From School Administration
Tomorrow marks the end of the second quarter, which means we are half way through the year. Beginning on Monday, January 29th and continuing through the month of February, Lisbon Elementary School will administer the mid-year MAP assessments in Grade 1-5. This assessment will let you know how much your child has learned since the beginning of the year when they took the initial MAP assessment. Please make sure your child knows that they should take the assessment seriously. This test and their report card will be your indication of how their year is going.
Winter MAP Testing Schedule:

Report Cards will be issued on Monday, February 5th, please look for your child’s report card on this date. School will close 3 hrs. early tomorrow, Friday, January 26th so teachers may work on report cards.
Just a reminder that the county has already closed school on two days this year for inclement weather. The Board of Education has decided to create a make-up plan once the bulk of winter weather has passed. If you live in the area, you know that February and March can be heavy inclement weather months. Right now, the possible days to be used would include June 15, May 18, and three Spring Vacation Days April 4, 5, and 6. Please understand that two or all of these days can be school days. Please plan accordingly. Once the Board of Education makes a decision then we will inform our families. President’s Day February 19th will NOT be a school day.
Thank you for your support during the different schedules needed to respond to inclement weather events! So far, we have had two snow days, two early closings and two delayed openings.
A very special THANK YOU to our custodial crew, who work really hard to clear the school grounds of snow and ice, this is often done on the time when school is closed. Thank you, Dottie & Maxine!
EMERGENCY AND WEATHER RELATED SCHOOL CLOSING DETAILS:
If it is necessary for the superintendent to close or delay the start of schools due to inclement weather or other emergencies, parents may obtain information from the sources listed above.
If schools are closed, or closed early due to weather conditions, all after-school and evening activities, both school and non-school, scheduled in school facilities are canceled.
If schools are closed, or closed early due to weather conditions, all evening activities in schools, both school-sponsored and community-sponsored, are canceled. This includes high school athletic practices and games. All aftercare programs, sponsored by the Columbia Association and the Department of Recreation & Parks in Howard County public schools, are canceled.
Please do not call your child’s school or the central office during emergencies or adverse weather conditions, to keep phone lines remain free for urgent calls. Please sign up to receive text messages.
HOW TO RECEIVE TEXT MESSAGES:
To comply with wireless carrier requirements, parents/guardians and community members must opt into receiving HCPSS text message alerts. Standard data fees and text messaging rates may apply based on your mobile plan. If you are unsure if you have already opted in, text the word “YES” to 67587 from the cell phone number on file in HCPSS Connect.

Kindergarten & New First Grade Registration Starts March 5
Kindergarten registration begins Monday, March 5 through Friday, March 9 at
Lisbon Elementary School. Children who will be five as of September 1, 2018, must enroll in Kindergarten for the 2018-2019 school year.
Registration will take place from 9:00 a.m. to 2:00 p.m. daily. There will be one
Evening Registration available on Wednesday, March 7 from 3:30 p.m. to 7:30 p.m. No appointment is necessary.
You will need to bring the following documents:
- Birth certificate, birth registration or passport.
- Current immunization record - must be a print out from the pediatrician and signed.
- Deed or lease to your home
- Current utility bill
- Photo ID of parent/guardian registering the student

Spring 2018 Box Tops Drive!!
Please send your Box Tops to school between now and Friday, February 23rd so we can get them counted and submitted. There are now two ways to submit!
1) If your child enjoys participating in this fundraiser, cut them out and glue (no tape please) them onto the submission flyers OR simply bundle them in sandwich bags in groups of 50 (or label if less, ex. “42”). Write your child's name and grade on each bag for the contest.

Howard County Car Seat Assistance Program (CSAP)
The Howard County Health Department manages the local CSAP chapter in partnership with the Maryland Kids in Safety Seats (KISS) Program and the Howard County Safe Kids Coalition. The goal of Howard County CSAP is to provide a new, low-cost car seat to families who are eligible and to provide instruction on car seat safety and proper installation. Availability of car seats is limited. All recipients must qualify for low-income status as determined by the following Howard County CSAP Eligibility Guidelines:
1. Proof of Howard County residency (photo ID, etc.)
2. Income eligibility as documented by one (1) of the following:
- Maryland Children’s Health Program/Medical Assistance/Medicaid card
- WIC recipient
- Supplemental Social Security Income (SSI) recipient
- Recipient of Temporary Cash Assistance/Food stamps/Unemployment Benefits
Howard County CSAP Fees:
Howard County CSAP will charge a $35 fee per new convertible car seat. Payment is exact change, cash only. All fees that are collected will be used towards the purchase of new car seats to sustain the program over time.
Requirements of a Howard County CSAP Recipient:
1. Provide documentation of income eligibility and agency referral according to CSAP Eligibility Guidelines (see above).
2. Complete all CSAP paperwork & submit $35 fee (cash only) at the time of the appointment.
3. Receive basic car seat information/education as delivered by the CSAP Coordinator (the average appointment takes 30-45 minutes).
Availability is by appointment only on the 2nd & 4th Thursday mornings of each month. Walk-ins cannot be accepted. Program materials are available in English and Spanish. When making a referral, please note if the family is non-English speaking.

Howard County Cribs for Kids Program
The Howard County Health Department manages the local Cribs for Kids® chapter with support from the national Cribs for Kids® organization and the Howard County Office of Children and Families. The program provides eligible families with a new portable crib for their baby along with important education about safe sleep. RESOURCES ARE LIMITED. The program is intended to be used by low-income families that cannot otherwise afford a safe place for their babies to sleep.
Recipients must meet the following Howard County Cribs for Kids® Eligibility Guidelines:
1. Proof of residency in Howard County (Photo ID, etc.)
2. Income eligibility as documented by at least one (1) of the following;
- Maryland Children’s Health Program/Medical Assistance/Medicaid card
- WIC recipient in Howard County
- Supplemental Social Security Income (SSI) recipient
- Recipient of Temporary Cash Assistance/Food stamps/Unemployment Benefits
4. Recipient must be pregnant or have an infant less than one year of age.
All Howard County Cribs for Kids® recipients must agree to the following:
1. Recipients must provide proof of residency and income eligibility as requested (see above).
2. Complete all required Cribs for Kids® paperwork at the time of the appointment.
3. Receive safe sleep education as delivered by the Safe Sleep Trainer. The average appointment lasts 30-45 minutes.
4. Limit one (1) crib per child/household with the exception of multiples (twins, etc.).
Availability is by appointment only on the 1st & 3rd Thursday mornings of the month. Walk-ins cannot be accepted. Please note that families are responsible for the transport of the portable crib unit to their home—home delivery is not provided. Program materials are available in English and Spanish. When making a referral, please note if the family is non-English speaking.

Emergency And Weather-related School Closing Details
If it is necessary for the superintendent to close or delay the start of schools due to inclement weather or other emergencies, parents may obtain information from the sources listed above.
If Howard County public schools open one or two hours late, there is no half-day prekindergarten/RECC. If schools are closed, or closed early due to weather conditions, all after-school and evening activities, both school and non-school, scheduled in school facilities are canceled.
On weekends and holidays, if the Howard County Snow Emergency Plan is in effect by 7 a.m., activities already in progress may be completed but any activity scheduled to begin after that time is canceled.
During times of emergency or adverse weather conditions, we request that you do not call your child’s school or the central office as it is important to keep phone lines free for emergency calls.
Early Dismissals For Inclement Weather
If inclement weather conditions develop during the school day, the Director of Transportation follows the procedures used to determine late openings or school closures. Generally, a decision to close schools early is made no later than 10:30 a.m. In deciding whether or not to close schools early, the Superintendent will consult with the Director of Transportation, the Deputy Superintendent, the Director of Operations, the Community Services Specialist, the Coordinator of Athletics, the Director of Public Relations, and other staff members as appropriate.
School Sponsored and Community Sponsored After-School and Evening Activities
- If schools are dismissed early for inclement weather, all after-school and evening activities in schools—both school sponsored and community sponsored—are cancelled.
High School Athletics
- If schools are dismissed early due to inclement weather, all high school athletic practices and games are cancelled.
Snow Tubing
2018 LISBON PTA SNOW TUBING TRIP
Date: Friday February 16, 2018
Time: 12:00 P.M. – 6:00 P.M.
Location: Whitetail Ski Resort in Mercersburg, PA
Transportation provided by A.B.C. Transportation
Cost: $35 per tuber (non-tubers may ride for $10)
• Tubers younger than 5 may tube on peewee hill (tickets $8.00 purchased separately at snow tubing lodge upon arrival.)
• All tubers younger than 18 must be accompanied on the trip by an adult - please provide name & contact info below
• Snack assignments by last name – A-D Paper Goods, E-L Drinks, M-Z Snacks (no peanut products!)
General Timeline:
11:45 – Meet at Lisbon parking lot to sign release forms and load buses
12:00 – Depart Lisbon for Whitetail Ski Resort
1:30 – Arrive at Whitetail Ski Resort Snow Tubing Lodge - please bring snack items in to lodge (lockers are available to store valuables, other things can be left on buses)
2:00 – Unlimited snow tubing for two hours
4:00 – Snacks and drinks in the snow tubing lodge
4:30 – Depart Whitetail on buses
6:00 – Arrive back at Lisbon Elementary School
This is easy and very fun!!! Anyone can do it, and there is no reason to be frightened or
concerned. Please sign up for a snack item (no peanut products) or drink to bring along for the after tubing feast. Please complete the permission slip below and send back to school with your child in an envelope marked “SNOW TUBING”.
NO EATING IS PERMITTED ON THE BUSES! PLEASE HAVE LUNCH BEFORE
BOARDING AND ALL SNACKING AFTER TUBING MUST OCCUR AT THE LODGE.
