A Message From Mr. Clayton
Dear Parents,
With the recent release of the 2014-15 K-PREP (Kentucky Performance Rating for Educational Progress) assessment results, I am proud to share that Warren County Public Schools has once again demonstrated significant overall progress by being named a Proficient school district (WCPS was 1/10 of a point from being recognized as a Distinguished district). WCPS reached the 89th percentile, which is based upon 2013 percentile numbers that were locked in order to develop overall accountability cut scores. In short, by locking the percentiles from 2013, it is plausible for every school in the commonwealth to reach the Distinguished rating. This would not have been possible under the original percentile ranking because the Distinguished rating was reserved for only the top 10% in 2013. Sound confusing? I am sure it does for many of you. Unfortunately, there is not enough space within this newsletter to fully explain the state accountability system in detail; however, if you would like a more detailed explanation, feel free to contact our District Assessment Coordinator, Mrs. Cindy Beals at cindy.beals@warren.kyschools.us
The latest K-PREP results place WCPS 48th in the Commonwealth among all 173 school districts. This is a wonderful accomplishment for our entire school community, especially considering that WCPS has the highest percentage of Non-English speaking students in the state and a free/reduced lunch population of more than 55%. Since 2013, the number of Distinguished schools in WCPS has increased from 3 to 10 and we now have 14 of our 22 schools performing at the Proficient or Distinguished levels.
Although we are certainly proud of these results, it’s important to understand that the K-PREP does not measure the 21st Century skills of Leadership, Communication, Creativity, & Technology. It cannot measure perseverance, respect, or tolerance, nor can it measure our students’ ability to work with others who come from a different background, including those students who don’t speak the English language. I find WCPS to be a unique school district that can provide our students with quality opportunities to learn important “soft skills” in the classroom. I trust that in many cases, these skill sets will be as important, if not more important, in the success of our students beyond high school.
Combining the anecdotal information I observe when visiting our classrooms with the K-PREP assessment results, I am highly impressed by the overall quality of education our students are receiving in our schools. I fully recognize that many will judge the success of our schools by the snapshot K-PREP assessment (which is great news for 14 of our schools); however, I would be remiss if I didn’t point out that much of our greatest work is happening in our schools in which the majority of students begin kindergarten well below grade level. Some of these students come to us with little to no English language background or formal education. The improvement I have observed with these students is remarkable, and it is inspiring to see the hundreds of students exit our English as a Second Language program prior to graduation. That being said, we also recognize there is plenty of room for improvement as we work to ensure every student is College &/or Career ready beyond high school. As Superintendent, you can trust that our focus will remain on continuous improvement, and we will continue to monitor individual student progress as we maintain our commitment to achieving our vision of ensuring the learning of all students at the highest level.
In closing, I encourage you to speak directly with your child’s teacher(s) if you have any questions or concerns about your child’s academic progress. Individual student results will be mailed to you during October. As always, thank you for entrusting us to educate your child.
Take Care!
Respectfully,
Rob Clayton
