Mental Health first Aid, a six week course that teaches students to identify and respond to mental health and substance use challenges in their peers, into our High School Health Class. Our Spring cycle of tMHFA will start the week after break and continue through mid-April.
Primary Project- HCS is in the final week of our first cycle of Primary Project. While we have not yet collected all data, preliminary results show promising gains in students’ task orientation, behavior control, assertiveness, and peer social skills! Our next cycle is slated to start following Winter Break.
Counslr: HCS is proud to offer Counslr, a text-based mental health support platform, for all students ages 13 and up. While this is not a replacement for traditional therapy, it is a great opportunity for students to connect with supportive mental health providers outside of the school day. Spring is Coming- Formal Wear Resources to Keep in Mind:
It is already time to start thinking about occasions that might require formal wear, like Prom, Dances, and Graduation! Our community is filled with resources to help meet this need- see below for some options!
Seeds of Love Clothing Closet: Located at St. Mary’s Church, the St. Mary’s clothing closet has a variety of clothes for all ages in varying sizes. Check them out on Fridays and Saturdays from 10-12:00pm for winter gear during these chilly months!
Enchanted Evenings: Anyone attending an end of year prom/ball is welcome to attend Enchanted Evenings, located at Victor Community Clothing Closet (102 E. Main St, Victor), on March 16th from 10:00-2:00. See the attached flyer for more details, and contact information.
Once Upon a Dress: Located in the District Office Building of Livonia Central School, Once Upon a Dress is open to those in surrounding communities, as well! They have a variety of dresses for all occasions that can be selected by appointment. See the attached flyer for contact information!
Fairy Godmothers of Rochester Prom Fair: Juniors and Seniors demonstrating financial need are eligible to purchase dresses for $5 from the Fairy Godmothers Prom Fair, located at Marketplace Mall. The Prom Fair is scheduled for Every Saturday in March from 10:00-3:00, and every Wednesday in March from 4;00-7:00. See attached flyer for more details!

From the Primary Project Playroom- Ms.Tammy Hastings
We are headed to our final few sessions of Primary Project, which makes me both sad and excited. Sad because the one-on-one time with your child is coming to an end. Excited because I hope your child will carry with them the sense of friendship that I tried hard to create with them. All of your children have hopefully learned that Ms. Tammy is another adult here at Honeoye that truly cares about them and their thoughts and feelings.
Since establishing our schedules, and as each child became familiar with the toys and opportunities within the Playroom; each child comes in here and knows what he or she is going to play with. Everyday the play changes and keeps things exciting and fun. Time is never boring here in the Playroom!
It has been a great joy to see your children in the lunchroom when I help to monitor the lunches. It’s even better when your children see me in the hall and grab my hand to hold, or give me a hug. Knowing that they can come to me for problems big and small or to just share a funny story with me, is a great honor.
They have no obligations other than to play and use their imaginations here in the Playroom and I hope that you can see the benefits of this play at home. Please remember that, the load of laundry can wait, the floor can be mopped in an hour, and the dust that was there 5 minutes ago can wait another 5. Interacting with our children is an incredibly important part of our lives, and what better way to do that than to play.
So remember, find the time, whether you play with cotton balls or string, or something more sophisticated like Legos or Matchbox cars NOTHING beats physical playing, where you need to use your hands and creativity.
Thank you for allowing your children to come to the Playroom, it has been a great joy. Now, GO PLAY!

I can’t believe how warm it is! There are two subjects that this month covers. First, February is Teen Dating Violence Awareness Month. It is important for students and families to know the signs in order to recognize and prevent teen dating violence in relationships. I have posted a resource for parents below.
Secondly, Random Acts of Kindness Day on February 17th! It is a day to encourage individuals to be kind and do kind things for each other. Showing kindness is easy! For more details, see https://www.randomactsofkindness.org/ for ways to show kindness at school and at home. Z

In February we were able to take a deep dive into student performance data. At the middle school teachers were able to compare the I-Ready diagnostic given in the fall to the diagnostic in January. These reports break down growth by domain, and grade level. At the high school level midterms were used to assess student performance. This has allowed teachers to identify students who are eligible to exit AIS, or who may need AIS which is a tier 2 intervention. Data driven instruction gives each student what they need. I am proud of all the hard work put in by students and teachers at HCS. Proud to be a Bulldog!
I have included what supports are included in each tier below.
Tier 1 (Universal Support): This level involves high-quality instruction and support that is provided to all students in the general education setting. It aims to meet the needs of the majority of students.
Tier 2 (Targeted Support): Students who require additional support beyond what is provided in Tier 1 receive targeted interventions. These interventions are more specific to the student's needs and are typically delivered in small groups.
Tier 3 (Intensive Support): Students who continue to struggle, even with Tier 2 interventions, receive more intensive and individualized support at this level. This may involve more specialized interventions and close monitoring of progress.
ViewSonic ViewBoards
Thanks to the ARP/CRSSA stimulus funding, the district has been able to invest in 39 additional ViewSonic boards to enhance the interactive learning experience for both educators and students. At the conclusion of this installation process, it is anticipated that all classrooms will be equipped with ViewBoards.
Gemini French & Spanish Projects
All students taking Gemini French and Spanish are required to complete a synthesis project at the end of the semester. These projects cannot be traditional digital presentations (PowerPoints) or posters and they must contain elements of creativity. Students in these courses explored a variety of new-to-them technology tools and created some amazing and original presentations in the form of digital books, interactive images and timelines, animation and audio, and more!
SmartStart Grant
Wayne Finger Lakes BOCES is partnering with the University of Rochester as a part of the Smart Start Grant. This grant is designed to support any teacher that teaches students in grades K-8 with the integration of the Computer Science and Digital Fluency Standards, the engineering design process, and the cross cutting concepts from the NYS Science Standards into their instruction. The grant allows teachers to work with mentors from the University of Rochester to learn about and integrate these standards into their everyday instruction. We are excited to see what these teachers will bring back to HCS!

I subscribe to several newsletters and blogs, and I just received my email update from Gretchen Rubin, “5 Things Making Me Happy”. Both taking online quizzes and reading make me happy, so I took the quick quiz, “What Type of Reader are You?”.
I haven’t thought much about different types of readers, but I like this idea. My nephew reads car repair manuals, and listens to fiction audiobooks. My husband reads travel blogs and listens to historical nonfiction, but rarely considers my book recommendations. As adult readers, we have so many different interests, purposes for reading, modes of reading. We might talk about the topics we read, but rarely discuss the book itself, or we might talk to friends about favorite authors and writing styles, sharing recommendations.
Whatever your Reading Type, I hope you can find a great story to love this month, a new print or audio book, and a friend to discuss it with!

Congratulations to our fine all county, ALL STAR musicians for doing such a nice job representing Honeoye at their respective festivals. The junior/senior high festival took place at Red Jacket January 26 and 27; while the elementary festival was held at Victor February 2 and 3.

Honeoye is excited to announce that we are hosting renown music educator Dr. Peter Boonshaft for a day of professional learning with music educators from across the area on Friday, March 15! Dr. Boonshaft has been invited to speak and conduct in every state in the nation and around the world. Honored by the National Association for Music Education and Music For All as the first recipient of the “George M. Parks Award for Leadership in Music Education," Dr. Boonshaft is Director of Education for Jupiter Band Instruments. He is the author of the critically acclaimed best-selling books Teaching Music with Passion, Teaching Music with Purpose, and Teaching Music with Promise. He is also professor emeritus of music at Hofstra University.
This is a busy time of year in our music department. Students are hard at work rehearsing and practicing new units of study in all ensembles that culminate in state solo festivals, large ensemble group assessments, and concerts that take place later this spring. Here are some pictures of our wonderful students in action!
French Class News ~ Submitted by Penny Hensler
French classes had the opportunity to meet with our sister school in Saint Louis, Senegal. Students asked questions about what meals are like in Senegal. They learned about local café - served in the streets - black with sugar and breakfast sandwiches with bread, tuna and hard boiled eggs- “pain thon”. The Senegal students talked about the different fruits and juices they have like le Ditakh and le bissap. Honeoye students shared their favorite foods and the students from Senegal shared pictures of some of their foods including Thieboudienne. Honeoye students thought their foods looked delicious and wanted to try some. We are very lucky to be a part of this virtual exchange.
Mardi Gras ~ Submitted by Penny Hensler
French students had the opportunity to celebrate Mardi Gras. Students learned how Mardi Gras is celebrated in many French speaking countries throughout the world. They thought it was interesting that in Dunkerque, France, the Mayor throws out plastic smoked herring to the crowds. In Belgium, the Gilles are the heroes of the festival and in New Orleans they throw beads, small bags, frisbees,cups and small tokens that light up to parade spectators. We heard first hand from our very own Aspen about her recent trip to New Orleans. Her enthusiasm made us want to travel there. We got to wear fun hats and Mardi Gras beads. As they say in New Orleans -Laissez les bons temps rouler or let the good times roll.

High School Youth 2 Youth/Interact Club along with the National Honor Society
High School Youth 2 Youth/Interact Club along with the National Honor Society collected blankets and winter clothing in January. Students packaged up the donations and prepared everything for delivery. Thanks to the Honeoye Community, we were able to donate blankets, socks, hats, mittens and scarves to Community Place. We were also able to donate winter clothing including snow pants and jackets along with kids’, mens’ and women’s clothing to St. Mary’s Closet. It was quite amazing to see all of the donations. We were reminded once again of how generous Honeoye families are.

Ski Club
The MS/HS Ski/Snowboard Club meets for 6 weeks during the months of January and February. Students take a bus to and from Bristol Mountain to enjoy what we have right in our backyard. Students of all experience levels are welcome. Rentals and lessons are available for students. This is a great club to enjoy the long winter months and stay active.

- At the end of each sports season, the NYSPHSAA honors those teams and individuals who excel in the classroom. Those student-athletes, teams, and schools work very hard throughout the year and deserve to be recognized for their academic success.
- To receive Scholar-Athlete team recognition with a certificate, the team’s average GPA for 75% of the roster must be greater than or equal to 90.00.

More Shout-Outs & Record-Breaking Results
Michael Jordan? Lebron James? Kobe Bryant?….. NOPE it’s our VERY OWN-FRESHMAN Landon Washburn with record breaking status!! One year after obliterating John Marble’s HCS 8th grade scoring record of 130 points in 2013-2014 by scoring 241 points, Landon is at it again. Last night, in the regular season finale at Bradford, Washburn broke Honeoye’s school record for the most points scored during a season by a Freshman. The previous mark was set by Ralph Angelo in the 1987-1988 season when he scored 362 points. After last night’s game Landon Washburn now sits at 369 points on the season with Sectionals still ahead of him. Keep shooting #21! We cannot wait to see what the future holds for you on the court!
Congratulations to the HCS Cheerleaders who earned 2nd PLACE today at leagues! Only .3 points away from first!! Great job, ladies!! Next up, sectionals!!!
Indoor Track & Field competed on Friday, February 9th @ Nazareth College for the Wayne Finger Lakes Division 1 and Division 2 Championships. 26 total schools. Here are some highlights!
- Danny Gawel broke the school record in the boys' 300-meter dash, beating his own record of 38.40 with a quick 38.32, placing 3rd overall. He also finished 4th overall in the boys' weight throw with a PR of 48 feet 10 inches.
- Alyssa Bailey won the girls' Pole Vault with her personal best of 7 feet 9 inches. She also ran a PR in the 55-meter hurdles.
- Henry Sherman also won the boy's weight throw on his last throw of 50 feet 1 inch. Henry also completed his night by placing in the Top 8 of the long and triple jumps.
SENIOR ATHLETES
We have celebrated 12 of our 13 seniors. Miss Mollie Asquino will be honored at the Indoor Track End-of-Season Banquet in the upcoming weeks!
Congratulations to our SENIOR ATHLETES (Evan, Billy, Riley, Rae, Grace, Joey, Sara, Leah, Ava, Lindsay, Ashley, Morgan, and Mollie) and two FOREIGN EXCHANGE STUDENTS (Fuse and Alejandra)! The HCS athletics department wishes them the best of luck in all of their future endeavors and thanks them for representing HCS on the courts, mats, alleys, and tracks!

New in 2023-24: NYSPHSAA Spectator Expectations
NYSPHSAA Spectator Expectations
The New York State High School Athletics Association developed and will require that all school districts implement and enforce Sportsmanship Standards, effective Fall 2023.
NYSPHSAA Expectation Statement: Officials, just like student athletes and coaches, are critical to interscholastic sports programs. Without officials, NYSPHSAA and its member schools would not be able to provide interscholastic sports in the manner that is desired and expected by student athletes, coaches, and parents. In addition to abiding by the HCS Code of Conduct, spectators are expected to “Be Loud, Be Proud, and Be Positive.” Negative comments and inappropriate behaviors by spectators are required to be addressed by all and any school supervisors and administrators, as a member of NYSPHSAA in the following non-sequential order depending on the comments or behavior:
First warning – Directing the spectator or group of spectators to refrain from any negative comments or actions.
Second warning – A personal discussion with the spectators or group of spectators on the above NYSPHSAA expectations and reminding the spectators or group of spectators of the next step - removal of the game or event - will be utilized if the behavior continues.
Removal from the contest – The spectator or group of spectators will be directed to leave the facility for the remainder of the game or event.
If spectators or group of spectators refuse to leave the game or event, play will be stopped until they vacate the premise.
Penalty for being removed from a game or event: Any spectator removed from a game or event will have a minimum penalty of completing the NFHS Parent Credential course or a one game suspension before they are allowed to attend any interscholastic event, home or away.
Once the course is completed the spectator will provide a certificate of completion to the athletic department office.
Schools are required to communicate with the offending spectator on the NYSPHSAA Sportsmanship Spectator Expectations.
Spectators may be prohibited from attending current and future interscholastic contests based on their behavior. (Oct. 2022)
Depending on the severity of the behavior/comments or future disqualifications by the offending spectator NYSPHSAA and the Section may get directly involved in the situation. (May 2023)

BUDGET SEASON UPDATES
In mid-January, 2024, NY State Governor Kathy Hochul and the NY State DOB released School Aid Runs as part of her 2024-2025 Executive Budget Proposal. In her Executive Budget, the Governor included a proposal to eliminate the “Save Harmless” caveat to the NYS Foundation Aid Formula. Under this proposal, HCS would stand to lose $1,204,162 (19.39%) in Foundation Aid, with an additional $1,204,162 to be cut over subsequent years. While it is possible that the NY State Legislature could restore some of this reduced aid, this wrinkle will make this year’s budgeting process incredibly challenging.
In February, the Business Office calculates and submits the District’s 2024-2025 anticipated Tax Levy Limit, which, along with the NYS School Aid projections in the Executive Budget, will set the parameters for building the revenue-side of the 24-25 Budget. Work will continue on the expense side of the 2024-2025 budget throughout the month of February.
The budget development process continues into March with two Budget Workshops, where community members can review and ask questions regarding the first draft of the expense side of the 2024-2025 budget. Don’t wait until the BOE Budget Adoption on April 10th or the Budget Hearing on May 8th to learn about the 2024-2025 HCS School Budget, the Budget Workshops on March 6th and 20th are the opportunity provided for community input on next year’s budget. HCS OPERATIONAL DEPARTMENT LEADER ACCOMPLISHMENTS
Congratulations and appreciation go out to Cook Manager Amiee Levesque, Transportation Coordinator Ray Thomas and Facilities Director Mike Kestler as they have each recently completed professional development and/or achieved certification in job-related skills.
In January, Amiee Levesque attended Food Service Director training offered by NYSED and NYS Child Nutrition. That training cemented Amiee in her role as district liaison to the NYS Child Nutrition Office for all matters related to our Food Service Program.
Also in January, Ray Thomas officially completed his 19-A Certification by passing the on-road driver examination component of his program. With 19-A Certification under his belt, Mr. Thomas can now train and test all of our School Bus Drivers in-house. This is a great achievement for Ray and it greatly benefits our Transportation Department.
Facilities Director Mike Kestler has already attended one NYS Facilities Director Management Training Conference and is scheduled to attend another one late. winter/early spring. These state-wide professional development sessions are providing Mr. Kestler with valuable networking opportunities, additional understanding of NY State regulations and for Public School Facility Directors, and best-practice PD in regards to staff development and evaluation.
In all three cases, our Operational Department Leaders are receiving valuable training/ certification and are bringing “value-added” leadership back to the district and to their departments. Congratulations and kudos to Ray, Mike and Amiee!

Intersection of Code of Conduct, DASA and Title IX
HCS Code of Conduct:
- Per SED, the Board of Education of every school district within New York State is required to adopt and amend, as appropriate, a Code of Conduct for the maintenance of order on school property, including a school function, which shall govern the conduct of students, teachers and other school personnel as well as visitors and shall provide for the enforcement thereof.
- Any and all student misconduct may be investigated and enforced under the district’s Code of Conduct. Investigation and enforcement of Code of Conduct violations is the responsibility of building level administration, and may be supported by a Dean of Students and/or other support staff.
- During the Spring of 2022, the HCS administration team invested dedicated time engaging in professional learning specific to student discipline for “higher level” offenses and calibrating responses to such. The Code of Conduct articulates the range of progressive dispositions for offenses, and we are striving for consistency in its application.
- The DASA legislation is intended to provide students with a safe and supportive environment free from discrimination, intimidation, taunting, harassment, and bullying on school property, a school bus and/or at a school function. Please review the above link for more information on DASA.
- Protected classes in the DASA legislation include: race, color, weight, national origin, ethnic group, religion, religious practice, disability, sexual orientation, gender, and sex.
- Behaviors outlined in DASA are also identified as prohibited student conduct within the HCS Code of Conduct (Section VIII, E4, E5 & E7). As such, any such misconduct may be investigated and enforced under the district’s Code of Conduct.
- Please report any DASA concerns as outlined below:
- Contact your building level administrator. Both Mrs. Pfluke and Mr. Schneckenburger welcome and encourage direct and open lines of communication with students and families.
- Tell a trusted adult, such as any member of the mental health staff or a teacher. School personnel are required to notify an administrator in the event of such a report.
- Complete the HCS Incident Reporting Form. Building principals actively monitor this tool for reports of peer conflict, misconduct, bullying, and/or harassment.
- District appointed DASA Coordinators conduct DASA investigations. Our HCS DASA Coordinators include the following staff members:
- Nate Schneckenburger, Secondary Principal
- Natalie Pfluke, Elementary Principal
- While the DASA Coordinator may conduct the investigation, our building level administrators are responsible for disposition of any "founded" DASA complaint.
- Title IX is a federal law which prohibits discrimination on the basis of sex and provides, “No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.” Please review the above link for more information.
- In August 2020, the U.S. Department of Education adopted new regulations to revise the definition of sexual harassment prohibited under Title IX, and also created new procedures for investigating allegations of sexual harassment covered by Title IX.
- Behaviors outlined in Title IX are also identified as prohibited student conduct within the HCS Code of Conduct (Section VIII, E6). As such, any such misconduct may be investigated and enforced under the district’s Code of Conduct.
- Please note, however, in the event of a report of sexual harassment, the family of a student victim will be contacted by a district appointed Title IX Coordinator to discuss investigation options, time parameters for a formal Title IX investigation, and other considerations (such as confidentiality) of such an investigation.
- In the event a Title IX complaint is filed, the family of the alleged offender will also be contacted by district appointed Title IX Coordinator to discuss the investigation, time parameters and other considerations.
- Our HCS Title IX Coordinators include:
- Natalie Pfluke, Elementary Principal
- Nathan Schneckenburger, Secondary Principal
- Questions about Title IX information may be directed to the individuals named above or to titleixcoordinator@honeoye.org.
- Title IX concerns should be reported as previously outlined above (and reinforced here):

Behavior Intervention Team (BIT)
- In 2022-23, the Honeoye Central School District developed and launched a Behavior Intervention Team (BIT). Our BIT concept is modeled after the CIT (Crisis Intervention Team) approach utilized by law enforcement to best identify potentially violent individuals and to develop targeted, intensive supports.
- We are grateful that our team will consist of select representatives from various Ontario County agencies - Sheriff’s Department, OC Mental Health, FLACRA, DSS PINS Division, SPOA, and Lakeview Health
- The Honeoye BIT will act as an organized team to discuss Threat Cases (TC), where there has been a determination that there is an articulable and significant threat to the health or safety of a student or other individuals with a nexus to the school community.
- The Honeoye BIT will utilize the expertise of this team for the development of balanced intervention and case management strategies for threat cases presented to the team.
- In compliance with 34 CFR § 99.7 (a) (3) (iii) Annual Notification Requirements, this communication shall serve as notification to parents/guardians of students currently in attendance, or eligible students currently in attendance, that the district has a policy of disclosing education records under 34 CFR § 99.31(a)(1) to BIT members from outside agencies, where necessary and determined appropriate by the District.
- Disclosure of confidential information lawfully shared in-furtherance of the Honeoye BIT mission for purposes other than advancing school-safety or caretaking of the subject of the threat case is strictly prohibited.
- The BIT team shall meet on a monthly basis and be available for emergency BIT callouts.
Go Guardian and Beacon Alerts
To support student safety and encourage scholarly behaviors when using devices, the Honeoye Central School District incorporated online services provided by GoGuardian a number of years ago. It may be helpful to know that over 10,000 other schools use GoGuardian to protect 5.5 million students across the world, and the Global Educator Institute has endorsed the GoGuardian Teacher product.
How are we using GoGuardian?
- HCS has chosen GoGuardian Beacon and GoGuardian Teacher services to:
- Help protect students against harmful and inappropriate online material
- Help students stay “scholarly” and more focused when learning online
- Help assess students’ progress towards class assignments
When and how does GoGuardian operate?
- GoGuardian’s web-based services operate on our school’s managed G Suite for Education Chrome accounts (i.e. when a student is logged into Chrome or a Chromebook with his/her school email address).
- GoGuardian Teacher enables teachers to use GoGuardian Teacher with students in their classes only during school hours from Monday through Friday.
- GoGuardian Beacon enables the district to monitor student usage 24/7. When Beacon detects that a student is browsing content related to Self-Harm or Suicide, a notification will be sent to users in order of the Escalation List up to five times or until an action is taken on the alert card. Disclaimer: Regardless of school monitoring specific to reference of self harm, it is simply not possible to catch all activity. Parents maintain responsibility to supervise their children’s use of devices.
What are the school’s responsibilities?
- HCS selected GoGuardian services to help our students stay safer and more scholarly online. We will work with students during class time to help teach them digital responsibility and safety. Additionally, we will train teachers about how to operate GoGuardian and about our policies and procedures to help protect student privacy.
What are my parental/guardian and child’s responsibilities?
- We ask that students uses their school-managed Google accounts and school-managed devices for educational purposes within the boundaries of the HCS Acceptable Use Policy and Agreement.
- When a student is off campus, parents are responsible for supervising internet access and usage. We encourage you to discuss rules for appropriate internet usage with your child, and to reinforce lessons of digital citizenship and safety with him or her. We also highly encourage you to report any potential cyberbullying or other sensitive issues to us.
How does GoGuardian help protect my child’s privacy?
- To help your child remain scholarly and safe online, GoGuardian collects certain personally identifiable information about your child.
- GoGuardian has consulted with privacy experts, participates in privacy organizations, is a proud signatory of the Student Privacy Pledge, and has been awarded certifications by iKeepSafe for complying with both the Family Education Rights and Privacy Act and California student privacy laws.
