COVINGTON PLACE COMMUNITY WIDE STANDARDS
The Community Wide Standards are established to maintain a degree of uniformity and congruence within the neighborhood, thus enhancing homeowner property values. Following are the current Covington Place Community Wide Standards.
LANDSCAPING
1. Lawns are mowed and edged regularly to maintain a well-kept appearance.
2. Lawns and beds are maintained free of weeds and fallen leaves. Bare lawns are reseeded or re-sodded as needed to eliminate bare spots.
3. Foundation and island plantings are maintained with adequate mulch cover in earth tone shades to eliminate bare earth and control weeds via adequate depth of cover, typically three inches. Beds and islands are well defined by trimmed edging or earth toned artificial borders of natural brick, natural stone, landscape brick, extruded concrete etc. and are installed only after an application has been submitted to, reviewed and approved by the Modifications Committee.
4. Shrubs and ornamental trees are properly trimmed and are not allowed to overgrow. Ornamental creeping vines are not allowed to overgrow mailboxes, windows, railings and walkways. Sidewalks are kept clear of shrubs and low hanging tree branches.
5. Landscape lighting is placed only after an application has been submitted to, reviewed and approved by the Modifications Committee. Lighting should be limited to illumination of walkways and approved foundation plantings in the front of homes. Preferred finishes to landscape lighting are black, copper, bronze or copper patina such as Verdigris. Stainless and chrome lighting appliances will not be approved. Lining of driveways with lighting will not be allowed.
6. Ornamental seating and statuary are only installed after an application has been submitted to, reviewed and approved by the Modifications Committee.
7. All major additions or deletions to landscaping are only installed after an application has been submitted to, reviewed and approved by the Modifications Committee.
HOUSEKEEPING
1. Garbage cans are stored out of view and set out neatly prior to pick-up, preferably no earlier than the evening before pickup. Trash cans and recycle bins are put away within 24 hours of pickup and stored out of view.
2. A Covington city ordinance dictates that yard debris and trimmings are set out within 10 feet of the curb and do not obstruct the side walk , curb or street as close to collection date as is practical. In no case is lawn debris to be deposited on common area property or any property other than that of the homeowner.
3. Trailers, boats, and recreational vehicles are to be stored in garages and kept out of view. Recreational vehicles that are being provisioned or unloaded may be parked in the street or driveway overnight with the appropriate parking pass displayed in the tow vehicle or RV dash. Every attempt should be made to limit the RV parking to overnight and in no event shall it exceed 48 hours.
4. No abandoned, inoperable or unrepaired wrecked vehicles may be left in view anywhere on property. Any repairs to vehicles done on site must be accomplished out of view of any street.
5. All automobiles and trucks must be parked on the driveway and never on the lawn. Care should be taken not to block sidewalk passage whenever possible.
6. Faded and failing painted surfaces of home are repaired and repainted in a workmanlike manner. If changing colors, an application must be submitted to, reviewed and approved by the Modifications Committee. Exterior addition or modification projects are started only after an application has been submitted to, reviewed and approved by the Modifications Committee. Preferred color palettes are earth tones or neutrals. Pastels and harsh primary colors are discouraged. When three tab shingle roofs are replaced, architectural shingles are preferred. When architectural shingle roofs are replaced, architectural shingles are required. Only colors which represent or simulate natural wood shingle or stone will be approved. No metal roofs will be allowed, except as an accent where already in place or as may be considered consistent with overall home design. No blue, red, green or white shingles or reflective roofing will be allowed. An application for changes in roof color or product, as well as painting or staining of concrete driveways or walkways visible from the street, must be submitted to, reviewed and approved by the Modifications Committee.
7. Garden and lawn equipment such as hoses, mowers, garden tools, firewood etc. is properly stored out of view of the street so as not to create a nuisance.
8. During construction and landscape renovation processes, incidental debris shall be collected in dumpster receptacles if necessary and removed from the property as soon as practical. For this purpose, debris shall include, but not be limited to, wood, concrete, siding, roofing materials, and excess dirt that will not be redistributed about the home or any other trash incidental to the construction, remodeling or maintenance process.
9. Garage doors shall be closed when not in use.
10. Only approved mailboxes in the approved color by the ARB are installed. Flat black is the approved color for all mailboxes.
11. An application for basketball goals must be submitted to, and reviewed and approved by, the Modifications Committee. Basketball goals may be approved when the streetscape is not negatively impacted. When allowed, temporary basketball goals must be visible only when in use, and must be stored out of view of any street when not in use.
12. Only furniture that is suitable for front porches, i.e. outdoor furniture of iron, aluminum, wicker, wood rockers, etc. shall be displayed on front porches. Office chairs, covered swings, folding lawn chairs etc. shall not be used as front porch ornamentation.
13. When outdoor entertaining is conducted on driveways and parking pads, furniture is removed no later than the following morning and any fire pit is put away as soon as it is cool but no later than the following morning.
SAFETY
1. It is preferred that cars are parked in the street only when space within the garage and driveway are inaccessible.
2. While we acknowledge that our streets belong to the City of Covington, we do ask that when vehicles are parked in the street, they are parked in the direction of travel allowing clear access to traffic, police, fire and emergency vehicles. When possible, as a courtesy to neighbors, we ask that homeowner guests who park in the street park in front of the hosts’ home. If necessary, guests may park in the pool parking lot but must display the parking forms indicating the address of visitation and approximate time of departure.
3. For the safety of all residents, visitors and those passing through our neighborhood, please observe all traffic signs within the subdivision, including golf cart travel. Please note that only licensed drivers may legally operate golf carts on city streets. All streets in Covington Place are city streets.
4. Resident vehicles, including golf carts, parked in the common area parking lots, shall display the green HOA Sticker.
5. Pool, Playground and Tennis Court rules, along with proper pool and court etiquette, are observed. No profanity or horseplay is permitted. After hours trespassing at the pool or tennis courts should be reported to Covington Police. All who use the pool and courts should collect all trash and belongings upon leaving. Please close an umbrella if you see one open and unused upon leaving.
6. Safety Concerns regarding common area amenities or grounds are quickly reported to Georgia Management Company. All maintenance concerns should be reported to an HOA Board Member. Motorized vehicles, including golf carts, toys, cycles and ATVs are not to be used in common areas.
7. All City leash laws are strictly observed, and all pet waste deposited on property other than that of the pet owner, shall be collected as soon as deposited and properly discarded. Pets are not allowed to become a nuisance.
8. Only licensed drivers may legally operate golf carts on city streets. All streets in Covington Place are city streets.
9. All suspicious activity is reported to Covington Police.
10. The golf course is private property and not common area property of Covington Place HOA . The golf cart paths are not to be used for recreational walking, biking, walking pets, or golf cart joyriding, without permission from the head professional at Ashton Hills Golf Club. A Trail Pass may be purchased from Ashton Hills for those homeowners who wish to utilize the golf cart paths per Ashton Hills regulations. Please limit fishing in the ponds to dams and private lots which adjoin lakes. Do not access the ponds from bridges or fairways. Please do not feed the geese as it interferes with their migration patterns.

The Covington Place Homeowners Association has partnered with Flock Safety, an Atlanta, GA based company that specializes in neighborhood safety through the use of license plate reading cameras.
The camera is entirely self-sufficient in that it is solar powered and sends its footage via mobile technology to a secure cloud-based storage that is maintained by Flock. The camera records footage but also has both day and night-time capability to read and record license plates that pass through the entrance. Several police departments across the country have started to add more license plate readers around their cities and encourage communities to do the same. In fact, any stolen or otherwise wanted vehicle that passes by a Flock camera has the ability to send an automatic alert to the local Police Department. Beyond making arrests, Flock’s ultimate goal is to eliminate crime, and according to the Marietta Police Department, communities with Flock saw a 34% reduction last year in crime.
Despite this technology, it is just a camera. The #1 way to deter crime is a responsibility we each own individually; lock your doors and keep your valuables out of sight. But, having video camera/ surveillance has been shown to deter mischief activity and also provides a valuable resource to help solve any crimes that may take place. We are fortunate to live in such a safe neighborhood, but we believe that this service will further deter mischief crimes.
WHAT YOU NEED TO DO:
1) You have the ability to register on the “Safe List” established for our community. You don't need to give your actual name if you prefer, but by registering your license plate the police will know that your vehicle belongs to a resident and it will make sorting through data much faster in the event they need to research a criminal event. You can add any vehicle that you own or that frequently visits your home. The link to their secured site is:

2) If you are the victim of a crime please report it to the police department - -- - CALL 911.
3) Lock your house and car doors and keep your valuables out of sight.
4) Wave and smile to your neighbors, register for a community event, and continue to make Covington Place an incredible place to live.

NO UNDERAGE DRIVERS BEHIND THE WHEEL OF A GOLF CART
- Golf carts operated on the streets of Covington must be registered with the Covington Police Department; applications can be obtained from the Covington Police Department website
- Golf carts are permitted on and around the city square
- Seat belts are required as of 2020
- All traffic laws apply, including DUI and reckless driving
- No one can drive a golf cart unless they possess a valid driver's license or instructional permit (those possessing an instructional permit must have an adult present just as required for driving a vehicle). Children without either of these documents are not allowed to drive a golf cart on the streets under any circumstance.
PARENTS - We have had a serious accident in our neighborhood in the past which involved underage children driving a golf cart. PLEASE do not allow your children to drive without a valid Driver's License under any circumstances. This includes allowing children to sit in your lap behind the driver's seat and steer the cart. This also includes driving the cart to the pool at any time.
Golf carts are prohibited on a number of streets (however, you can cross them at intersections provided you stay on an approved street). To view the full list of prohibited streets, refer to your CP HOA HANDBOOK.
Remember, ALL Covington Place streets are within the City Limits of Covington and fall under the City Ordinance. This includes driving from your home to the Pool. Don't do it!
OVERNIGHT VISITORS & CAMPERS/RVs PARKED IN THE STREET or AT POOL PARKING LOT - VISITOR PARKING PASS REQUIRED - NO EXCEPTIONS
Leaving unmarked cars parked in the Pool Parking Lot during the day or overnight is not allowed. If vehicles do not have a Green Vehicle Sticker on them then they MUST have a Visitor Parking Pass on them to keep from being towed. NOTE: If you see a non-resident vehicle parked at the Pool Parking Lot during the day or night, please call the Covington Police to come and check it out.

If you would like a sticker for your golf cart too, please make that request as this is a great idea since many residents drive their golf carts to the pool.

If damage occurs during the event, a $250 non-refundable deposit will be added to your homeowner's account . - Green Vehicle Stickers - Contact Shelley Wisner @ 404-372-2872 and provide street address and number of vehicles; place them on the rear window of each vehicle; they are available for golf carts too and should be placed on the windshield.
