Board Briefing
Cambrian School District, June 18, 2020
Board Calendar Addition for 2020-21
August 6, 2020 was added as a regular Board Meeting for the 2020-21 school year.
District COVID-19 Written Report Accepted
The Governing Board of Trustees voted to accept the LCAP COVID-19 Operations Written Report, as submitted by District staff. Executive Order (EO) N-56-20 was established on April 22, 2020, to address the impact of continued school closures in response to the COVID-19 pandemic and the local educational agencies’ ability to conduct meaningful annual planning, and the ability to meaningfully engage stakeholders in these processes.
EO N-56-20 issued timeline and approval waivers for the Local Control and Accountability Plan and Budget Overview for Parents as well as waving certain budgetary requirements. The Executive Order also established the requirement that a local educational agency (LEA) adopt a written report (COVID-19 Operations Written Report) explaining to its community the changes to program offerings the LEA has made in response to school closures which address the COVID-19 emergency and the major impacts of such closures on students and families.
The COVID-19 Operations Written Report will be posted on the homepage of the CSD website.

2020-21 Budget Adoption
The Board of Trustees unanimously approved the 2020-21 budget. Chief Financial Officer, Ms. Penny Timboe, provided the Governing Board with a summary of the proposed 2020-21 budget for Cambrian School District. Accompanying that presentation were all the required State forms. Although the Legislature has adopted a budget, the negotiations with Governor Newsom continue and we do not yet have a final State budget for 2020-21. Once the final State budget is adopted the District has 45 days to present a revised budget to the Board addressing any material changes that occurred as a result of the State adoption. Any necessary revisions will be presented at the August 6, 2020 Board meeting.

Intention Solicit/Accept Proposals For Development & Joint Occupancy of District-Owned Property District Properties
The Governing Board of Trustees voted to approve a resolution declaring its intention to consider proposals for the development and joint occupancy of Metzler A property. Earlier this spring, the Board agreed to move forward with receiving proposals from private persons, firms, or corporations, for the development and lease at 1975 Cambrianna Dr. (Lot A) San Jose, CA 95124. Metzler School on the corner of Union and Cambrianna Drive. With the adoption of this resolution the District will begin the process to solicit proposals for Joint-Occupancy. These proposals will be reviewed and discussed at the August 6, 2020 Board meeting.
Budget Advisory Committee: Superintendent's Report
The Budget Advisory Committee was created in the Fall of 2019. The committee is under the direction of the Chief Financial Officer and develops recommendations regarding the budget to present to the Superintendent for consideration. On behalf of the Budget Advisory Committee, Ms. Timboe, Chief Financial Officer, submitted a memo outlining short-term recommendations to the Superintendent and Board. The Committee will continue its efforts in the Fall and will analyze data and trends as a means to present additional longer-term recommendations to help mitigate the District’s financial challenges.
At last night’s Board Meeting, CSD Superintendent Dr. Carrie Andrews submitted her recommendations to the Governing Board of Trustees, based on the memo from the Budget Advisory Committee. Dr. Andrews recommended to the Board that “The BAC under the direction of Chief Financial Officer, Penny Timboe, complete an initial financial analysis of closure and/or re-optimization of district sites (e.g., overhead savings, etc) to determine impact and viability for moving forward.” After discussion, the Board approved the Superintendent's recommendation for the above knowing that the data would not be completed until after the school year starts.
