Framing Our Future Facilities

At the August 8, 2022 meeting, the School Board approved two official initial resolutions, which will add two questions to the November 8, 2022 ballot. Here is the official ballot language for each question.
Question 1
"Shall the School District of Jefferson, Jefferson County, Wisconsin be authorized to issue pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $34,000,000 for the public purpose of paying the cost of a school facility improvement project consisting of: district-wide safety, security, building systems, infrastructure and site improvements; renovations at East, Sullivan, and West Elementary Schools; construction of an addition and renovations at the High School; and acquisition of furnishings, fixtures, and equipment?"
Question 2
"Shall the School District of Jefferson, Jefferson County, Wisconsin be authorized to issue pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $8,000,000 for the public purpose of paying the cost of the construction and equipping of an athletic complex and related facilities on district-owned land, including site improvements?"
After reading those questions, you might ask, "What is the scope for each of those questions?" Here are the main points. The detailed planning and design comes after a question is approved by the community.
Question 1
East Elementary: $16.36 Million
- Capital Maintenance per the capital maintenance plan
- East Renovation
- Capital Maintenance per the capital maintenance plan
- HVAC scope to include abatement/replacement of existing mechanical piping, chiller replacement, boiler replacement, VAV system installation, library and gym rooftop units with DX cooling, and interior air handlers with level 2 mechanical room buildout per direction at the 7/25 board meeting
- Plumbing scope to include additional sanitary sewer replacement per direction at the 7/25 board meeting
- 500 Sq. Ft. secure entrance addition
- 22,000 Sq. Ft. light renovation (Ceilings, fixtures etc.)
- 9,800 Sq. Ft. Medium renovation (Targeted classroom support space renovations)
- 3,400 Sq. Ft. Heavy renovation (ADA restrooms)
Sullivan Elementary: $1.5 Million
- Capital Maintenance per the capital maintenance plan
- Sullivan Secure Entry & renovations
- 650 Sq. Ft. secure entrance addition
- 2,100 Sq. Ft. medium renovation (existing entry & office)
- 350 Sq. Ft. heavy renovation (ADA restrooms)
West Elementary: $3.9 Million
- Capital Maintenance per the capital maintenance plan
- West Renovations
- 6,100 Sq. Ft. Medium renovation (Targeted classroom support space, library, and early learning)
- 4,150 SF Heavy renovation (ADA restrooms)
- Site bus loop/connector road to address safety issues
Middle School: $760,000
- Capital Maintenance per the capital maintenance plan
- Replace fire alarm system
High School: $11.46 Million
- Capital Maintenance per capital maintenance plan
- High School Tech/Ag Addition & Renovations
- 24,600 Sq. Ft. Heavy renovation & 5,400 Sq. Ft. addition
- Tech Ed & Ag Classroom and labs including Metals, Autos, Woods, & Agriculture
- 2,200 Sq. Ft. replacement of maintenance shop square footage (detached building on site)
- Potential relocation of the greenhouse (depending on post-referendum design)
Question 2
Athletic Complex: $8 Million
- 2 softball fields, 1 competition soccer field, 1 practice soccer field
- All fields are natural grass and irrigated
- 2 softball fields and 1 competition soccer field are lighted and have scoreboards
- 100 seat at-grade bleacher at softball fields
- 200 seat at-grade bleacher at competition soccer field
- Concession/restroom building
- Concessions/restroom building (approximately 1,900 SF and intended for seasonal use only) (building is not insulated/heated per code for winter use, no AC)
- 6,500 SY parking/drives
Budgetary pricing is predicated however, our knowledge of subsurface conditions, utility requirements, and stormwater requirements are very limited at this time.
