The Bel Air name has gone through several changes in the years since 1780. Aquilla Scott who had taken overland referred to as "Scott's Improvement Enlarged," planned Bel Air on a section that he named "Scott's Old Fields." The town was established four years later. the town had grown in size due to local politicians, merchants, and innkeepers purchasing lots from Scott, and county commissioners voted to change its name to the more attractive "Belle Aire." In his deeds Scott did not write a letter, changing the town's name to, "Bell Aire." In 1798, the court records added two more letters which are when "Bel-Air" was born. During this time, Bel Air began to increase in importance. In 1782, only two years following its creation the town became Harford's county seat, and Daniel Scott (Aquilla's son) started building a courthouse on Main Street. Although the town's limits in the late 18th century encompassed nothing more than the 2 sides of Main Street, the days after the Civil War saw a building and land-development boom that is active to this day.
Bel-Air was part of the land grant given by Daniel Scott in 1731. In the month of March 1782 "Belle Aire" was declared as the county seat for Harford County. Then, at the beginning of the century"e" became the county seat "e" was removed, and"l," the "l", as well as the "e", were replaced in the following years. The town's incorporation began in 1874. The town was initially comprised of 42 acres on Main Street centering on the Court House and the county jail and sheriff's office. As time passed it grew to about 200 residents by 1865. The advent of the industry of canning, along with the Ma & Pa railroad and related financial businesses accelerated the growth after the Civil War. Even though the town went through periods of rapid growth followed by slow growth for the subsequent century, BelAir's place as the center of government and commerce was expanding.
