Membership for Vouchers (MV)
- Today is the deadline to sign off and upload the signed summary report for MV.
- To sign-off, in the STN Application Center, go to the data verification tab and choose collection management. Compare the information to your school's data for accuracy, then click the box to sign-off.
- Once sign-off is done, print the MV summary form. In the STN Application Center, go to the data verification tab, choose Choice Scholarship, then click on MV summary report.
- When the MV summary form has the required signatures, upload the form. In the STN Application Center, go to the administration tab, then choose upload signed summary report.
Endorsement Forms
Endorsement Forms are available to download for all students with approved Choice Scholarship applications. The signed form must be uploaded in the STN Application Center for every eligible Choice student. A payment will not be made for any student who does not have a signed Endorsement Form uploaded by the deadline.
Endorsement Forms are only uploaded once per school year for a student who remains at the same Choice school for both the fall and spring semesters. Failure to upload an Endorsement Form may result missing a student’s payment for the full 2019-2020 school year.
The Temporary Emergency Impact Aid for Displaced Students Program awards grants to eligible states for costs incurred during the 2018-2019 school year as a result of educating public and non-public school students displaced by Hurricanes Florence and Michael, Typhoon Mangkhut, Super Typhoon Yutu, and wildfires, earthquakes, and volcanic eruptions occurring in calendar year 2018 and tornadoes and floods occurring in calendar year 2019 in those areas for which a major disaster or emergency is declared under section 401 or 501 of the Robert T. Stafford Disaster Relief and Emergency Act (42 U.S.C. 5170 and 5190).
Thankfully, the state of Indiana did not directly experience any qualifying natural disasters during this calendar term, however schools serving those displaced by these events may still qualify. A complete list of qualifying disasters and emergencies can be found HERE.
Indiana schools believed to be currently eligible for Temporary Emergency Impact Aid funding from the USDOE are invited to complete the linked application(s) and submit to IDOE for review. LEA applications and non-public school applications must be completed and submitted on or before Friday October 18th at 3:00 p.m. Completed applications should be returned to Gina Woodward, Homeless Education Specialist.

Reminder
- The 2019 Graduation Rate Audit period will be open until November 1.
- 2019 Cohort reports are available in Learning Connection (Reports > Accountability Reports > 4 year Cohort Report). Guidance regarding the audit can be found in our Moodle community (moodle.doe.in.gov), School Accountability and Accreditation (enrollment key: SchoolAccountability). Look in the resources folder in the Graduation Rate section.
Curricular Material Reimbursement
Qualifying nonpublic schools may apply for curricular material reimbursement for the 2019-2020 school year. Both student level AND claim data must be submitted between October 1 and October 31.
IDOE will calculate the reimbursement amount for each school corporation, charter school, and nonpublic school based on the number of eligible students reported on the "Summary of Costs and Reimbursement Claim Form 2019-2020 School Curricular Material Costs and Eligible Student Counts" and the student level data submitted electronically between October 1 and October 31. The deadline to submit this data is October 31.
Officials should review the curricular material data layout (DOE-TB). The data layout provides specific instructions for submitting student level data and a reimbursement claim.

WIDA NEWS!
- New Closing Date: DOE TL will remain open through Wednesday, October 16 at 4:00 p.m.
- ILP accommodations are not applicable to WIDA assessments.
- Only ELs with disabilities can receive accommodations on WIDA in accordance with their IEP, ISP, CSEP, or 504 plan.
DOE-LM (English Learner & Immigrant) - some corporations are receiving failed messages due to the values reported for the fields listed below. Please note that the values allowed are specified in the LM layout. Correcting the data file and resubmitting will resolve the issue.
- English Language Proficiency Level - if reporting PK immigrant students, allowable code is 0 not 0.0.
- Instrument Used - codes 1-7 are not reported with decimal (ex: 1.0).
- Instructional Program - codes 1-9 are not reported with a leading zero (ex: 01)
DOE-LM (English Learner & Immigrant) - The failed record message, "PK: Age should be between 3 AND 5 as of reporting date," has been noted and the issue is being investigated.
DOE-TA (Testing Accommodations) - There is an issue causing accommodation “C”- calculator records to fail for students in grades 6, 7, 8, and 10 . This issue will be addressed soon. Please look for an updated announcement. It is anticipated that this issue will be fixed by Monday, October 21.
DOE-TL (WIDA) Input Form - An issue with the WIDA input form ONLY has been referred to our programming department for correction. Records submitted using the input form note the following:
- Warning message, “Student reported as English Learner but IDOE data indicates that this student has previously scored 5 or higher on EL Proficiency Assessment. Check the student test data to verify the need for continuing EL Proficiency Assessment," is being displayed in error for students who have not attained a proficiency level of 5.0 or higher. Please verify the warning message and if you find the student should still be assessed ignore the message. The record has been accepted.
- If no message is generated when submitting a record, verify the student should be assessed. These students may have received a Proficiency Level of 5 in the past and should not be tested.
Reporting Special Education Students that require paper assessment - If receiving failed message, “WIDA Tiers (Test Codes 8810 or 8820) must include either accommodation codes Paper Booklet (P) or Large Print Booklet (L)," guidance is as follows to allow WIDA records to process:
- Report Test Code 8802. If student’s IEP includes the correct accommodation, IDOE will send Tier B/C to the assessment vendor.
VERIFY all students reported for WIDA are to be assessed.
