INTRODUCTION TO CPIC & A REVIEW OF THE EXHIBIT 300s - JUNE 2013

We have some exciting news to share with you. FY'15 Guidance has been provided and will be posted to the Federal CPIC Forum Sharepoint site (If you are not a Federal CPIC Forum member, you may register online, and your access log in and password will be provided, and from there you can download the new guidance if needed).

Want to learn more about the guidance? Join us for the only public Introduction to CPIC Course for Summer 2013. This course will include a full guidance review of the many new budget guidance changes just announced by OMB. The overall OMB Budget Guidance for FY15 came out on May 29th, and OMB’s E-Gov office released the final guidance for the IT Exhibits 53 and 300 on June 5th.

Two years ago, OMB altered the Exhibit reporting approach by changing the form reporting structure: the Exhibit 300 (a) and Exhibit 300 (b) comprise a newer model for the Administration’s pulse check on investment health and performance. There are several important changes from FY 2014. The guidance for FY 2015 includes a significant reorganization of the updated Exhibit 53 guidance, the deletion of the former Exhibit 53B requirement, and significant changes to the Exhibit 53D. Change to the Exhibit 300 include additional questions regarding policy (such as Digital Government and Open Data) as well as adjusted requirements for the Life Cycle cost table, a new estimated contract obligation schedule, and revised reporting requirements for performance metrics. A new requirement regarding agencies having to develop, maintain and submit metadata regarding project documents and artifacts has also been added. Finally, the guidance also includes the submission dates. Agencies must submit a draft Fiscal Year (FY) 2015 Exhibit 53A by August 26, 2013 and the agency budget request Exhibit 53s on September 9, 2013. Agencies are required to submit the FY 2015 Exhibit 300 A/Bs between September 9-13th, 2013.

The Introduction to CPIC and a Review of the Exhibit 300s course introduces the annual, most recent changes to the process and reviews the current versions of Exhibits, which comprise the “Capital Asset Summary and Performance Measurement Report”. It delves into the monthly reporting requirements which now accompany the annual budget justification and submittal. There will only be one public course offered in CPIC during the summer of 2013 (June) designed to review the FY 2015 guidance and exhibits that are required for submittal, to include monthly reporting requirements to the IT Dashboard as well as annual submissions using tools including, but not limited to, eCPIC and Oracle ProSight Primavera.
