An important message from Superintendent Guy Parmigian

Dear B-C-S Stakeholders:

While we were very thankful for the passage of two renewal levies at the polls yesterday, we were quite disappointed that the 1% earned income tax levy failed. As a result, our Board of Education called an Emergency Meeting for this morning at 7:00 AM. During this meeting the Board resolved to place a 3.9 mill emergency operating levy on the August 6, 2019 ballot. The levy would raise approximately $1.5 Million per year for operating expenses.

The Board also discussed the difficult choices that must be made going forward. The financial losses due to the Davis-Besse devaluation and the phase out of the PUTPP payment from the state are real and must be addressed. The Treasurer and I will be meeting with district administrators and other staff over the course of the next week to discuss ways to both make reductions and increase fees that will take effect in the next few weeks. We will be looking at the use of school buildings by community groups and biddy programs, charging fees for all-day Kindergarten, reducing bus routes to state mandated minimums, eliminating community activities like noon swim and the senior citizen luncheon, increasing athletic pay-to-participate fees, and other areas to raise revenue and decrease expenses. Any reductions made or new fees charged will have consequences. This is not the position we wish to be in. However, we were clear that these tough decisions will have to be made if the income tax levy failed yesterday--and it did.

Beyond the immediate future, if the August 6th levy does not pass deeper measures will have to be taken. We plan to clearly communicate these in advance of voting on August 6.

Our Board will convene again on Tuesday, May 14th at 4:00 PM at the Board of Education Office. I will continue to keep you all posted with news and updates concerning this situation.

Finally, I am certain our staff will continue to remain highly dedicated focused on providing the strongest educational opportunities for our students each and every day.

Coffee Connections Announced for 2019

District citizens are invited to join B-C-S Superintendent Guy Parmigian and Treasurer Cajon Keeton to attend a district coffee. Coffees provide an informal opportunity to introduce yourself, chat, ask questions, and learn more about the B-C-S school system and where we are heading. All district citizens are invited to attend. There are no reservations needed, and there is no cost to attend.

RC Waters Elementary Kindergarten Registration and Screening

RC Waters had a successful Kindergarten Screening week! We registered and screened 92 future rockets for the class of 2032! If your child needs to register for kindergarten but did not attend kindergarten screening, please call the office at 419-898-6219.

R.C. Waters highlights top Class Dojo winners for the month of April!

R.C. Waters Elementary participates in a school wide initiative. It is called Positive Behavior Interventions and Supports (PBIS). PBIS is a process for creating safer and more effective schools by allowing a safe and productive learning environment where teachers can teach and all students can learn. R.C. Waters has adopted a unified set of expectations for behavior in our school. The unified classroom expectations, found in every classroom and non-classroom settings in the school, are as follows: Be Respectful, Be Responsible, and Be Ready.

Student behavior is documented using a tool called ClassDojo. ClassDojo is a free behavior tracking system that reinforces positive behaviors and quickly engages students in becoming accountable for their own choices. One of the main benefits is the easy opportunity to communicate with parents. On a scheduled rotation, students are able to “shop” from the Dojo reward cart using the points they have earned for meeting the behavior expectations.

R.C. Waters would like to highlight the top Class Dojo winners for the month of April.

8th Grade Boys Compete at JH State Track Championship!

8th graders Hayden Buhro, Luke Gilbert, Judson Overmyer, and Owen Miller competed in the Junior High State Track Championship Meet on Saturday, May 11th in Lancaster, Ohio. The boys competed in the 4x400 meter relay and earned the spot by having one of the top 24 qualifying times in the state of Ohio. This is an incredible accomplishment as well as an opportunity for the boys to compete amongst the top athletes in the state as well as being exposed to incredible competition.


Oak Harbor 8th graders Hayden Buhro, Luke Gilbert, Judson Overmyer, and Owen Miller competed at the Middle School State Track and Field Championships in Lancaster, Ohio on Saturday, May 11th. They finished 19th in the state in the 4x400 meter relay. The boys broke a 20-year old school record with an impressive time of 3:52.92.

HS MH Unit Hosts Weather Day!

On May 9th, the High School MH Unit hosted the Middle School and R.C. Waters MH Units for WEATHER Day in Mrs. Mills' classroom. The high school classroom was turned into a weather experience with a tornado, hail, a flood, a hurricane, snowstorm, and sunshine and rainbows.

The high school class has just completed a Meteorological Unit and wanted to share their learning with their friends.

Mr. Jay Berschback joined us and told us all the work he had to do to become a weatherman and how he measures the weather to make a forecast. The kids read stories, danced, ate food, made tornadoes, created stained glass tulips, and interacted with weather tools.

It was an awesome day!
